Questero-Socorran relations are renowned as among the most cordial bilateral relationships held by a Gothic state with an extrarregional entity. Defined by mutual membership of the Commonwealth of Pluralistic States (CPS) and close defence ties, already ties have developed amicably. The recent donation of $500bn USD to the Combined Services by the Freekish Empire has enabled the development of an expeditionary military for the Republic of Socorra, whilst possessing colossal funds for social reinvestment. This sum will ensure the rapid economic modernisation of Socorra, and an unparalleled growth of GDP that will oversee the ascension of Socorra to a respectable position within the international and Gothic community.

Nonetheless, the state relies on force of arms to project and further its political objectives and Socorra can now fully exploit this reality. With Plan 15 refocused towards creating a power-projecting military, the Combined Services will soon be an intermediate Gothic military capable of self-defence and global expeditionary operations. Such freedoms will revolutionise Socorra's relationship with the entire world, on all bilateral and multilateral areas.

Comprehending the nature of Questero-Socorran ties, the Combined Services has outlined plans to immediately procur an expeditionary navy from CNC.

The Combined Services has requested the following to purchase:

x3 Ark Royal-class CVNs ($21bn).
x3 Triumph-class CVs ($15bn).
x4 Battle-class CVNs ($24bn).
x30 Ardent-class DDGs ($63bn).
x15 Mogami-class DDGs ($45bn).
x10 Hood-class BBSGs ($60bn).
x5 Magistrate-class BBGs ($37.5bn).
Total Cost: $265.5bn.

This purchase will be most of the Armada Socorrana. Additionally, if possible the Combined Services requests administrators from CNC to train the Armada in using these ships.

5x Type 101 'Archer' class Attack Submarine [SSN]

The payment for the DPR shall commence immediately upon confirmation of the DPR transfer amounting to NSD 7.5 billion while the payment of the ships shall commence in parts in time span of five years immediately after this procurement order confirmed. It's in the best interests of Haishan to acquire any available relevant associated programs pertaining to the listed assets. The Haishan Defense Ministry is willing to allocate additional NSD 25 billion immediately to procure 1x Type 180 'Hood' Class Fast Battleship [BBSG] and 3x Type 162 'Mogami' Class Cruiser [CGE] as feasibly quick as plausible. The Commonwealth of San Espara wishes to acquire the DPRs for the Mogami class cruiser. We intend to refit the ships to replace the 105mm naval rifle with a Mk 70 76mm gun, as well modifying the electronics to be consistent with our fleet. We will wire payment of $45 billion upon confirmation of our order.
