"Breaking news from Armenelos, Today at a surprisingly speedy vote the senate, per the request of the Provisional Government, raised a bill to the attention of the Popular Legislature to commence and unprecedated expansion of the military of La Imperium Populi."Newsanchor Nienna Celebrindal from Q TV said to the camera trying to look as serious as possible. "While knowledge of the exact details of the plan is not yet clear, due in part to the wish of the Provisional Government to give itself broad powers in the interpretation of the creed, it is however known that the mobilization will be primarily financed with war bonds and loans. Furthermore it has been announced that the amount of legions will be increased from sixty to one hundred eighty and three new fleets will be established. Since the mobilization will by far exceed what the nation on long terms is capable of financing it is expected that the Provisional Government intends to use the forces offensively. The bill will be brought to a vote in sixteen days." The anchorwoman paused for a moment.

"Today Prime Minister Imai meet with CRP chairwoman Lady Idril Undómiel, Countess of Imlad Galen in the first official meeting between a high ranking government official and the communist leader since the purges of then arch strategos Xanthi.The countess became leader of the communist party after the end of the civil war leading it away from the stalinistic principles and towards a far more liberal and progressive direction. Over the past year the party has grown considerably from having the support of four to five percent of the public till its peak performance two months ago when the party stood to gain fifteen percents of the votes for the general election." While the anchor spoke the screen showed live footage of the two women meeting outside the official residence of the Prime Minister. Both the countess and the prime minister smiled and waved to the camera.

As the screen returned to the tv studio Celebrindal moved on to the in other news stories. "In other news Wikileaks has just made public a file talking about a Project ANFAUGLIR. So far the Imperial Inquisition has not wanted to comment on the file but people close to the government has announced that they have no knowledge of the existence of any project ANFAUGLIR." The pretty anchor smiled to the camera. "And now to the weather, what does the weather gods have in store for us Finrod?" As the television began showing the weather report the young anchorwoman gathered her stuff and prepared to go home. She was in a good mood after the mega story about the mobilization and the if not big then at least interesting story about the communists. Little did she know that the two things where related and neither of them had been significant compared to the last story.

Day 1: High Representative Aleera Alcedina-Aquilaine secretly writes Epistula Pacem Sremskius to the Tetrarchy.
Day 2-4: The tetrachy debates the concerns raised by the High Representative and appoints Inquisitor Sayn Shanda to investigate the matter.
Day 5: Inquisitor Shanda creates the Committee of Ideological Morality, HIH Ansur Alcedina, SMWM of the Provisional Government writtes Epistula Militum Anno 1499 pointing out the Quendi Armed Forces incapacity to secure Quendi interest outside the Quendisphere and the Empire.
Day 7: The tetrarchy appoints Inquisitor Galadriel Nazreel, Countess Celebdil, to investigate potential strategic partnerships, Countess Celebdil creates the Committee for the Advancement of Quendi Interests.
Day 8: High Representative Aleera Alcedina-Aquilaine writes Epistula Proscriptio naming internal and external enemies of the quendi nation.
Day 9-14: The Provisional Government debates the validity of the claims made by the High Representative in Epistula Proscriptio.
Day 17: Republicans, Aristocrats and Imperialists in the Provisional Government is reconciled.
Day 18: The Tetrarchy orders the Imperial Inquisition to begin preparing Project ANFAUGLIR, Grand Inquisitor Finwë Noldóran is appointed leader of the project.
Day 21:The Committee of Ideological Morality files its repport to the Tetrarchy, the Tetrarchy and the Provisional Government prohibits all trade with slave states.
Day 25: The Committee for the Advancement of Quendi Interests hand over its recommendation to the Tetrarchy and the High Representative
Day 26: High Representative Aleera Alcedina-Aquilaine investigates the ways the recommendations of the Committee of Ideological Morality and the Committee for the Advancement of Quendi Interests can be used in the Quendi Foreign Service.
Day 27: The Quendi Foreign Service makes preparations for the new foreign policy, the Committee for the Advancement of Quendi Interests is made subordinate to the Foreign Service, the Committee of Ideological Morality is merged with Project ANFAUGLIR and Inquisitor Sayn Shanda is replaced with Grand Inquisitor Maeglin Fëanrel
Day 29: High Representative Aleera Alcedina-Aquilaine writtes Epistula ad Serovskium, Grand Inquisitor Finwë Noldóran presents Project ANFAUGLIR to the Provisional Government, Triumvir Sable Saburanya is appointed new leader of Project ANFAUGLIR, Inquisitor Galadriel Nazreel, Countess Celebdil, is promoted to Grand Inquisitor by the Triumvir.
Day 30: Project ANFAUGLIR is given top priority, Wikileaks Quendi gets their hands on a file mentioning Project ANFAUGLIR before the project is made secret.
Day 31-49: Project ANFAUGLIR proceeds ahead of schedule, High Representative Aleera Alcedina-Aquilaine enters new strategic partnerships, Campus Novus Angamando is established in Rhudaur, MIS Excalbia is finished.
Day 50: Grand Inquisitor Galadriel Nazreel, Countess Celebdil, writes Epistula Imprimatura CRP to the Provisional Government.
Day 53: Former Supreme High Chancellor and Prime Minister Nysore meets with Lady Idril Undómiel, Countess Imlad Galen, The first inmates arrive at Campus Novus Angamando.
Day 54: The Provisional Government secretly commence mobilization.
Day 57-62: Negotiations take place between the Reserve Bank of Indonesia and La Imperium Populi Quendorum.
Day 63: The Reserve Bank of Indonesia grants loans to La Imperium Populi Quendorum, Senator Lucretia Mysetis is appointed Princeps Senatus in Absentia.
Day 65: The Senate raises the mobilization bill, Prime Minister Imai meets with lady Idril Undómiel, Wikileaks Quendi reveals a file about Project ANFAUGLIR.
day 66: Princeps Mysetis returns from Agadar and raises the Military First bill in the senate as her first act as Princeps, The Imperial Inquisition misinforms the public about Project ANFAUGLIR, The senate passes the mobilization and military first bills.
Day 72-73:The Bladian Eight Fleet arrives at the Misty Isles.
Day 73: The Bladian Fleet is discovered by MIS Ossë.
Day 82-83: The People passes the Mobilization and Military First bills, Project ANFAUGLIR increases its speed.

