This is an official conferance to discuss trade between Niur, and its protectorate, Tribal Nations.

So, our first order of busness is the tax rate on imports from the Tribla Nations. Although you have offered a rate of 0%, we in Niur find this unfair, and instead offer a 3.5% tax rate.

We propse a Tax rate on all imports from Niur into tribal nations to be 1.45, and we only want the tax rate for imports from the tribal nations to be larger so that your nations economy can continue to grow.
