Refer to my original post, then refer to the OP. It is stated very, very clearly that the Perun-class BBVN is a restricted item at level three. Being a new customer you have no clearance level and thus are three levels below where you need to be. This is the real reason. Membership to an Alliance, RP'd race or otherwise does not weigh into decisions made by Triumvirate Enterprises, and we take it as a grevious insult that you would believe otherwise.
