Recently as part of the Strategic Munitions Defence Review (SMDR) undertaken jointly by the Senate Strategic Munitions Defence Committee (SMDC) and the Vetakan Defence Force High Command (VDFHICOM) a decision has been taken to partially replace the Vetakan Strategic Nuclear Deterrent. As your government is aware currently the Vetakan Strategic Nuclear Deterrent is three tiered consisting of ballistic missiles fired from land, sea and air based assets currently the deterrents sea based ballistic missiles are deployed aboard 14 heavily modified Vanguard Submarines. It is these sub-surface assets that the SMDR has idenfied as requiring replacement and has recommended the Lyran produced Scylla Class Ballistic Submarine as a potential replacement.

After much consideration the Admiralty, High Command and Senate have agreed and have authorised me to approach Lyran Arms with a view to securing 12 Scylla Submarines to replace the Vetakan Fleet of Vanguards. An acquisition my unit has calculated would cost between 480-500 Billions USD. Furthermore in order to maximise efficiency of the deterrant yet minimise the impact upon its logistics I have been authorised to approach you with the intent to secure domestic production rights to the LY4046 'Dawnbringer' MaRV FOBS ICBM an acquisition my unit again has calculated as costing between 130-150 Billion. Leaving a potential total acquisition cost of 480-520 Billion USD.

I and my government of course understood the sensitivity of this potential acquisition and will of course provide whatever information is requested by yourselves during the decision process

As usually happens, the time comes when the combined services state just what they need doing for this cycle on the budget. This has come in several forms, starting with the replacement of our aging Hudson-class Aircraft Carriers bought from Central Prestonia quite some time back. We have opted, clearly to replace them with an equivilent number of James Lawrence-class vessels, which should provide more than enough point-defence while retaining the same sized air-wing. In addition to this, the planned purchase of Kazatian-class production rights has been put forward to provide a amphibious assault capability, just in case those Epoans get uppity, so I hear.

Moving on, the LY219 Ironheart has been selected to fufill the roles in lighter units that the already purchased Sorcha would be just a little bit big to fufill. It's a good piece of kit I've heard, but size tends to matter sometimes. The arsenals down in Taranis wish to get to work on another anti-shipping missile for the fleet, and the HK7 looks as good as any if I must say. The Corsaire was selected by the airforce to replace what few Tornado F3s remain in service, something to bulk up the reserves and ensure we've got the attrition to survive and Heartland attacks, so to speak. And the role of the Minotaur is most obvious, lifting the kit we've bought to your out to our allies quicker than shipping alone will allow.

The Galt will be brought in to replace the KC-135s currently in service, they're getting on abit and the maintence chaps haven't been too happy about the looks of their airframes. I honestly cannot say I've had much experiance with hand grenades myself, but I suppose if they make the boys in Aldham happy... And the GR-88, the Auxiliaries have been quite vocal about that from those which arrived in their packages, most enjoyed it on the training grounds.The LY21 will serve to supplement, and eventually replace in good old L85 in a few years time, so we need something to arm our troops once the Enfield begins to get long in the teeth. Same for the LY69 and the UGL, although three rounds in a single tube should represent a good force multiplier.

Now, we come to those I honestly can't say much about. I was in the Regional Navy myself, so while we had the L85s aboard ship, our uniforms tended to be abit more... composed, should I say? Getting past the inter-service squabbles, the 'Warshroud' should help out plenty when it comes to concealment, even the field abit against armoured units and men in foxholes. Finally, there's the bulk-purchase of those packages we tested out with the Auxiliaries, and considering we've got the majority of the force covered, Heavy Armour is our current priority. Those'll go a good way to kitting out some units.

Although, might we inquire about the process and possibility of obtaining a restriction clearance for the purchase of purchasing DPRs to the Shadowhawk and Charybdis items?

Before really considering buying we must know more and have a trusted member of our military inspect these ships. Rear Admiral Sara Jacobs is the XO of MAD. She is well known in our navel community for being on the forefront of navel history. She has an article in the Navy Journel once a month where she bios a historic navy commander or battle. She has held many navy ship combat commands however she is missing the the staff job she needs to be promoted to Admiral. So she is with us at MAD for a year, and we are happy to have her. Her father when she was a kid was a well know ship desigener in JCSA who owned the largest ship yard in the country. If you allow her to inspect the ships and she aproves we will start attempting to set things up to buy the above mentioned ships.

The finances for the approved deals have been transmitted directly, and the services are preparing to take recipient of both the production carriers and the FRS Hetane. We most certainly were not expecting the Pennsylvanian Command to transfer one of their own vessels our way, and so must thank you rather gracefully, is there any recommendations you would have for this vessel? And as for further inquiries, we are wondering about the possibility of navalising the YA-42, via such modifications as folding wings, strengthened landing gear, arrestor hook installation and integration with current catapult launch systems. Would this be capable for the aircraft, or should we restrict it to land based use? In the case this is unsuitable for the airframe in question, we have placed a stopgap order for the DPR to the C/E variants of the LY908 Warhawk Strike Fighter/Interceptor.

Secondly, we have an additional set of orders to make, stemming from our wishes to simplify the initial order given the possibility of confusion. These include various naval assets for the support of the Kazatian-class vessels, an attack helicopter to operate from them and the addition of the LY6 Werewolf to our inventory as a standardised unit. In addition to this, we are looking too upgrade the LY6s on order in the Division packages to LY6A1 standard if possible, as was done in a prievious order.

Finally, as our Protectorate is struggling in economic times, we have offered to replace their standardised weapon system as is needed. To do this, we would request the DPRs for the LY21 and LY67 to be produced within Nova Caledonia, funded by the Administratum.

It is understandable that clerical errors might happen even upon such a level, and given the occasional problems simply caused by the sheer size of the Administratum, we can see just how much might happen when you're dealing with a company of such complexity as Lyran Arms. As you appear to have no direct wish for the deployment of the FRS Hetane, we shall prepare it for upcoming operations alongside several of the other James Lawrence-class vessels we have recieved thus far. In this role, the combination of the new Hatchet-class radar-pickets several companies are tooling up to produce and the deployment of a prieviously acquired Longsword should be enough to keep the vessel safe from aerial harm.

Thanks to your reply regarding the YA-42, we shall not even require the internal accessment of the aircraft for naval operations, instead the first operational variants shall be deployed upon Aura AFB as they come into service. With the LY908E unavailable though (The clerk responsible for the initial error has been dealt with, via reassignment to Lyssa) we shall place an order for the LY909 to cover the light naval strike role.

In addition to this, might we inquire as to what aircraft might be recommended for naval air superiority? The original plans called for a mixture of F/A-18Es and navalised Typhoons to operate off the carriers, but the request for an inquiry into the navalisation of the Corsaire to replace both came rather swiftly after the arrival of the demonstration models. While I feel that this might merely be a another bout of inter-service rivalry, it wouldn't do for me to ignore their requests once placed via official systems.
