These villa's will use all of the modern eco-friendly features, such as wind and solar power, water capturing system, and water treatment plants that will clean the islands sewage and be fit to be reused in the toilets. We do not want to build an entire island nation. we just want the dirt roads in between the Russandrian cities to be replaced by Asphalt roads, schools in the main cities, a small (dirt) airstrip (no terminals, no hangars, just a few maintenence facilities in a small building), a tourist centre, and a port of medium size. We do not need you to build entire cities; the situation will improve itself as soon as the Russandrian economy is up and running.

The armed forces of Mediterreania require a new training complex for its soldiers. The complex requires three things:

• A shooting range and armory. The range should be able to service up to 2,500 soldiers at a time. The armory should be able to hold weapons for at least 5,000 soldiers at a time. There should also be a testing area for artillery.
• A mockup of a 10,000 person city. The city does not require much detail, but should have reasonable obstacles. There should also be a nearby artificial lake/beach to simulate amphibious landings. A runway for aircraft is also needed.
• A five-story office building HQ. THe building should accomodate the Department of Defense administrative staff. There should also be offices for the Military Intelligence Office, Mediterreania's wartime codebreaking and recon service.

We are looking for something in the $200-400 million range, and the maximum price is $1 billion.
