After such a review by various officials of the United Republic of Emmeria, your order has unfortunately been denied by the DSAA and/or Congressional and executive authorities with the appropriate responsibilities.

The denial was based on the premise that domestic manufacturing license for any equipment or defense materiel are provided on a relatively selective basis. In addition, we failed to secure for Shalum the rights for the Scutum EPPI inserts manufactured by Nanotechnology Systems. It is our firm belief however that, should Shalum request for Dyneema HB80 PHAI inserts, the request would be granted as such restrictions are nonexistent on the PHAI inserts.
