The "military" targets assualted by the above, were decoys
Joplin, springfield and poplar bluff were evacusted just in time, and were little more than rural epicenters.
Another sub, this time hardened, fired three more EMPs directly above the gulf from its retreat position.

In anticipation of being met for repairs, the HMS Ribble and the fleet tug towing it came slowly to a full stop. Admiral Hayes wished to continue the withdrawal of his fleet, but he was also loath to leave a small River-class frigate alone near the edge of the Gulf. The two supply ships and the Armed Merchant Cruiser, due to a lower top speed than the rest of the ships left behind, would have to make the return trip alone most likely.
Plans made, the ships of Force D had just begun to decelerate, change course, and/or accelerate as was their plan, when off in the distance yet another trio of Tomahawk missiles carrying EMP warheads detonated above the Gulf. Thankfully, the fleet was further from the epicenters of the pulses than before, but again some of the older ships in the fleet were affected, though less seriously than before. One of the supply ships, one destroyer, and a frigate lost control for a moment, the other ships that would have been affected having already been operating on backup systems due to the disruption from the earlier attack. Thankfully, however, the fleet was still moving at a fairly slow speed, although Admiral Hayes had neglected to adopt a more wide formation. Since no fleet maneuvers were being conducted, however, once word of the situation had gone around, the captains were able to execute evasive action as needed and no collisions were reported, although the whole force had to come to a stop again in order to allow the stricken ships to get their systems functional or switch to manual control.
Finally, it was decided to hitch all three remaining available fleet tugs to the HMS Aspen, the destroyer that had been affected, and with the combined effort of those ships the task force was able to attain a uniform speed of 20 knots as planned. Admiral Hayes, however, swore never to be humiliated by these weapons again, and he wished that the Royal Navy's planned Voyager-class science frigates had been commissioned already so that he would have been able to analyse the EMP's aftereffects and determine for sure whether the blasts were nuclear, as he suspected they had to have been. While not used in a manner consistent with the label of "WMD," still, the use of anything nuclear in combat except in very limited circumstances was something the Empire categorically condemned. Then again, Free Missouri WAS outnumbered...greatly...and it was likely they would pull off increasingly unconventional and desperate attacks in order to maintain their sovereignty. What a mess!
