INFORMATION ABOUT THE GUILD

This guild is for those that run a PMC in the II/NS forums and/or GE&T forums or both. Many of them agree on the basic fundamentals of how a PMC should operate, but there are vastly varying levels of ideology, ethics, technology and battle strategy. Some are swayed by ideology and philosophy, while others solely by the color of money. To join, at the moment, a storefront is not required, but a valid, high quality RP involving your PMC must be substituted in its stead, should you not have a GE&T storefront. The current members will vet prospective members.

This Guild is a bond that unites the PMCs and represents the shared interests and goals of the members that make up the Guild. This is a continual work in progress and more members add new life and purpose to the Guild.
A Code of Ethics for the Guild does not exist, as that is up to member PMCs to establish for themselves. A Charter, however, does exist and consists of some guidelines that Guild members choose to follow. To sign up for membership, or make commentary, visit this thread.

DO NOT POST OOC CHATTER, QUESTIONS or OTHER COMMENTS IN THIS THREAD. Non Members can post IC LETTERS to this Guild thread.

HISTORY OF HOW THE GUILD CAME INTO BEING

Contractors, or as they were called at one time, mercenaries, are an integral part of the history of conflict from the very beginning. The exploits of the Swiss mercenaries of the middle ages and renaissance period; those mercenaries on both sides of the American Revolution such as Lafayette, Von Steuben, and Pulaski to the Hessians; to the French Foreign Legion and the Gurkhas in the British military; to the 'volunteers' on both sides of the Spanish Civil War; to the various anti-communist troops hired on by MACSOGV in Vietnam, as well as cult figures like Mickey Marcus, William Walker, 'Mad' Mike Hoare, Bob Denard and Nik Du Toit; to the modern contractors that patrol Iraq, Afghanistan, and far flung parts of Asia and Africa; they are all well documented. There are tons of stories in almost every human conflict, of those that sought adventure, fame, money and sometimes even darker motives to serve a foreign power whose cause should not have been their own, but they threw in their lot regardless for any various reason you care to name.

In the NS Multiverse, this Guild represents those that run an organization that operates in such a manner, in the shadows, on the fringes of warfare; to the highest or most just bidder. We've bonded together to assist each other on matters where just one company alone may not have the weight to resolve a situation. We bring awareness to each other of matters that effect fellow businesses in the industry and try to advise on the choices brought about by these matters.

INTROS TO THE GUILD MEMBERS

The USG (Uli-Schwyz-Galien) Security Corporation was founded in the 15th Century by descendants of Wilhelm Tell, the infamous sharpshooter and Neu Engollian rebel hero who led rebellions against the Austrak invaders. Today, it is run by an executive board of undisclosed membership and led by General Pieter van Aardel, the first non-Neu Engollian General in the history of the organization, who took over from his mentor, Nelson Tell (a descendant of Wilhelm). Tell was forced out by the Board amid some controversy.

In early days, it was known simply as the Uli-Schwyz Mercenary Regiment. The Regiment fulfilled many contracts during this early history, most notably, coming to the aid of its host country during a Gaulic Imperial invasion at the end of the 18th Century. It also has played a crucial part in other Teremaran conflicts throughout the centuries, as well as outside the region. While some informal links are maintained with the NEDF and they are a registered Neu Engollian corporation, the USG Security Corporation proclaims to not be slaved to the interests or dictates of Neu Engollian foreign policy.

The tactical regiments were originally made up of mostly Neu Engollian nationals, but over time, the balance shifted to include a wide variety of other represented nationalities from around the globe. At present, less than a third of the USG ranks are estimated to be made up of Neu Engollian ex-service personnel, with most personnel sourced from outside the Confederacy and even the region.

During the 1930's, the Air Wing was added to expand the Uli-Schwyz mobility and rapid response capability. Innovations ran to a smaller scale, but higher technology ratio from there. It was only in very recent history that the size of the Corporation/Regiment(s) expanded to four regiments. For two years of their most recent history, the USG was committed almost entirely to the Hutanjian War in Wishtonia. It was a cataclysmic time for the corporation, as well as in the politics of the several nations involved in that conflict.

Today, The USG Security Corporation is world renowned for getting the mission accomplished in some tight situations. They have served in a variety of global regions and climates. The Regiments are outfitted with the latest NS military gear and the personnel have been trained in the best advanced military special operations training programs throughout the multiverse. Considering the starting caliber of recruits, and the gaps filled by training, many specialized and elite commando/special warfare operations are handled with great finesse and success.

Axalon, as a PMC, is authorized to sell military and security-related goods and services under the (Aquitaynian) Freedom of Enterprise Act of 1988. While the Aquitaynian government monitors the services of Axalon, such records remain anonymous and are kept discreet and confidential with the customer.

Axalon is a highly professional and well-trained and experienced firm which has over 35 years of experience in foreign conflict, VIP security, and many other fields of Security. Axalon employs over 5,000 ex-military Tier 1 and Special Forces Operators from over 30 countries worldwide, and has over 47,000 years experience combined (for an average of 9.7 years active duty). Axalon offers a wide range of services, from simple building security to more classified operations such as training foreign operatives and assassinations. Axalon keeps all records secured and under guard 24 hours a day and 7 days a week, and keeps no digital copies to prevent any sort of DDoS or phishing attack be applicable against Axalon computer servers. While we provide security to others, we keep our own security at the forefront of our minds.

