The ODV-1 Dawntreader is only sufficient for delivering payloads to LEO. It will work well in any capacity as a resupply vehicle or initial launch vehicle for space-stations and lower orbiting satellites and the like.

As for resupply missions to snowed out areas, we would recommend helicopter delivery or by a cargo aircraft fitted with skis. "Bush-pilots" often have great success in very small aircraft requiring only a short runway for these tasks, and would carry about as many supplies as an orbiter. Using an orbital vehicle or suborbital vehicle would be extremely expensive and would not be advised.
