The Confederation of the New Visayan Islands espouses the Natural Right that is Liberty, and slavery is a fundamental violation of that same right. Slavery under New Visayan law is one of several crimes punished severely; the minimum punishment meted out to slavers and other violators of international law is forty years' imprisonment, with the death penalty the maximum punishment.

Consequently, I, speaking for the Confederation, wish to affix my signature to the Amistad Declaration.

We will not give the slaver any respite whatsoever; we will fight them according to our rules, our plans, our game; the slaver shall know no mercy, no respite, no respect, nothing.

We have been appointed by God to carry out His abolitionist will by bringing the slavers to Him, that He may judge to whom He will grant entry to heaven. Whoever steals a man or woman and sells them, and anyone found in possession of them, shall be put to death! My name is Fiona Mellering, and I am a Senior Foreign Relations Representative and engineer with Kazansky Heavy Industries, a large industrial company owned by House Blaken-Kazansky, Allanea’s ruling house. Recently, House Blaken-Kazansky has successfully sold DPRs for its key products to the Empire of the Lemons, agreeing to be paid in pure gold. As part of our advertising pitch, we have promised that a percentage of the proceeds from the sales of the Quiver-class arsenal ship and DPRs thereto will be spent on counterslavery operations.

As such, I have been authorized by Their Imperial Majesties, Alexander and Cassiopeia Blaken-Kazansky, to spend at least 50 billion Universal Standard Dollars to fund counterslavery activities in Amistad Declaration signatories. As you have noticed, we have established a separate rehabilitation fund for the purpose of aiding former slaves and victims of sapient trafficking. We would like to spend in your nation a total of 400 million Universal Standard dollars for the construction of mental hospitals for a capacity of 1,000 patients, and an additional sum of 1 billion Universal Standard dollars to allow these hospitals to be maintained, and their patients cared for, for the next five years. These are hoped to provide both inpatient and outpatient services to freedmen who have suffered some manner of (sadly highly likely) trauma during their captivity.

Moreover, we are hereby donating to your nation an additional sum of 1.1 billion Universal Standard Dollars to aid with the general expenditures of accommodating freedmen during their integration in Visayan society, such as apprenticeship programs to help them get new professions as free individuals, seed funds for freedmen-operated businesses, and construction of housing.

The High Court of Parliament considers slavery a breach of the peremptory norms of the international common law. Accordingly, the slave trade is ruthlessly suppressed in the Europe-Atlantic by the Newly-Modelled Navy pursuant to the Doctrine of Pax Parliamentaria.

Because slavers are cowardly vermin who will with undignified haste rapidly land slaves or even throw them overboard directly a cruiser’s ensign is sighted, legislation passed by the High Court of Parliament extends authority to intercept and seize slavers such that it includes ships which have carried slaves and ships which had not yet carried them but are obviously intending to do so.

HL (and the Hiramia-Okfewian Commonwealth) would like to agree to participate in the declaration, because we will always outlaw slavery. While several colonial powers (UK, Netherlands, Germany, France and Hiramia had their colonies in HL) did install slavery, and while Meowfwkia (the predecessor of HL) did allow slavery (the colonies and Meowfwkia were a Tier 6 and Tier 8 respectively in the Slavery Tier Chart), HL did abolish slavery in 1799, because they believe slavery is a moral wrong that can cause injury and death in some situations, and will cause permanent mental issues and wouldn't help the HL economy in any way.

It is obvious for all sapient beings, that people aren’t equal and therefor shouldn’t be treated equal. Who will allow new police officers to be former convicted felons? Or who in his right mind would allow mothers to work, so that children have to raise themselves?

Therefor we reject the Amistad declaration. Without distinction it condemns all slavery. Without distinction it brings war to any peace-loving country who does not abide to its terrorist abolitionist agenda.

Not wishing to be subjected to foreign aggression we will comply to its wish in abolishing slavery in our nation by the following rulings:

All those who are sentenced to 10 years or more will be released of bondage (i.e. state owned slavery).

All those who are sentenced to 10 years or more will, instead of being subject to slavery, be banished and serve their time as exiles devoid of Nieuland citizenship.

It saddens us to have our criminals to be banished to foreign territory where they might wreak havoc upon those countries. As we deem it our moral responsibility to protect any civilized country as much as possible against these rulings, all those who will be banished, will be exiled to an arbitrary chosen Amistad nation. Furthermore exiled criminals will have no right of return until they prove they served their time in those said barbaric nations.