Axalon saw its inception from an Aquitaynian ex-special forces officer during the mid-1970’s. During its early days, Axalon was promoted through ads in the back pages of mercenary trade magazines before developing into a more reputable, professional PMC.

SSI (Shalumite Security International) is not in affiliation with the government of Shalum and is in fact, a privately owned company. SSI follows the regulations and articles stated within the Geneva Convention of 1949.
SSI is adept in the training, supplying weapons, transportation, logistical aid and specialization of militarized soldiers and forces
SSI can perform the duties of Patrol/Border Units, protection and rescue of VIP (Very Important Persons), hostages. SSI also is skilled in reconnaissance missions and a myriad of other missions which may be requested by a client.

Salamander Private Security Enterprises has a trusted history, and has been rewarded for their work with numerous sensitive contracts. While the offers have escalated, their expected price remains the close to the same, allowing most clients the ability to afford their own force of Salamander operators. The company was founded in 2006 by Lieutenant Colonel Aruk Ogunwe, who sought to deliver a disciplined force to the Third World that could easily contend with the militias and roving marauders and insurgent bands he had once faced. Since then, Salamander PSE has strove to uphold that honor, and they constantly raise the bar with each contract completed.

Their operators come from a wide variety of nations, though the majority are from Azurlavai, Lilliput, and Voyostok. The operators have served in all branches, from armies, to navies and Marine Corps and even some specialized law enforcement tactical veterans.

Salamander Private Security Enterprises is based out of Millennium Park, a former Allied Army urban combat course that was decommissioned due to lack of use and sold off on the private market. Within weeks, the course was turned into a compound, from which all operations are now managed from the Millennium Park offices. Salamander contractors keep in a constant state of training and readiness for any type of contract. A full modern armory and motor pool constantly maintain the stocks of weapons and equipment for Salamander's every need.

Purchased by the government of New Korinth in August, 2012, Thermopylae Solutions represents the latest in a long tradition of Korinthian private military services, starting with the Guardians of Thermopylae in AD 340. This proud heritage is honoured today in their logo, and their devotion to the maintenance of the standard of service set by their forerunners.

They provide a high standard of security services, from regular location security to the vital operations that determine the fates of nations. Their CEO, Leon Argyris, made it his personal mission to not compromise on these qualities for any reason, and worked with investors to craft the company into the top-of-the-line PMC that it is today.

Thermopylae provides security personnel to various regions, nations and organizations the world over. Separated into three distinct categories (Mercurial, Martial and Heraclean), their security organization provides a modular, adaptable force that can handle any conflict or crisis.

Hawk Company was formed by Brigadier General Arnold Smith following the Cpuernian War. Hawk Company was originally made up of ex-Sea Serpents - another PMC group, and ex-Eemerian Military Officers. For a time, they served solely as bodyguards, mostly working for Middle Eastern businessmen. Shortly after that, they expanded and were soon bought out by the Dresden Group, who incorporated them into their global organization. Hawk Company is currently 1.2 Million personnel strong and operating globally for nations and companies alike.
Hawk Company uses the standards of the Eemerian AWU (Advanced Warfare Division) to train their soldiers. They use modern day and historical tactics to ensure their soldiers are prepared for anything thrown at them.
VIP security and transportation has been the company’s specialization since its creation.
Hawk Company looks down on execution style operations, but they accept some such operations on a case by case basis if it is felt that the target being requested is a threat to humanity then the operation may be carried out.
Hawk operators are trained in policing and riot control standards and can be contracted out in this function.

Blackwood Company personnel carry modern tech weapons and are equipped with the proven cutting edge of the military gear industry. They specialize in small missions and their heaviest deployments involve nothing heavier than up-armored commercial vehicles. Individual operators tend to field cutting-edge equipment along with tried-and-true standbys.

In the gray world of Argonian mercenary work, everyone is a 'bad boy' to a degree. There's a paper-thin bit of legislation protecting the major groups from war crime accusations domestically, and as is known, no notable World Assembly legislation to keep them in check, like most other modern PMCs. Due to their close association with the Argonian intelligence community, it is rare Blackwood experiences anything more serious than token harassment from law enforcement agencies.

Blackwood gladly undertakes despicable contracts, often from the Argonian government, but they also conduct the bulk of their business legitimately on the greater market. Blackwood can do pretty much anything, so long as it's not clean or subtle. Blackwood is known for heavy-handed operational doctrines, strenuous recruitment programs and their 'blacker than black' operations. They are essentially the cream of the Argonian private military crop. Full-time operators on permanent retainer, like the infamous Special Missions Team-13 'Vapor', enjoy the choice assignments and hefty day-rate compensation over their peers. These full-time personnel are grouped into teams and are issued a mission parameter description as well as a numerical identifier and team-specific call-sign to further distinguish themselves.

