To become a Security Grade 2 nation, a state must be friendly with the Confederate States. This would mean entering the Arkinesia Embassy Program as well as allowing the Confederate States to open a similarly-equipped embassy in the other nation. Nations will find it easier to receive Security Grade 2 status if they enter trade agreements with the Confederate States.
