The purchased vessels will be undergoing a Quality Assurance Sea Trial phase prior to their delivery, to ensure all necessary maintenance is performed and that the ships are operating to their specifications. We welcome aboard your future crews for training during this period, especially the nuclear operators, who will have the most extensive training ahead of them with their new reactor plants. Our crews and Pharthanian Naval personnel will remain onboard - during peaceful scenarios - until your crew is fully prepared to operate these vessels. Since you already operate many of our vessels, we expect that you already have a sufficient training program such that this amount of time will be short.

The Ragnarok-class is already designed to be able to perform underway replenishments of surface ships underway, whereas it cannot service submarines at sea - the process is too dangerous for any vessel. The Ragnarok is meant as a mobile shipyard for submarines, to be able to service them in foreign ports without the proper equipment; many ports have the equipment for servicing surface ships. That being said, there is no reason why the Ragnarok could not already help to service surface ships.

Just what is the DPR?

Domestic Production Rights. Allowing your nation to build their own Halcyon Arms products.

Essentially this.

When your nation purchases a DPR, they are receiving permission - along with the necessary schematics, material information, instructions, manuals, training manuals, et cetera, to be able to build and operate the equipment. It is priced considerably higher than the equipment itself to ensure that the business in question is not losing money; as such, a DPR is only recommended when wishing to have a great deal of that item, and to use it for a very long time; for instance, if you were to purchase a DPR for a tank, it'd only really be beneficial if that tank was your primary tank for that role for at least a decade to come.
Part of the reason for this is that in order to build the equipment, you need the equipment and manpower to do so. The price of equipment, when buying a DPR, extends far beyond that of the DPR itself. You have to get your own factories up and running to be able to do so. One of the big benefits, however, is you can modify that equipment however the heck you like in the construction process.

However, DPRs do not extend to the sale of the equipment.
