PDF Armor Contract (MT, PMT)

The glorious military nation of Personal Defense Force has, as part of the 2009 Modernization Project Council, recognized the need and desire for a new age modern set of body armor that is capable of being produced locally. As Par section C3-A of the Personal Defense Force military logistics and supply legislation, the nation of Personal Defense Force has to offer up a contract to all private and public ventures that are willing to meet the regulations set forth by the Security council, and the Modernization Project standards.

For whichever venture wins the bid, a research, development, or production fund of $800 Billion Personal Defense Credits, or $1.2 trillion NSD, shall be allotted for the procurement of the body armor in question. This number is negotiable, however the degree shall be determined by High General Petrovich and Par section D6-F of the Research legislation.

The needs and demands of the armor is as follows:
A.Be Produced, Researched, Developed solely for the use and procurement of the nation of Personal Defense Force and her allies, either through contract or through royalties
B.Be a "Full Body suit", as in a sealed set of armor that covers the extremities, namely the head, chest, groin, legs, and arms.
B1. Can be put on and taken off without outside help, or with the assistance of one man
B2. Each part should be of standard sizes, in case of need of replacement
B3. The Chest, legs, and Arm parts of the suit must be rated to Type IV or higher regulations, preferably capable of stopping a 12.7x99 round with minimal effect on the person wearing the armor
B3A. The Helmet must be rated to atleast Type III, preferably Type IV or higher regulations. Proper materials must be used as to prevent damage to the user when rounds or shrapnel impact the helmet
B4. A gel layer must be incorporated to mitigate the "Knock Down" effect of larger caliber rounds hitting the vest, and reduce wear and tear on the system in total
B5. Inner layer must be capable of evaporating sweat and other excretions emitted by the skin, and must be relatively comfortable and well fitting to reduce wear and tear on both the soldier and the armor
B6. The suit of armor, including the boots, must be designed to be light enough to allow for long distance running and strenuous activities
C.Have a Filtration system, for airborne Chemicals, Biological Weapons, Nuclear materials, or Toxins, of both natural and artificial origins.
C1. The Filtration system should be easy to replace and use a carbon base filter or similar form of filter
C2. The Filtration System should not restrict airflow to high degrees as to prevent action during strenuous activities
D. Space for an Electronics suite should be included in both the helmet and rear plate of armor, this includes a helmet Camera, Two way radio, GPS capable, HUD capable, and capable of Self Diagnostic scans
D1. Use of Carbon Nanotube batteries or other form of super-high capacity batteries is a necessity, quick recharge stations are also a necessity
D2. Suit should be capable of operating for long duration without any form of electricity.
D3. Electrical equipment should be easily accessible and easily replaced or repaired
E. Entire suit should be capable of receiving further upgrades without modification. Modular systems are a preference
F. Suit cost per unit should be reasonable, software programs can be either designed by the manufacturer or by the nation of PDF itself

All entities wishing to meet the contract demands of the Personal Defense Force must project the costs of producing 1 million units bi-annually for six years after the armor is approved. This is not including the initial 1.2 trillion NSD for the development phase, which is expected to include at minimum 100,000 individual units for testing by the Personal Defense Force Army in the costs of research. The lowest contract that either meets or exceeds the expectations of the Personal Defense Force requirements, or the first company that offers a suitable replacement that meets part A and part B main that is of reasonable cost, in that case the cost of development shall be put into purchasing as many units as possible with that amount of funds.