Nienna Celebrindal was in a great mood as she prepared for the evening news. Usually the month up to the New Year was a dull time where nothing happened and thus where nobody watched the news. But the sudden mobilization bill had turned the world upside down with the newshours being prolonged to give time for all the interesting spin offs. Thus the young newsanchor smiled as she went on air knowing that she had plenty of interesting news to keep viewers glued to the screen. "Good evening quendi, good evening world, and welcome to Q-TV 1's Evening News. I am Nienna Celebrindal and you are watching Q-TV live." The anchor said enthusiastically.

"In our leading story today we bring more news from our nations capital where the veil has been raised about the more specific details of the mobilization and where it is expected that Princeps Senatus Lucretia Mysetis will propose a new "Military First" bill to accompany the mobilization bill. More about Princeps Mysetis later today." The anchor gathered her papers while making a short break for any last minutte viewers to get comfortable in front of their tv. "The expected mobilization is much greater then initially expected, government officials confirm." Celebrindal said looking up from her papers. "With massive loans from both foreign and national banks, as well as the creation of an unprecedated amount of war bonds. While numbers have so far not been revealled it is believed that the funds that will be given the military to purchases and production alone will exceed the GDP of the entire empire. Furthermore it is expected that upwards to 350 Field Armies of Auxillary will be created to support the legions. The massive amount of funds for this mobilization will, according to several economists, bring the entire Quendi economy to its knees in less then a decade. Interest rates on government loans alone will exceed several trillion USD."

Gathering her papers creating yet a pause to prepare for the next story Nienna thought for a moment about the sudden willingness to spend a fortune on the military. She knew as well as anyone that it could only mean one thing. Discarding her fear of the future she looked up at the camera with a smile. "Now to further help facilitate the mobilization it is expected that Princeps Senatus Lucretia Mysetis will raise a "Military First" bill when the senate convenes this evening. This bill will craft a new ministry of Armaments and War Production that will be entrusted to prepare society for a state of total war. Q-TV's very own Valandil Galathil caught the Princeps on her way to the senate for a quick comment."