Domestically, the Argonian government uses private contractors to undertake just about every dark fantasy a lawmaker could envision, from assassinating troublesome gang leaders to performing raids that end in blood-baths simply to eliminate the need for fair trials for those that would otherwise be arrested. They undertake similar operations out in the marshlands at the behest of the insurgency element that still wages an uncoordinated guerrilla campaign against the Modernist Argonian government, taking their payments in raw narcotics or dirty cash.

More conventional scenarios can also be fulfilled by Blackwood’s personnel. Dignitary protection, site security operations, or the tried and true merc staple of overthrowing an existing regime. They can play the hero or the villain, or somewhere in between, depending on the needs of the client. Blackwood also operates the largest privately owned training facility in the Argonian Republic and frequently trains military and government personnel on a number of disciplines.

The true 'dog soldiers' are the indentured troops from the 'Janissary Clans' that have been cut loose from regular Argonian service or recruited by other means. Janissary Clans frequently take contracts that oppose one another, wagering bragging rights and paying with lives. Lacking Blackwood Company's polish and expertise, these groups undertake a variety of generalist combat missions and can be found rounding out the ranks of local urban gangs as often as they can be seen participating in legitimate security contracts. What the JC troops lack in overall quality they make up for in diversity, where former tribal warriors and disenfranchised former military stand shoulder-to-shoulder and common troopers can have specialty training ranging from operating a main battle tank to constructing a wetlands-capable IED or piloting a helicopter gunship on rare occasions.

While the Clans lack any affiliation with Blackwood Company proper, it isn't uncommon for Blackwood to pirate promising talent from their ranks or sub-contract some of the less complicated dirty jobs out to such organizations where Blackwood's sometimes extortion-worthy price-tag isn't justified.

Bushido Solutions Ltd. is ready to answer your problems and perform any mission at any time, whatever the demand. They are a group of professional private military/security contractors founded by a group of elite veterans from the Nifonese Naval Special Landing Forces Recon, and recruited mostly from various kinds of Tenshinhei and ex - servicemen, as well as foreigners who share their values and stand with them as honorable comrades in arms. Multiple units belonging to their company can operate at the same time in various regions, wherever danger appears. They perform multiple diverse operations such as piracy suppression, EOD, HVT personal protection, large combat operations, or national force training.

The Varangian Guard is the unofficial official security and defense unit of the Falkasian megacorporation Universal Defense. While its existence is not formally recognized nor recorded in any published document, the Guard’s primary directive is to provide asset protection and force projection to best secure the interests of its parent company. Oftentimes, the Guard is deployed to particularly dangerous areas of the world wherein Universal Defense facilities are at risk of direct attack, or more sinisterly as a paramilitary force tasked to directly impose the firm’s corporate whims wherever they’re deemed to be in contradiction to less-than-receptive local governments.

The Guard itself derives its name from the 9th Century mercenary group which served the Byzantine Empire as elite guards and commandos. Unlike the Guard of yore, the modern Varangian Guard are well-paid and loosely disciplined corporate employees and maintain loyalty only to Universal Defense, much to the chagrin and concern of their Falkasian benefactors. An unwritten gentleman’s agreement between the Falkasian Premier and UD CEO however allows the group to exist, despite its’ violation of Falkasian law, in exchange for a variety of political and economic kickbacks.

The Varangian Guard does not, nor Universal Defense by extension, align itself to any particular international mercenary group. However, it does aim to maintain cordial relations with as many of them; so long as the environment created remains conducive to continued business operations.

Musashi Security Services Ltd. leverages the international experience of Allaneans, Imerians, and others, to provide high-quality security services to your business, government facility, or even your home or gated community. They are there to protect a client's hotel, restaurant, warehouse or shipyard from threats ranging from terrorist attacks, to robberies, to the humble shoplifter.

Research and Resources

Postby Neu Engollon » Fri Jun 14, 2013 4:32 pm

RESOURCES

The Wild Geese (1978) Directed by Andrew V. McLaglen. Stars Richard Burton, Richard Harris, Roger Moore and Hardy Kruger.
While a fictionalized account of seasoned Commonwealth mercenaries in Africa, the politics are barely veiled and it gives insight into the mentality and attitude of contractors during that era due to solid writing and authentic advisers. Also, the brutality of the Simbas and the willingness of the Communist Bloc to send advisers to anywhere is portrayed. Seeing this movie as a kid sparked my fascination with the trade and I've gone full steam since. It's a solid adventure and war movie that I could watch over and over.

Cast A Giant Shadow (1966), A movie starring Yul Brynner and Kirk Douglas as the main character -
The historical figure Mickey Marcus, a former Jewish US marine that was hired on by the new state of Israel to lead the fight against all their enemies during their struggle for independence. Marcus helped to write doctrine and set the standards that the modern day IDF still follow. Frank Sinatra has a cameo as a mercenary pilot.
A movie with Douglas, Sinatra and Brynner should have been gold, but when you see it, you realize why it has faded with the passing of time. Just not very good, but watchable.

Big boy rules : America's Mercenaries Fighting in Iraq by Steve Fainaru.
An account of the US and UK based PMCs that contributed contractors to the Iraq War that the US recently withdrew from. It explores modern day PMC culture and the varying experience and skill level of the operators, cowboy, untouchable attitude. I find it kind of shocking, no joke, about the massive violations that they get away with that enlisted US Military personnel could never get away with.

