Furthermore, and I do not mean to impose, but due to Tierra Azure being an archipelago, I would also suggest purchase of smaller vessels, such as our Falchion-class Corvette, or other patrol vessels from either ourselves or other companies. These would function as more capable patrol and rapid-response vessels, especially as they can be docked in far shallower ports.

I can assure you that if the Nuclear Reactor designs and protocols are similar to either Steam Driven Propulsion or Electric Driven Propulsion that our Naval Facilities are quite capable of training personal in their usage however if the Ship board reactor designs differ from these standards then additional information and Training should be presented.
The Zeonic Maritime Naval Forces Corp of engineers are trained in the usage of either design due to both being used within the Nation aboard Larger Vessels.
As for Modifications larger confinement facilities within the Brig would be a notable addition due to the practice of taking indentured Laborers for Native Population and these assets being transferred normally through Naval Vessels such facilities would definitely aid in the Zeonic Naval Logistical issues.
However these modifications need not be implemented if there are Moral concerns of aiding “Slavery” Merely providing the Vessels upon their completion would be worthy of Payment and possibly additional Business within the future.

Training upon the propulsion systems will easily integrate into your present training programs. However, the Nuclear power plants themselves requires additionally stringent training specific to each reactor plant design. For future reactor plant training, competent trainees can easily be trained inside of a year, with the first four-to-six months being oriented directly on nuclear power training in general, with the remaining three-to-eight months being our reactor plant designs specific to what they will be operating.
All training costs by our personnel are included. Once your personnel are properly trained, they will be trusted to train future personnel; purchase of similar reactor design will not require our assistance in training. We can set up nuclear training facilities and training-reactors (approx $1 Billion for a Submarine-Destroyer training plant, $1.4 Billion for a carrier training plant).
Due to moral concerns, we cannot construct additional brig spaces for the purposes you require. On another note, we can ensure or install Quick Acting Water-tight Doors (QAWTD; normal hatches) between the brig spaces and adjacent easy-to-modify storage spaces, of which there are plenty.