The television showed a marble courtyard where the old, white haired Princeps came walking. A hand helding a microphone showed up on the screen the microphone pointing towards the Princeps. "Princeps Mysetis." A man's voice said. "Can you tell us why you are about to propose a bill that is similar to previous legislature that you have opposed." The Princeps gave a glance towards the man while continuing to walk causing the journalist and the cameraman to follow her. "I have had opportunity to revive secret files that has lead me to believe that this bill is a neccesity. In short I propose this desperate meassure due to national security issues." Valandil tried to ask something but as the Princeps walked up the steps to the Curia her lictors stopped the journalist.

The camera returned to the studio of Q-TV 1 and the smiling Nienna Celebrindal. She quickly adopted a somber and serious grimace. "And there we have it. National Security issues." She said with a grave voice. "Is this surprise change of heart on the behalf of one of the most prominent and respected politicians in the nation a sign of the serious threats La Imperium Populi Quendorum faces? The excessive spending, the absence of an opposition to the extreme mobilization plans, the rising amount of covert activity on the Foreign Service's behalf all seems to point in the same direction. War. Are our beloved nation on the brink of yet another great war? Are the people about to face the hordes of enemies that we have abroad? Only time will tell. This was Nienna Celebrindal from Q-TV. The news will be back at nine PM." With little concern the anchorwoman put aside the last story from the day in favor of the far more dramatic prospect of a war. Now viewer ratings would explode. An ending where it was revealled that Project ANFAUGLIR was a covert operation to infiltrate a labor union somewhere in the east couldn't do that.

"What? Why didn't you follow your script woman?" Sable Saburanya sneered at the plasma screen showing the preppy Nienna Celebrindal end the news. The Triumvirii of the Imperial Inquisition was not a fan of Q-TV and its populistic news coverage but she had expected that the information she had feed the press about Project ANFAUGLIR would have been releashed. She had spend a lot of time finding that communist labor union and then the air headed girl just ignored it.

"Patience my dear." A feminime voice came from the staircase leading from the dark crypt up towards the Pavilion of Golden Leaves. "It will be in the next news." Sable turned towards the stair seeing a small figure cloaked in an expensive dark green cape. The Triumvirii curtseyed deeply towards the figure. "Of course mylady. I merely take offense that that woman receive her payment from your coffers and then can't serve our purpose." Sable stepped forward extending her arm for the cloaked figure to take it. "I don't think she actually knows she works for me. Very few people actually do." The cloaked woman said taking the offered arm being guided by Sable towards the table where the plans for the real Project ANFAUGLIR was outlined.

A slight cough came from the cloaked woman, she wasn't young anymore which was part of the reason that she had agreed to set in motion Project ANFAUGLIR. Before she died she wanted to see her enemies brought to fall. "So how are we progressing so far my dear?" The cloaked figure said looking at the table. Sable smiled behind the golden mask that covered her face. "Everything is proceeding according to plan mylady. We are even ahead of schedule, once the people approve of the bills we can begin a full mobilization in just a few years." Sable said quite proud at the work she had done. "Good, my dear. Very, very good. You have, as always proven yourself to be an extraordinary agent. I am most pleased with your work." The old cloaked woman said with a hint of happiness in her always serious voice. Sable made a slight nod of her head "Thank you mylady. But if I may I would like to know how it came to be that the Princeps would support our cause by raising this "Military First" bill? She has always been an enemy of us."

The cloaked woman laughed a short sweet laughter that revealled just how thrilled she was with the progress she could see on the tabel before her. "For all her hate for me there is someone the dear Mysetis hate more. Her complete devotion to the destruction of our enemy has made her a usefull tool in my hands. Who will oppose a bill proposed by Lucretia Mysetis?" Sable nodded. It made sense that Mysetis would stand by the ones she hated second most against the ones she hated the most. Sensing a certainity in her superiors voice the Triumvirii however feelt a need to raise her concerns for victory. "While these steps will certainly make the empire more powerful then ever before I must say that we are not guaranteed a victory. The enemy is fierce as Osombauko, cunning as Sauron and wicked as Melkor himself. We may loose this war."

With a sudden burst of energy the cloaked woman grapped Sable's arm with surprising strength, gone was all weakness and age, "Don't say that, don't even think it." The figure sneered at a surprised Sable. Calming down as quickly as she had been angered the woman added, "This war is one we must win. If we loose we will loose everything. The people will never be able to accept a defeat. They will tear our nation apart and throw us into a civil war that will not be settled in any peacefull manner. It will mean the end of our civilization." The old woman stared directly into the ice blue eyes in the golden mask on Sable's face and in them the Triumvirii read the future of her nation. The people had one chance and one chance only. If they failed their fall would be so complete that none would be able to predict their rise again. It was all or nothing. As the two women looked at the table Sable feelt the winds of history. One way or another the world was about to change.