Licensed to Kill : Hired Guns in the War on Terror by Robert Young Pelton.
Another overview of the post-WW2 history of the profession, highlighting the important points and PMCs during the post-9/11 age.

My Friend the Mercenary by James Brabazon.
About the infamous South African mercenary Nik Du Toit. The author got to be friends with Du Toit and details many of his exploits as well as his deeper side, exploring both his exploits with the South African Recce patrols and with Executive Outcomes. One of the best profiles of a contractor from a fresh perspective that I've read in a long time. The story ends with the Wonga Coup.

Soldiers of Fortune : The Twentieth Century Mercenary by Peter Macdonald.
An extremely good pictorial history that includes the forces recruited by the US in Vietnam, several of the bush wars including Malaysia, Rhodesia, Angola, Biafra, and the Congo. Good bits about Schraeder, Hoare and Denard. Last edition printed in the 80's and it is now out of print. Becoming more rare to find.

Soldiers of Fortune : A History of the Mercenary in Modern Warfare by Tony Geraghty.
A good overview connecting the ancient tradition to its heyday in the post-war former colonies, to Iraq and Afghanistan. A common name for books and movies of the genre, but this has nothing to do with the Christian Slater/Sean Bean movie, thankfully.

Blackwater : The Rise of the World's Most Powerful Mercenary Army by Jeremy Scahill.
Nothing else needs to be said. Blackwater/XE, now called Academi is legendary for both successes and failures during the War on Terror.

The Dogs of War by Frederick Forsyth
This is a fiction book written in the early 70's, or is it? It was made into a successful movie with Christopher Walken. Many think it was the blueprint for some real life mercenary operations in Africa that Forsyth was personally connected to, including the first attempted coup on Equatorial Guinea that predated the 'Wonga' Coup.

Servants of War : Private Military Corporations and the Profit of Conflict by Rolf Uesseler
Originally in German, this book is a good overview from a different perspective, but it does cover many of the same points the other books do.

The Wonga Coup : Guns, Thugs, and a Ruthless Determination to Create Mayhem in an oil-rich corner of Africa by Adam Roberts.
Details the operation in Equatorial Guinea and series of missteps that led to the capture of Nik Du Toit and Simon Mann, the former SAS man turned entrepeneur that helped create Executive Outcomes, a very successful PMC with a core of RSA and UK elite military. EO is credited with winning the war in Sierra Leone, practically by themselves.

The Business of War: Military Enterprise and Military Revolution in Early Modern Europe by David Parrot.
I just started reading this. Pretty good stuff about the very early history of mercenaries and PMCs, traces the origins of many of the European 'Free' Companies, including the various Swiss mercenary companies and regiments floating around and fighting all the wars for Machiavelli and the French Kings. Digs deep into the motivations behind their existence and why not many early regents had standing national armies. For those of you that don't know, I base the early historical canon of the USG on the early Swiss mercenary regiments.

Shadow Company [DVD] A Purpose Built film ; directed and written by Nick Bicanic and Jason Bourque ; produced by Nick Bicanic and Remy Kozak.
Excellent movie. Lots of information on PMCs with a focus on companies operating in Iraq and Afghanistan. Lots of interviews with seasoned contractor vets that have seen recent action. Also delves into the Wonga Coup, the Rhodesian and S. African flood into the market and some other historical canon of mercenaries. Narrated by Mr. 300, Gerard Butler.

Shadow Force TV Series 2007-8; Features Claassens from EO, also in Shadow Company documentary. Link suggested by Tesseria. I have not watched it yet, but will put up a full review when I can after viewing. History Channel does not seem to be re-running this much or promoting it, which may signal legal issues. A contractor team of Americans, British and South Africans that is hired by various African governments to combat poachers, illegal fishing, stop tribal warfare and other random missions. Sounds like a promising premise, but it didn't really take wing and was cancelled after a few episodes. That or it was meant to be a limited series.

Soldiers For Hire A&E/History Channel Documentary; Another great overview of the industry. As with most of the documentaries and media coming out in the last few years, it is strong in early history and the recent PMC boom in Iraq/Afghanistan, but weak in the mid-20th century coverage and history, such as Africa, other than a small blurb on the EO in Sierra Leone and Angola.

The Circuit By Bob Shepherd; I haven't read it yet. Link suggested by Al Hasakah. Reviews welcome.

Victory For Hire: Private Security Companies' Impact on Military Effectiveness By Molly Dunigan; Reviews welcome.

Private Military Companies: Analyzing the Use of Armed Contractors By Michael D Kornburger; Reviews welcome.

Mercenaries: Soldiers of Fortune, from Ancient Greece to Today's Private Military Companies By Michael Lee Lanning; Reviews welcome.

Contractors and War: The Transformation of United States' Expeditionary Operations (Stanford Security Studies) By Christopher Kinsey; Reviews welcome.

Private Armies and Private Military Companies (PMCs) By Sam Vaknin; Reviews welcome.

Hammer's Slammers Series By David Drake; I realized that I hadn't put my two favorite Sci Fi mercenary series up for resources. Totally classic, well written series that debuted 40 years ago about contractors in the future that use giant, super-tech tanks. For those that RP FT mercenaries, this is a must read. As gritty and realistic as FT can get from a Nam vet who saw lots of RL action. He basically took his Vietnam experiences and plunked them down in a future of human colonized planets and FT warfare.

