Regarding your inquiries, an entire Lyran pattern Division requires 20,000 soldiers. More to the point, each vehicle really does require only two people as full-time crew members. One of them is the Commander/Driver, and the other one is the gunner. This is an (OOC) throwback to the RL M113 APC, and does not detract from the fighting capabilities of the vehicle itself.

The standard Lyran Arms Battle Transport Truck is indeed the HEMTT.

The HEMTT also requires a crew of two soldiers, and can perform multiple duties. Crookfur Arms (an allied storefront), also has their own Crookfur Tactical Transport Series, if you are inclined to purchase such trucks from them. There is no penalty for using the CTT series from Crookfur Arms in your package; however, the HEMTT is included in the package at no charge. Both vehicles can perform multiple jobs with a single type of vehicle. This makes them versatile over all types of terrain.

While it is possible to repurpose a C-10 Minotaur for the role of Aerial Refueling, the costs inhibitive thereof, specifically, the aircraft drastically reduced service life due to the drastically increased stresses on the airframe are viewed as too much of a long term cost. We estimate that, were a C-10 to be converted to a Aerial Tanker, its service life would be less than 25% of that of a normal C-10, due to the added fuel sloshing around. We would instead advise a aircraft more like the PAMI KC-40A if you require a large capacity Aerial Tanker, or their KC-45A.

As to your request for the Production Rights to the LY-20 HILAR, we regret to inform you that, given the Lyran Governmental Trade Departments policies as to only exporting the rifle to allies, we must regretfully inform you that your request for Production Rights has been denied unless we can find hard evidence as to your nation being a ally of the Lyran Protectorates.