OOC: They are not bolsheviks they are not even mensheviks. They are liberal and tolerant communists whose main difference compared to mainstream quendi parties is their opposition to a capitalist system. Besides the government isn't opening up to them because it likes them but because the alternative is worse.

The Quendian Mobilisation did not go unnoticed by the Bladian chancellery, hours after the news reached the Chancellery a unanimous vote had been passed to bring several more legion back to active service, along with the defences on the coast of the continent being properly readied for any sort of attack

over the previous 10 years the relations between the Quendians and Bladia had been falling at a steady rate, with barely any communication being exchanged between the two lands, it was clear, that the Quendians were no longer great friends of Bladia

The 8th fleet was ordered to actively patrol the waters just outside Quendian territorial waters and report any developments, the admiral knew his orders, at the sign of any hostilities, Engage Them with full force available

Nienna Celebrindal said as pictures of the Princeps herself on the floor of the Curia declaring the bill for paused to the thundering applause of her colleagues. "This means that in fifteen days not one but two popular creeds will be proposed by ..."

"Thats quite enough of that thank you." Sable said turning of the tv. In the crypt where the Imperial Inquisition had gathered to discuss the ongoing plans it was no knews that the bill had passed. After all both Mysetis, Imai, Nucato and Nysore had publicly supported it so who could possibly have blocked it? "I get the feeling you do not like Q-TV? I have always thought that Nienna Celebrindal was a briliant tv host." The cloaked woman said causing Sable to look at her wondering if it was a joke of some sort. "A briliant host yes, for a reality show. That woman doesn't have a single inteligent thought in her head." Sable replied. A sound like a laughter came from the hood covering the cloaked womans face.

"But enough about Celebrindal and the questionable seriousness of Q-TV. Is it true what I hear? Are bladian forces patrolling outside the Misty Reefs?" The cloaked woman said with a hint of saddness in her voice. Sable hesitated for a moment knowing that she would only cause her mistress pain by telling her. "I am afraid that it is so mylady. Several Seadragon class submarines have confirmed that what we believe is the eight fleet of Bladia is patrolling just beyond the Misty Islands." After a moments hesitation the Triumvirri added "My condolences mylady." the cloaked figure made a dismissing gesture. "I suppose it was to be expected." The woman said with a numb voice. Then she sighed. "Now Mysetis will be impossible to keep in order. She has always expected that the bladians would one day turn against us. Now it appear that she was right and I was wrong."

Sable nodded. Mysetis had unfortunately proven to be right to many times for her to be stopped. Her supporters where already the largest fraction in the senate and now they would certainly multiply. The more isolated the empire had become internationally the more Mysetis had grown in power. Ever since the fall of first Quendisphere her power had grown. "Every pressure will create a counter pressure." Sable said, a, for her, unusually philisophical statement. "The very slogan of Project ANFAUGLIR." The cloaked woman replied. "Had only the people meet less hatred and opposition from the outside world how different could things not have been? But they have smelled the fear and they cannot distance themselves from the stench of it as long as it is under constant threat from its enemies."

For a moment the two woman stood silent thinking about the long road from the bright days following the War of the Tainted Stars too the darkness of the modern age. "Mylady." Sable said after a couple of minuttes, "If the bladian fleet doesn't move they pose a threat to our possibility of sending out our own ships. Tactically speaking it would be wise to sink it. Our FA-18 batteries on the reef are within range." "I gave a daughter to the bladians." The cloaked woman said with a hint of anger in her voice. "I sacrificed a briliant and talented young woman and for this. For a direct threat against the empire. I allowed Alana to die in Bladia for nothing." Sable was surprised to hear honest sorrow in the voice of her usually so cold mistress. "All due respect mylady but Alana was in love with the bladian prince. She wanted the marriage." Sable added. "Irelevant." The woman said shaking her head. "I was her elder and could have prevented that marriage from taking place but I did nothing. I might as well have killed her myself."