Miles Vorkosigan Series By Lois McMaster Bujold; The other great Sci Fi Mercenary series in my humble opinion. This one is not as gritty, but still gripping with great characters. The focus is not exactly on the mercenaries, but at least 3 books in the series fully cover some bad ass missions of the Dendarii Free Mercenary Fleet as they take on Interstellar contracts. Miles Vorkosigan is a dwarf that is reviled on his homeworld as a horrible mutant, but revered in the greater galaxy for his quick rise and super strategic mind. Also, a great perspective that pertains to the NS II PMCs is the fact that the Dendarii are secretly on retainer and owned by the Barrayaran Government, Vorkosigan's homeworld. There are similar situations for some of our PMCs out there in the NS multiverse, or at least some tenuous connections to their nations of origin, that are not outwardly apparent. The mercenary era of Vorkosigan is over in this verse, but Bujold is still writing books for the series.

THE CHARTER

Postby Neu Engollon » Fri Jun 14, 2013 4:38 pm

Image

FOUNDING CHARTER

1. All members are equal. Decisions are made by majority vote by as many current active members that can participate. Should a matter not be pressing, the maximum amount of time possible will be afforded so all members can have a voice towards the matter in question. [ooc: NE/USG, founder and creator of the Guild, actually has the final say in matters, but will refrain from using executive privilege too liberally.]

2. Members promise to uphold Guild ideals, promote fellow Guild members and protect the PMC industry from all attacks and efforts to detrimentally limit or abolish our industry.

3. Upon active missions, members will help each other out to the best of their ability upon encountering one another in a mission AO. The exception is when it is clear that members have taken contracts with opposing sides. In such a case, members promise to uphold International war conventions during their contract and protect fellow Guild member Prisoners of War from rights violations by their clients or allies. They will treat fellow Guild members' operators with dignity, if not immediate camaraderie.

4. Guild members will promote each other in all aspects, events and business, including subsidiaries such as arms companies, and refer contracts they cannot accept to other Guild members first.

5. Guild members will keep current on all things relevant to the industry and pass information along to the rest of the Guild when pertinent and not detrimental to a current contract.

6. Professional standards will be upheld, including respect for each other as well as clients. Such professional standards will be defined as that which is not morally or legally acceptable in current day warfare such as, but not limited to:

* Assasination of political and civilian leaders

* Harassment or harm of civilians, including genocide or ethnic, racial or other division and factionalization of populations, or retribution on innocents in return for such past transgressions

* Disruption of humanitarian efforts for any reason including for the purposes of military advantage

* Participation in the deployment and use of weapons of mass destruction

* Utilization of methods that would kill or maim enemy combatants in an unusually harsh and cruel manner

7. Double-crossing a client will not be tolerated, no matter the reward, as it reflects poorly on the industry as a whole. Such action, if proven, will result in the ejection of the member from the Guild.

8. Likewise, should a client double-cross a PMC Guild member, all members will blacklist said client and if warranted, and able, mobilize to aid in retaliation on a client turned enemy.

All members abide and agree to these terms set forth in the Original Guild Charter. So say and sign the following charter members:

1. General Nelson Tell, Commander and CEO of the USG Security Corporation

2. Jacob Drageth, Commander and CEO of the Vordic Suns Private Security/Mercenary Force

3. Dr. Fortunato Bersaglieri, DE DBA DBA LM PMF NPP OBE; Founder, Vice President and Chairman on the Board of Phoenixwood International

4. Liam Walshe, CEO and Head Director of Axalon Private Security Company

5. The Board of Shalumite Security International

6. General Ter'la Ze'fit, CEO & Commander and Chief of the Eternally Warring Spartanians

To: NSPMC Guild
From: Liam Walshe, CEO and Head Director of Axalon

Good day,

We at Axalon would like to, more formally, thank the work of our friends in Neu Engollon for even contemplating, and further putting into action, the idea of a Private Military Corporation Guild. Axalon has long been looking to widen our international partnerships not only with clients, but with other corporations within our business. It's important to us that we not engage each other in open or indirect combat, and further that we ultimately work together to keep the idea of a PMC not one of a horrible corporation going around third world countries killing innocent civilians, but that of a group of skilled people who simply do the job they're hired to do. That's who we are.

People forget we're people too. We believe that this corporation can open a lot of doors not only in clientele, but also to the world of the average person. While that's not necessarily our client base, giving people the knowledge that we are in-fact law abiding businesses that are not out to harm people is important for the survival of our business. We are few in number, as can be seen by the roster of Guild Members (accurate or inaccurate) you've taken the time to compile and give to us.

At Axalon, we believe public image is a huge hurdle that the Private Military Corporation industry must get over before we can truly integrate ourselves into the wider market of customers and public opinion. Likewise, we believe that in order to do this as well as keep our morals in check, a strict Code of Ethics should be drafted by a comittee from all PMC Guild Members that outlines what we may, and may not do during operations and with our clients.

