As for who will be executed, it depends- people involved in the actual enslavement and selling of people will be punished. Regular slaveowners who bought people and took part in the system will be punished as well, but more financially than anything else.
Those leaving the city whilst I surrounded it were interned. Those that somehow survived the bombardment were interned. Those working for the government were shot en masse. Those soldiers that either attempted to surrender or fought back were shot, either way.