The cloaked woman turned towards the stairs to leave. "So what shall I do about the ships mylady?" Sable asked as the woman began walking away. For a moment the woman paused to think. "The bladians may have forgotten oaths of friendship but I certainly have not. I will honor Alana's marriage and tolerate this act of agression. You are to advise your superiors to keep the batteries on the Misty Isles on alert and have the submarines patrol the belts. But no act of agression will be taken on our behalf. And have some Daimyo's patrol out around the fleet. I don't want any bladian submarines trying to sneak in. And then I want a precise repport on the strength of that fleet on my desk tomorrow. Have the Daimyo's check up on that when they are already there."

This expansion raised some eyebrows in my military. I advise that you reduce spending due to the fact that many nations take this sort of thing as a threat. Alliances could be formed, wars declared, people killed. Wars are costly, and any war spawning from this bill would be horrendous.

After all, when haven't I been up for antagonizing the Quendi and thwarfting (or attempting to thwarft...) their Imperialistic ambitions (as well as other types of ambitions) in the past? The radiance of the garish sun had dyed the entirity of the horizon in lavish shades of brilliant crimson and rose pink. This beautiful mosaic of light hung aptly and majestically over the landscape of Luciratus. After all, what other drapery could grace the rustic pastures of Lufenia? What other siren might weave such a song to enchant the sailors within the confines of Cor's harbors? What other opiate would dare to ameliorate the hastles of the laborers who toiled within the obscure depths of Tyres's mines? It was at silent times like these when the name of Luciratus could be fully understood and appreciated. The title had been bestowed upon the region by none other than Ephraim Lifaeus, the legendary founder of the nation. It was he who had spoken the words which transcended the centuries, brought grown men to tears, and led a nation to its ascendency. The luciri, the children of light, had conquered the land through force of arms and created a nation based on the principles of the enlightenment. Luciratus had thus received its laudable name through an act of brilliant oratory ability and violence. The torch of civilization, mild temperment, knowledge, science, religion, and most importantly understanding was kindled in the very heart of the country. The Presidential Palace in Lufenia lit up like some august conflagration, as the light of the rising sun refracted, reflected, and danced slyly around the marble and quartz of the building. In Luciratus, the light lived, it breathed, it sang, it danced. In Luciratus, life retained the subtle flair and beauty which liberty instilled in all things, and yet although the spark of such emancipation had been extinguished in many hearths, all believed- no, knew that it would persist for eternity in Luciratus.

Three men were assembled near the entrance of the factory, a place which epitomized the differences between the Capitalists, Entrepreneurs, and the Laborers. Great pillars of steam rose from the outlets of the building, challenging the sky with their putrid might. In Tyres, the pollution created by industrial mechanisms was unparalleled. It was an unfortunate necessity for the continued ascent of the Luciri nation. Pragmaticism should always prevail over petty and wanton desires and even the foolish ramblings of philosophers who espoused the notion that beauty mattered more than progress itself. This much at least, the aristocracy of Tyres had taken to heart with a zealous passion and unshakeable devotion. Progress would come at all costs. The soot-stained pavements and grime-coated factory walls did not hinder or offend the sensibilities of the assembled gentlemen, all of whom were adorned in military trench-coats of a dark black hue. They whispered in gruff, battle-scarred voices, polite guttural snarls, and wizened populistic growls. They were all firmly built, from the oldest who seemed to be in his early fifties to the youngest who was approximately twenty. Their eyes seemed haunted by some phantasmic, distant reverie, and constantly flashed with either a fierce pride or an excited terror. These signs marked them indelibably as soldiers or veterans within the Luciri military. One might fancy they were relatives who, having just returned from active duty, were content to converse about their looming civilian lives. Despite this appearance, this was a meeting where formality and business would reign invariably. The mobilization of La Imperium Populi had not gone unnoticed by their weary adversaries in Luciratus. Those with strong enough memories could still recall the horrid conflagrations which had continually claimed the lives of men. The Quendi had once disgraced these vain gentlemen, these humble aristocrats. They still yearned and hungered for revenge, thirsted for the restoration of their former honor, and schemed to retrieve their exalted position within the society. It was for these reasons and the general wellfare of the people that this hasty conference had assembled. Quendi aggression would not be tolerated.