Ultimately, the seed has only just been planted and we must wait for it to grow and blossom into the strong foundation that this Guild will become. We truly believe the NSPMC Guild will become a beacon of purpose and guidance for PMC's worldwide.

Signed,

Liam Walshe

Director Walshe,

Your kind words are most appreciated, I think this organization was long needed by the industry and I am delighted to do my small part to bring it to fruition. We hope that it will be able to further promote each member and to bring about an understanding and agreement among our member companies. As well, we agree that public image of the Private Military Companies could stand to be elevated in the world, among the average non-industry laymen that see all 'mercenaries' as criminals.

While it would be ideal that no Guild member would ever have to face another on the battlefield, I fear that might not be a realistic goal, given the nature of the business and the very real possibility of taking on opposing clients. Should we try to hammer out such a proposition as part of the initial agreements for the Guild, I don't think our organization would be adverse to it, but again, in real practice, it might be a difficult goal to achieve.

I understand you were referring to the USG Security Corporation and not the Confederacy of Neu Engollon, but just a reminder that although we are registered as a business within that nation, we in no way have any political connection to Neu Engollon, nor do we further their policies. The actual physical location of our headquarters is outside of the borders of the Confederacy. I'm sure you understand. In fact, they tend to deny any and all involvement with our corporation, whatsoever, despite the solid part we have had in helping to shape the history of the Confederation.

It is an honor and a pleasure to be a member of the same organization as Axalon, and we look forward to working with you to the betterment of the industry and our fellow colleagues. Should you ever need anything Director Walshe, please do keep in touch and let me know.

Sincerely,

General Nelson Tell, CEO & Commander, Uli-Schwyz-Galien Security Corporation

Dear General Nelson Tell & Other CEOs and Heads of Founding Corporations,

I would first like to state that I am humbled my company should could partake in the honor in helping to create and set up the NationStates Private Military Company Guild. This will be a grand step in helping the worldwide community understand that companies like ours are more then the greedy or evil mercenaries they believe us to be. It is my belief that we should set this guild up not only to help generate business, but also to show that we are honorable in our duties just as any other soldiers participating on the battlefield.

As a first step at helping provide a honorable image to the guild I have had our public relations department design up a draft seal for the Guild.

Image

The gold and silver represents the corporations obvious goals to make money, for whatever reasons. Per Servitium Honore Privatum speaks of the honor our contractors hold serving militarily through the private sector. The old fortress and naval ship shows us upholding and continuing a profession as old as time itself. Lastly the number seven represents the founding number of corporations of this guild.

I am sure there will be comments to be had on seal. Changes and improvements which I am looking forward to hearing. No mater the outcome of the seal I would personally place funds aside to see it crafted in gold and silver and mounted outside whatever building should become the guild headquarters.

Humbly at your service,
General Ter'la Ze'fit
Leader of the E.W.S. Private Military Corporation

General Nelson Tell & Other CEOs and Heads of Founding Corporations,

After looking over the proposed guild charter and sitting in counsel with my advisers I have accepted the charter in its entirety. Attached below is a copy holding my electronic signature. I have also taken the liberty to print out and personally sign several copies which will be distributed, displayed, and filled properly. Regulations will be imposed through the E.W.S. command immediately.

1. All members are equal. Decisions are made by majority vote by as many current active members that can participate. Should a matter not be pressing, the maximum amount of time possible will be afforded so all members can have a voice that want a say in a matter.

They will treat fellow Guild members' operators with dignity, if not camaraderie.

To Whom It May Concern,

With recent events, it came to the Guild's attention that a fellow PMC was infringed upon with copyright violations. The offending start up company, going by the name of Black Elements Securitys, originating from the nation of Dubrovka, lifted literature and PR directly from Black Badger Industries, registered out of Mizrad. Rather than issue any kind of retraction or apology, Black Element(s), as far as this Guild can ascertain, refused to acknowledge any wrongdoing and moved along, trying to establish other ties to the PMC industry and be accepted when such a flagrant misdeed occurred. Sanctioning was performed by NS Economic authorities, and the offending PMC is no longer operable, but that is not always enough. Even with an apology, the fore-knowledge of a company that they fully intend to copy word for word, another company and attempt to get away with it does not deserve a simple, 'Oh, that's okay. Just don't do it again.' So sayeth the Guild. Furthermore, affiliated friends, businesses and nations that associate with the Guild have enacted their own sanctions and blacklists in solidarity.

It is recognized that Black Badger Industries is not an official member of the NSPMC Guild, however, part of the mission of the Guild is to uphold standards and look out for the industry as a whole, no matter that certain PMCs out there have decided not to join the Guild for whatever reason they may have, which is their right. That being said, we will continue to look out for all PMCs and the general industry of contracted security and military force in the NS Multiverse, whether companies belong to the Guild or not. We do not look for praise, accolades or pressured membership, nor do we seek controversy. The sole purpose of such actions are for the betterment of the industry and upkeep of industry integrity. Any questions about this issue can be directed to myself or to General Ter'la Ze'fit, Leader of the E.W.S. Private Military Corporation.

