While tens of millions of men and women serve in the Army and Air Force, only 8 million people are members of the New Hayesalian Navy. To increase Navy capability and increase stability for Navy members and their families, we are restructuring our Naval Legions.

Instead of being based in a number of provinces, we are reassigning one Naval Legion to be established in each Province to increase our capabilities. Our requirements to maintain a Perun Class BBVN as the flagship of each Naval Legion remains unchanged. This means that we will need to make a further order for 12 additional Perun BBVNs. We are able to fully fund this venture with additional funds granted under the White Paper.