The three men assembled here were relatively influential, to say the least. They were all well-respected in both the military and political institutions. Chief among them was Vice-President Jacob Rabin, the fiery leader of the conservative National Liberal Party. He was a man satisfied with power and eager to champion the ideas of morality and family not only in his own nation, but throughout the world. His principle desire was to transform Luciratus from a docile nation, content with peace and coexistence into an assertive democracy which would serve to oppose all forms of totalitarianism. However, he knew that he would first have to exert force and demonstrate the efficiency of the Luciri military and state. Despite his graying hair and wizened face, a cold, calculating gleam was ever-present in his intelligent eyes. Still, he retained the vigor and power of his youth, and now the authority to construct a more powerful state of his own design. Young conservative senators viewed him as a practical deity, and officers clamored to attain his approval. The second man was perhaps the most torn man in all the country, as well as the most admired military commander in its history. Consul and Secretary of Defense Augustin Carranza was a hero in many wars and now the holder of two important politcal offices. Many now considered him a prominent choice for vice-president if the National Liberals could defeat the Moderate Intellectuals in the next election. Besides this, he haed absolute control of the military shared only with the other Consul. He, above all, detested the nation of the Quendi. Despite this, he retained a degree of respect for their soldiers and had reformed the Luciri army to counter the threats they posed. The final man was Demetrius Seleukus, a son of the prominent intellectual Anton Seleukus and a rising star of the military. His chief traits were his untempered ambition and his fearlessness. This was the triumvirate that was now assembled against the Quendine menace.

"Well, your youth might excuse a degree of the responsibility for such wisdom, as it is often age which compiles the experiences of orators, generals, and politciains for their own advantage," Rabin replied warmly, "You shall be educated in time, and the chrysanthemum of age brought into ripeness. Might I inquire your earnest perspective on this matter, Consul Carranza?" "I shall profess my unmitigated animosity towards the former coterie of impudent nobility which once reigned supreme over that country," Augustin Carranza began slowly as though some great weight were upon his chest, "I shall not cease my remembrance of Israstine, nor shall I permit forgiveness to be entertained by my typically docile conscience. You know well of my opinion on the matter. Nonetheless, instability might serve as an incentive to the plebeians to permit the ascension of the former Imperial Regency Council, a course I am much weary of pursuing. Our initial endeavors should be cool, collected, and precise. We must conduct ourselves in a manner similar to lupine entity, and act with shrewdeness and clandestine preparations. It would only serve to further our cause if we restrained the outcries of our inexorable, insuperable lion hearts. Thus, I say we shall be wolves and hide daggers in our smiles." "I concur," Rabin agreed solemnly, "Alistaire is unlikely to approve any large-scale reaction against this austere and undeniable act of Quendine indulgence. After all, why should they expend so massive a budget unless they have designs which would make such an investment worthwhile?" "Gentlemen," Demetrius chimed, "My proclitivites beseech me to acquisce to your superiority in political abilities, thus I presume we are committed to fighting grotesque conflagration with righteous, purifying flame. Do you believe that Congress would perceive any expansion of our armies as justifiable?" "They most certainly would," Jacob chuckled smugly, "The Progressives and Socialists may be inclined to resist such a motion, but it will invariably pass upon the stalwart wings of fear and necessity." "Excellent," Augustin murmured emotionlessly with a shrug, "However, I shall be satiated whether we desist from conflict or rip the world asunder with our desire for vengeance. I am not particularly eager to sacrifice the lives of our young men for nothing but an illogical war, Mr. Rabin." "I will wait until ample justification is presented," Rabin assured him with a crooked smile, "We shall now take your leave and permit your contemplation of such matters. Come Demetrius."

Imam Ismael Muhammed Basri and Consul Maximilien Rowain Lucien sat quietly in the most obscure corner of a small coffee shop along a dark, narrow, and desolate street on the very edge of Myr. They spoke in a hushed French as they awaited the heavenly brews that the owner would soon deliver. The scent of rich cinamon and coffee beans hung decadently in the air. All castes of society, which in this region was thoroughly Arabic and Islamic, played witness to the occassion and at times called out greetings in Arabic to Ismael. After all, he was now the young, charismatic, and unchallenged leader of the latest rising political organization. The People's Islamic Socialist Alliance had gained renown among the lower classes as their champion. They lacked the elegant clothing and sophisticated accents of the Moderate Intellectuals, disdained the terribly conservative proclivities of the National Liberals, and smirked at the sparse passion demonstrated by the aging and feeble Progressives. Socialism and Islam were destined to reign in the nation soon, but nonetheless Ismael remained humble. It had been only last year that he was Malik Khan's disciple, confident, and follower. However, they had schismed, much to Basri's malcontent. Certainly he favored Socialism, but must it cost him so dearly? His partner, the exemplary Consul, was a young, brash, but calculating military commander and another up-and-coming politician. He was well-known among the prominent Socialists of the Party and had cemented the fusion of both ideologies. Nonetheless, they were now deeply embroiled in a discussion which would shape the very foundations of the fledgling political movement.

