Despite torrents of reassuring words and positive reinforcement from the other end of the line, Mishka Weigertz couldn't divorce her job from the machinery of the state. Then again the boss also happened to be longest serving Head of State in Gholgoth. Surviving thirty years of domestic political intrigue and foreign conflict could give even the meekest an aura of hardness. Central Director Schultz didn't just hold on to power - it was his to delegate or relinquish. Popularity with the National Assembly, pragmatism, and the right last name was all the capital he needed to jostle the state to action. If a project was something that met his disapproval... only the god Awanyu really knew the depths of the punishments that could be inflicted.

Since the blockade, the national economy was rebounding handily. Inter-regional profits, a key strategy for Designwerks' long term health, were finally on the upswing. Interest in the state's product lines had never been higher. It looked as though the state could claw its way back into the black, almost faster than any other nation in the region, and begin rebuilding its own regional prestige. To do so required a steady stream of loyal clients, and the State Industries were doing everything they could to accommodate even the most unusual requests. Virtually everyone treated the message like a hot potato - dumping it off as quickly as possible to their higher ups to deal with, and each one stating the same bull about it being outside of their authority or reinforcing some lame chain of command excuse. that, for us the ideal life span for the project would be around sixty years.
At the moment Rio is spending 8000 MM a year being that the Itaipu Dam provides 18% of it.
We would redirect the energetic capacity of such a plant to Rio City itself with a populational density of 11 million habitants.
As to it's site, we believe that we have got a good one 80 miles south of Rio in the coast line.
Our main two questions at this stage are its price and naturally its real security level.

In an effort to provide the most thorough estimates possible for your state, a team of civil engineers from Civaas Elektrawerke drafted a series of proposals to address your current requirements. This panel, headed by the lead engineer of the nation's state-run electrical cooperative, has expressed their hope that the proposal contained herein will satisfy your nation's demand for a safe and reliable supply of fission-based electrical power.

After careful consideration and deliberation, the State Industries of Schultaria Prime have come to the following conclusions regarding the construction and implementation of relevant nuclear fission facilities to accommodate Rio de Janeiro's short and long-term energy requirements:

The proposed building site, located approximately 130 kilometers from the Rio Metropolitan Zone, appears to be an ideal balance of remoteness and accessibility. Located a considerable distance from large population centers and zones of high agricultural productivity, with favorable weather patterns from nearby Atlantic currents, provides an additional buffer against the most damaging effects of reactor failure. Based on all data available, estimated damage profiles for an unexpected release of potential radionuclides would be significantly minimized.

Due to its relative proximity to the ocean, all buildings will have to be subsequently reinforced to effectively manage the hazards of salt exposure. To insure the physical plant meets the requirements of a sixty to ninety-year lifespan, the building materials necessary to safely encapsulate even the most catastrophic reactor incident will have to be substantially reinforced to maintain a balance of strength over longevity. Wall thicknesses will be increased in facilities with the greatest exposure to weathering, and the use of non-ferrous oxidized metals, in particular titanium and vanadium, for reinforcing concrete will limit internal weakening in case cracks begin to form and pervade the structure.

To cover a peak demand of 6,560 Megawatts with current Schultarian reactor technology would require the installation and maintenance of no fewer than eighteen (18) Haarvekord Mk. VII Nuclear Reactors with an rated operating efficiency of 85 % peak power. Based on an estimate of increasing energy usage of 2 to 3 % per year, Rio de Janeiro State would require additional generating capacity to accommodate between 1,400 to 5,300 Megawatts within sixty years. Although the state of nuclear fission research is promising and quite robust, estimates for the efficiency of new nuclear reactor facilities is currently guesswork. It is therefore advisable for your state to purchase approximately double the amount of land estimated by your nation's surveyors.

Based on current costs of materials, consultancy fees, import duties, and worker salaries, an expenditure of $585,000,000 would be sufficient to effectively clad, protect, and fuel an individual Haarvekord Mk. VII reactor with a reasonable degree of safety and security.

To that effect, the cost to build a series of facilities that would accommodate the current energy demands of Rio de Janeiro State is approximately $33,030,000,000, or thirty-three billion, thirty million universal standard dollars, for the initial project. In order to satisfy increased electrical consumption over time while maintaining effective facility maintenance, annual operating costs will range from $275,000,000 to $480,000,000 per year. If these costs are deemed reasonable, the State Industries of Schultaria Prime will begin the process of drafting the necessary legal and commercial paperwork necessary to accommodate the relevant nuclear regulatory authorities immediately.

At the behest of Ms. Weigertz, I have personally received your reply concerning the purchase of several domestic production rights from the State Industries of Schultaria Prime. I would like to thank both of you for your desire to tackle the modern, and all too endemic, problem of waste disposal. With populations and living standards growing at a near exponential rate, it's quite heartening to see fellow leaders who are as attuned to the ecological problems that face all of us on a daily basis.

Given the state's immense population and premium on available lands, Designwerks has spent a lot of time, energy, and finances to bring these two disposal facilities to market. Regarding the Plasma Induction Waste Disposal Facility I am extremely happy to report that Designwerks has approved your request for Domestic Production Rights, and are willing to honor your purchase without any undue delay. On the subject of the Davoor facility, however, I am afraid that your request for the rights to manufacture those facilities can not be honored.

Pursuant to law NASDC 41-895, regarding laws involving the proliferation of nuclear technology, "No industry affiliated with the Federal Government of the United Socialist States of Schultaria Prime shall be permitted to sell the intellectual property rights of any domestically-patented technology that can be used in the bulk synthesis or manufacture of radioactive materials." Because of the Davoor's mechanism for elemental separation, the National Assembly of Schultaria Prime has classified the facility as having the potential for being used in the manufacture of nuclear materials on an industrial scale.

Although Designwerks is permitted to sell the facility on a unit by unit basis, the State Industries of Schultaria Prime are legally prohibited from selling the domestic production rights as long as the law is in effect. I do sincerely apologize for any problems that may result as a consequence of this setback but, as Chief Executive Officer of Designwerks and Head of State of the USSSP, I offer my promise that we are willing to engage in a long-term supply contract with the Shōgunate to meet your industrial requirements.

As a nation with a well-developed and mature nuclear programme, part of our rationale behind purchasing the Davoor facility is to safely filter out non-fissile but radioactive materials, safely dispose of non-biodegradable waste from our military facilities and safely convert all of these back into usable material, which can prove difficult to accomplish effectively. We are willing to operate this equipment under a long term supply contract, however our concern is the amount of volume of waste these facilities can handle and whether they can handle energetic liquids and solids safely and at the high population densities of domestic Marquesan, (in places more than 1,000 people per square kilometer) how many such facilities should be constructed and if, by utilizing the combination of facilities, we can make a noticeable impact in the way non-biodegradable waste is handled in Marquesan. Your recommendations would be greatly appreciated so that my country can best make use of the equipment, your services, and the monies being allocated to handle the order. I have decided to personally handle this process; as the change in policy affects my nation as a whole and as the environment in which my citizens live and work is one of my primary concerns, I want to be sure that the problems of Marquesan are addressed in the best way possible.
