Dear Pullman Gasoline Stations of ViZion,

We appreciate your interest in serving Elézia Pérez-Lindberg International Airport's (ELX) fueling needs. However, for the interest of our own economy and businesses, ELX would like to reject this offer, unless under this condition:
Pullman Gasoline Stations serves no more or less than 1/4 of the fueling needs in ELX.
This will be equivalent to 64 of the 256 gas stations located within ELX. These 64 gas stations are currently serving Terminal 1 Wing 1 and we require it to remain the same. Dear Sir/Madam,

It is for far too long that we have been subject to a contract with the Grand-Ducal Petroleum Consortium, which ensured us of petroleum products to be sold, but at prices that far exceeded regular bulk prices for our company. Therefore, we wish to see if your company can do better than the GDPC at this moment in time. Therefore, we can award you a contract if you can meet the requirements set forward in VLIN-6712, Minimum Fuel Quality, as required per Van Luxemburger law.

In the Grand Duchy, it is strictly prohibited to sell petrol with a rating of less than 95 RON. There is no upper limit as to the RON rating for automobile fuels. Usually, Van Luxemburger filling stations offer the standardised 95 RON (commonly referred to as Euro 95), the somewhat better 98 RON (also called Super), and usually a 'performance' type with a rating that exceeds 100 RON. There are no specific limits on Ethanol fuels, the only demand to E85 fuel is that it is mixed with petrol that meets Van Luxemburger quality demands (and thus has an octane rating of at least 95).

For Diesel fuels, VLIN-6712 requires a minimum Cetane number of 53. This is usually sold as the regular 'Diesel' (or Gazole/Gasolio, in some regions). A performance-type Diesel is often available with a Cetane rating of at least 60. Please note that a litre of Diesel fuel should contain at least 5% worth of Biodiesel (B5-fuel). Regular Biodiesel (B100) should also be available.

Another petroleum product that is often sold at the Van Luxemburger pumps is LPG (Autogas). We would like to inquire whether this is also available at your company. Of course, the remaining products (Hydrogen, Electricty and Compressed Air) will also be sold, but we expect little sales for these types, as there are currently not a lot of vehicles that run these types of fuels in the Grand Duchy.

As a pilot project, we hope to equip 20 of our service stations with your filling stations. Tank+Rast AG operates some 500 service stations on both A- and B-class Autobahnen in the Grand Duchy of Van Luxemburg. They are renowned for providing a perfect opportunity to make a stop and refuel both your car and yourself. A restaurant and sufficient parking spots are provided, as well as clean and well-equipped bathroom facilities. If the pilot project succeeds, all five hundred filling stations will be supplied with petroleum products from Pullman Gasoline.

However, our primary concern was the price of these fuels, if they can be provided. Could you quote us the current litre cost of the requested fuels at your company? This would be the base price; not included would be our own profit margin or any local taxes. Also, would it be possible for your company to meet the required quality standards?

Hyper Gas (102 Octane) - $1.78/gallon or $6.75/liter

Dear Sir/Madam,

Having been able to see your prices, I am afraid that you have made a mistake in the pricing. A gallon is some 3.7 litres, a litre is not 3.7 gallons. If you can confirm that these prices, as they have arrived in my office, are indeed correct and no mistakes have been made, I am afraid that I will have to report that your fuel would be a massive 11 times more expensive as the price we currently buy our fuel for. In fact, it is four times more expensive than the sales price for which we sell our fuel to our customers, including all taxes and the profit margins for both our company and the margin of the franchisers we represent.

Furthermore, as long as LPG is not available, we shall not be able to sign a contract. LPG is, at current, far more popular than E100, Hydrogen and Compressed air together. Therefore, not selling it would be a major problem for our customers, and probably for our profits. Also, I once more wish to remind you of the fact that 93 RON fuel is in fact illegal in the Grand Duchy of Van Luxemburg, as per VLIN-6712. We hope that all remaining fuel types will meet the legal demands and that you will be able to supply us with 'Super'-type (98 RON) petrol, so that we can rebrand the 96 RON as 'Euro 95' and sell the 102 RON fuel as a performance-type fuel. Next to this, we hope that a 'performance' Diesel fuel will also be available.