Good evening,

It has come to the attention of our offices that the nation of Dubrovka has violated international law by plagiarizing a fellow Private Security Company, more specifically Black Badger Industries. These actions are deplorable and to the utmost inexorable in the eyes of Axalon officials. We are a community of comrades that must work together, continuously and without compromise to protect ourselves and our brothers in the field. The NationStates Private Military Company Guild was founded on the principles that we look after one another, to protect ourselves, each other, and our industry - let us not forget those principles.

It is without compromise that we must endure together against the forces that would act to undermine our humble beginnings. We have all worked strenuously to get to where we are today, and we cannot forget our beginnings or where we come from. We, as a Guild, are beginning to revolutionize how Private Military Companies are seen around the world, and how we can act to the betterment of nations world wide, and to our fellow humans.

Axalon will stand by the statement of our brothers at Uli-Schweitz, and will indefinitely affirm the stance that Dubrovka be blacklisted from all future contracts with all guild members.

Regards,

Dear Peers,

It has been no secret that the USG Security Corporation took in approximately 12,000 troops, mainly of Spartanian ethnicity, that were refugees from Insula Fera or ousted from the Republic of Terre Des Gaules. We have founded a fourth regiment, The Raven's Pride, staffed wholly with personnel from both the former EWS PMC and the former Imperial Spartanian Forces, finding themselves without a nation and without a company. This was done through agreement with their leader, Major Nie'halma Vi'stila, who now serves as the executive officer of the Raven's Pride Regiment.

I come to you in order that you all might find room in your ranks for additional refugee military personnel, as we have taken in as many as we can handle at the moment, logistically speaking. These military personnel are top notch and come to you with a full resume of specialized military experience both on Insula Fera during the colonization phase, as well as the recent troubles, and in other realms that both the ISGF and EWS were active.

Additionally, the more personnel that are removed from the complicated, factional situation on Insula Fera, the quicker peace may come to that extremely troubled island. Should you be able to mass recruit these personnel, I think it will alleviate both the lack of qualified personnel in our PMCs these days, as well as the mass loss of such warrior operators of promise to factional fighting in I.F.

You may contact my office for details in order to get in touch with the Spartanian and colonial troop commanders that need a new home.

Sincerely,

General Nelson Tell, CEO & Commander, Uli-Schwyz-Galien Security Corporation

"In Bellum Pax; Per Pax Prosperitatem."

Dear Sirs,

The Most Serene Republic of Delmonte disbanded its military some time ago to be replaced with the wonderful services of The Security Syndicate of the Black Plains. They act as our standing army. I would like to purchase additional coverage, as it were. I come to you because I know that you allow only the best in your ranks. Now, onto the actual business.

We do not need more of a standing army, but what I do need is the assurance that if we are attacked or choose to attack someone else there will be more soldiers waiting for us. We will pay you 4.3 trillion NSD in exchange for the promise that, regardless of whether we initiate the conflict or not, 1.1 million soldiers, and no fewer than fifty thousand modern armored vehicles, will come to our aid. Obviously if there is a conflict, we will pay an additional hazard pay and cover the costs of deployment. Sort out among yourselves how the money and the responsibility are divided up. As long as we can come to the NSPMC later and say "We need the men." and they will be provided, I am fine.

Chancellor Di Canossa,

Thank you for contacting us. We do not actually broker contracts, but rather get clients in touch with PMCs, as well as provide a protective society and industry guild for those same PMCs. Our recommendation would be to contact one of the individual Guild members, but to be honest, the amount of forces you are seeking would be almost impossible to gather, even with all of our available personnel combined from all Guild member PMCs.

That is a very large scale force you are requesting, and most of our members operate on a lower scale to complete specialized, low level missions. What you are seeking is a full conventional force that surpasses most national militaries in this day and age, and there are few private military or security companies that could fulfill such a contract successfully. That being said, it is understood that you are seeking the combined might of all the PMCs, yet, most of our Guild members have personnel tied down to other contracts that they would not be able to break away from. Also, we are not entirely sure that the combined Guild could provide such numbers should we make such an exception, but alas, no solid census of operators within members has ever been taken.

We will pass along the contract offer from our central office to all involved Guild Members, but please don't hold out too much hope.

To:To All Members of The Guild,

I Jacob Drageth will soon be holding an International PMC summit and a party to discuss the future of PMCs. As the world has become more dangerous and open to more attacks. Equipment is getting more expensive and deadly. Wars are becoming more costly towards nations. Larger militaries are needed and they will look towards us to fill these gaps. We as PMCs are the future military of the world.

To: Dr Alistair Hennings; Chancellor, Legion Defense College/The Legion International University, The Recon Empire
From: General Nelson Tell, Executive Board Member, NSPMC Guild

Chancellor Hennings,

Thank you for contacting us. We have carefully reviewed your proposal after a bit of hiatus due to board members various PMCs' being involved in some difficult contracts. We are sorry but some of the delay was in deciphering some items that we didn't understand - 'RP', 'roleplay', 'GE&T'??
Ultimately, we decided to look past these mind boggling terms at the spirit of your letter, assuming these were special training terms. I think that I can at least speak for some of us, in the very least, the USG Security Corporation, in saying that we are most willing to work with your higher learning institution in providing advisement and training in the art of defense and security to both your nation's soldiers and others across the globe at branch locations.

