Olwe is for directing zombies toward specific targets on a case-by-case basis, but permanent enslavement of zombies is considered too great a risk of another outbreak, as well as possibly immoral.

Menelmacar, for one, would be extremely opposed to zombie enslavement. Not because zombies are sapient - they're not, usually - but because allowing it would incentivize slavers to create more zombies in order to have slaves. Obviously, this would be problematic for all kinds of reasons.

We are just finishing the undead off whenever we can and keeping one hidden from the government was declared illegal during the quick martial law that was declared to allow the police and military to deal with the infection quickly and brutally.
