Edward referred me to this invitation the minute it crossed his desk. Upon subsequent research, I confirmed that the 20 divisions of ABM systems (my clearance precludes me from obtaining the particulars of that transaction, conducted under this office's Acquisitions Desk) you provided to us some time ago have performed at or above the standards advertised, and both HSM (Heinlein State of Malleovic) operators and domestic Gesfan manufacturers have been enthusiastic in their praise for your products. I am glad to see such good faith established between partners, and I think it only prudent to extend such a mutually profitable relationship. Therefore it is with great pleasure that I explicitly declare Gesford's financial borders open to all forms of Lyran investment. This is in standard keeping with Gesford's principle of free association, so a specific statement such as this one may seem unnecessary, but Edward assured me that taking the extra step to address your invitation directly would avoid any misunderstandings while reaffirming our standing offer to all international finance: Gesford's borders are always open.

This also gives me the opportunity to address one other issue which, given Gesford's particular form of political representation, might leave potential foreign investors confused. Our system of representation is asset-vote, that is to say, for every national referendum or Volunteer Controller election, the domestic owners of all domestic assets in Gesford are to vote the financial weight of said domestic assets as their form of political expression. This precludes entities such as foreign governments or investors with assets in Gesford from influencing the course of national governmental or military action, as well as domestic individuals from voting the weight of foreign assets. Lambda Financial would fall into the first category (by investing in Gesford you will naturally hold assets here) unless LF itself and its owner(s) were to be based in Gesford (a scenario we predict to be extremely unlikely, given the nature of LF). In short, while LF will hold assets in Gesford, it will not be able to vote the weight of those assets in referendums or VC elections. I hope you will not find this a problem, as it is non-negotiable. However, considering Gesford's lack of financial regulations or restrictions and the constitutional preclusion of such things in the future, I do not anticipate LF will feel the need to influence government policy anyway.

I eagerly await your response, and if it isn't too much trouble, your projections for such an arrangement.