We are also keen on seeing some of our officer candidates come from your institution with a greater strategic sense than they may get through their own nation's armed forces, in order that they would have an edge up when taking our advanced courses towards being a leader in our elite outfit.

As to establishing a branch university in our nation, our PMC is stateless, with an island for an HQ that is claimed by no actual nation. Establishing a university on the island is not entirely feasible due to tight quarters, but we shall still consider it.
Some other PMC members of the Guild are in a similar situation, or have tight restrictions put on their operations by their host nations.

Despite these obstacles, it is certain that we would be able to participate in your program and partner with your institution in some manner or another. Thank you again for contacting us and we look forward to pushing this partnership forward. We will be in touch.

Sincerely,

General Nelson Tell, Commander, USG Security Corporation/Regiments;
Managing Board Member, NS PMC Guild HQ

Not crazy about the unclear delineation between OOC and IC as I tried to portray ICly in the letter, but I get the gist of it and I think that other Guild members are on board, too.

VIKING TACTICAL AEROSPACE SOLUTIONS

Viking Tactical Aerospace Solutions, Ltd. would formally like to formally request entry into the NationStates PMC Guild as we stride to achieve a higher standard in the PMC industry.

Founded by ex-fighter pilot gone entrepreneur Steven Schwarz, Viking Tactical Aerospace Solutions, Ltd. is a aerospace based private military contractor. Unlike many other PMC's that encompass all levels of warfare capability, VTAS solely operates with aerospace based missions. This includes, but is not limited to, airborne special operations, close air support, combat air patrols, fighter escorts, and establishment of no fly zones. This means that all focus is diverted into one area, where VTAS shines in expertise.

As ships ruled the seas dominant and unmatched in their firepower, aircraft will soon become a dominant force of military might. As aircraft can cover larger distances at a rate far superior to any technology seen before. This gives aircraft the ability to strike targets with extreme precision and with little to no warning given with new stealth technologies reducing radar visibility to a bare minimum. Long range missile systems further amplify the already enlarging strike distances of aircraft and new targeting systems such as satellite based imaging and radar systems ensure every missile strikes its intended target. The very future of warfare lies in adept aircraft that can strike long and fast.

Realizing the role of aerial warfare capability today means success on the battlefield tomorrow.

We understand that a successful private military operation must carry out the laws enacted by the WA in regards to the rules of engagement and of the use of lethal force on an enemy, and maintain a positive image of wartime ethics. Hereby on these grounds we request to join the guild.

To: Steven Schwarz, Founder & CEO, VIKING TACTICAL AEROSPACE SOLUTIONS
From: General Nelson Tell, Executive Board Member, NSPMC Guild

Mr. Schwarz,

Thank you for contacting us. I was forwarded your letter by the staff at NSPMC Guild Headquarters. I am very much impressed with your organization and absolutely see the value of having a group that is focused solely on the tactics of air operations. It's such a key element in mission success and without air superiority and quick mobility, most contracts are doomed to failure.

As for membership, VTAS had my vote right away. Still, I was compelled to forward it along to the rest of my colleagues in the Guild leadership to get their input. I am happy to report that after those consultations with my peers, your application to enter the Guild was unanimously approved. We welcome you aboard and look forward to working with your organization in the future.

Some of my subordinates should be in touch soon, both with some contracts that we can pass along that may be of interest to you, and also in regards to possibly being able to commit some of your squadrons to our Guild Tactical Response Force, a conglomerate contract force made up of contributed units from all the Guild members. We are always in need of air support.

Thank you again for contacting us and we look forward to pushing this partnership forward. We will be in touch.

Sincerely,

General Nelson Tell, Commander, USG Security Corporation/Regiments;
Managing Board Member, NS PMC Guild HQ

The Empire of Carosi - The War Council

In his unfathomable wisdom your Beloved Leader, my husband, the Conqueror of the Plains, Lion of the Mountains, the King of Kings, the Hero of the Zaria Valley, The Sun of Carosi, his Divine Majesty Emperor Mardock III, the One that plans in advance, has come to the decision that there shall be a new knightly order, made up of foreign volunteers.

The Empire of Carosi has been informed that your organization is capable of providing us with skilled and seasoned soldiers to defend our legitimate interests. We are looking for experts which are able to provide our soldiers with training and education. We need to learn how to operate drones and how to use modern artillery. There is always a need to train special operations forces and officers. We are also in need of logistics and administration experts to combat corruption in the armed forces and get rid of the "ghost soldiers" phenomenon.

Furthermore we are looking for combat troops for hire. The men are required to bring their own equipment and are all supposed to serve in actual combat at one time of their employment. We are looking for mountain troops, special forces, soldiers with police and guard duty experience and pilots familiar with the LIRCAS Sergeant aircraft. We need experts capable of dealing with enemy saboteurs and defending Carosi against well trained special forces with the intention to do significant economic damage to our nation. We also need soldiers capable of conducting counter-guerilla operations in tropical climate to help us get rid of bandits and terrorists.

We are willing to negotiate the individual payment for each volunteer, taking skill, experience and risk into consideration. All enlisted men will be referred to as privates all NOCs will be referred to as sergeants. Officers retain the right to be addressed with their last rank. We intend to hire whole units of combat troops rather than individual men.
