This seems to be two types of agreements. If you would like to open up a free or priority trade agreement between nations, then certainly use the form you just used. If you want to make your airlines available in Damanucus, use the other form, and put 'airlines' as your product (and 'wholesale' as your type). I can understand the confusion; airlines are an interesting case.
