As you may have been aware, SSD is presently in the process of updating the equipment of our Sea Branch as part of the Generational Advance Procurement Program. As one of the premier developers and producers of naval hardware, it was our pleasure to peruse your catalogue.

With the outdated Sea Branch being our number one priority for advancement, this is only the first of what may well be many orders, and is to date the largest purchase order generated as a result of the program - possibly the largest purchase order in the history of the Client-States, of any kind. We intend for Triumvirate Enterprises to be a key player in the GAP Program.

Triumvirate has been awarded the bulk of the construction contracts for Sea Branch, with an order of no less than twelve vessels, to furnish both the Carrier Strike Group and Subsurface Operations Group. An itemized list with calculated totals is attached, but these products include: The Achilles-Class CVN, two Sword-Class CGN, 2 Falchion-Class DDGN, two Catham Fast Logistics Vessels, 3 Bjorlan-class SSBN, and one each of the Lanchev Type A and Type B.

Owing to the size of this order (NS$35.15BN) being nearly 80% of the total annual budget (adjusted for rate of exchange) of Sea Branch, we are proposing to pay for this purchase in annual payments at the local prime interest rate (for a total of 2.9%), over ten years. Each payment would then be in the NS$5bn range, which is ideal for both our enterprises.

The increasing and diversifying threats of the the modern era has often prompted either radical redesigns in equipment, force structure, doctrine or a mixture of the three, or the introduction of new techniques, methods or assets into existing forces. The Onekawa-Nukanor Navy (ONN) has a tradition of excelling in all areas of undertaking, and to do so as efficiently, and capably, as possible. With new aspects to warfare, and naval warfare in particular, coming into prominence in the 21st century, such as the introduction of 'stealth' vessels, it is clear that new assets must be acqired to insured that the ONN continues to excel. The rise of modern piracy has also raised some concern, as their ability to take over ships with several million dollars worth of cargo and be able to demand compensation, without being responded to in an efficient manner is seen an an anthesis of ONN tradition.

With the great success of the Sword Class Battlecruiser in ONN service, a new study was conducted to determine about the capability of stealth vessels in comparison to more conventional vessels in roles in which stealth would be considered superfluous. Although details of this study remain classified, the results were clear. Stealth vessels have a place in modern naval warfare, and recommended that the ONN increase the number of classes in service to cover a more diverse range of roles. A study taken at a similar time about piracy had also concluded that the ONN requires greater diversification with its fleet and should introduce new vessels which can undertake the roles in which the ONN is not properly equipped to do so. As a result, the ONN is pleased to offer an order for the following:

The New Hayesalian Navy has undergone a rapid expansion and has begun to finalise the commissioning of the Eastern Admiralty of the New Hayesalian Navy.
We remain proudly the operator of the world's largest fleet of Perun class aviation battleships. In order to finalise the launch of the Eastern Admiralty,
we require to order an additional 25 Perun class vessels to be constructed, to be purchased at an offered price of $2 trillion NSD paid over a period of
20 years. This long-term cost is affordable to the Greater Island Kingdom, and the benefit to the New Hayesalian Military upon the vessel's introduction
will be absolutely exponential.

These ships have served New Hayesalia extremely well, with hundreds of thousands of New Hayesalian sailors having proudly served on vessels as
renown as the NHS Ebon Hawk and Sovereign, and the flagship of our Navy, the NHS New Hayesalia.

As naval shipyards in New Hayesalia are currently operating near capacity, we are positioned to build a total of eight of these vessels in the next three years.
In the same time period, we will seek foreign shipyards to construct the remaining seventeen ships in accordance with New Hayesalian Navy supervision and
defence industry guidance.

The initial payment package of $125b NSD is ready for delivery in an approved manner from the Defence Projects Fund at Triumvirate's readiness.