"It appears as though the Quendine Populists are mobilizing," Lucien remarked apathetically, "The Liberals and Progressives alike are frenetically attempting to garner all necessary resources to counter-act any act of aggression which might occur. Nonetheless, our representatives consistently lack a definitive perspective on this matter. Martial expenditures will only cement the authority of the military commanders such as myself, although it may involve a reasonably trying increase in taxes, which will undoubtably offend the sensibilities of the people. What is your opinion on the matter?" "Allah willing, we must endeavor to eschew any conflict which may cause undue strains on the populace or result in an atrocious number of fatalities," Ismael replied in his abrasive but charming voice, "I do believe that Mr. Hawthorne is content to warn the Quendine governance that bellicose advances will be met with all force which is deemed both expedient and necessary, although his sophistries will render the threatening undertones of such a statement dull. I believe such a policy is sound. Nonetheless, it is likely that the Moderate Intellectuals will consent to a strengthening of the military capabilities of Luciratus. We merely support one endeavor and oppose the other- the people will know their own." "I concur with your judgement in this regard," Maximilien assented, "However, if military intervention becomes inevitable, it would be far more healthful for our cause if either my command achieve a rapid and successive series of victories and triumphs or Monsieur Carranza's expeditions concluded as abject failures- none withstanding the horrid cost of human lives and capital." "The mechanisms of the world most assuredly violate the morality which Allah's devout our obligated to follow passionately and floridly!" Basri cried, "How deplorable it is that men's lives shall be compromised for the sake of that affliction abhorrently addressed as politics." "Aye," Lucien agreed, "A grieve politic, indeed!" "Please forgive me if I am not particularly inclined towards humor at the moment," Ismael murmured pointedly. "Indeed, I comprehend your mental processes, Ismael," Lucien replied empathetically, "and shall plead your pardon for my whimsical disposition. Nonetheless, what is your opinion of the more recent developments within the Quendine nation?"

"It appears as though there culture has become increasingly emancipated," Ismael remarked carefully, "I recall the conflict in Israstine where juvenile, arrogant, and impractical monarchs reigned supreme over their country. Now, they have attained a fledgling Communist Party and have begun to nationalize specific industries- if only through wartime necessity. Perhaps, we may be comrades in the future- Allah willing." "It would be an interesting proposal," Maximilien agreed seriously, "Didn't you swear fealty to one of those monarchist partisans?" "My companion succumbed against his own desires to act as an emmissary from Imam Malik Khan," Basri answered miserably, "It matters for naught though." "Very well, then," Lucien sighed, "I would hope you could resist your relatively disheartening sentiments, although I do support you." "How should I respond?" Ismael snapped, "My teacher and associates have deserted me! It is only through the strength and love of God as expressed by his one true prophet that I did not succumb to such thoughts. Fuck!" Various eyes nowed locked on the young cleric, who held his throbbing head fiercely between his clenched hands. "Shall we continue this discourse in the evening chill?" Maximilien quipped. Both men marched wordlessly from the cafe and finally settled on an outside wall. Lucien quickly handed his campaign a cigar delicately laced with marijuana- which was illegal. "You know of my antipathy towards these pernicious substances," Basri spat, "Lucien, what should I do? My family has disowned me due to my untraditional proclivites, and now my former comrades has deserted me. Does life bear any meaning for me now?" "Yes," Maximilien replied, "There is only the scarlet crescent now, revolution..." "One day," Ismael whispered, "Liberty shall reign supreme, and then I can die and fade into obscurity." "Never," Lucien contradicted him, "I will ensure our immortality." "Why should men be immortal?" Ismael mused, "Why do they require liberators? The proletariet will liberate itself. We are merely willing to support the revolution, and by peaceable means if practical." "Quoting el Che," Maximilien noted. "Paraphrasing," Basri replied, finally grasping the delicate cigar gingerly in his hand.

President Alistaire Hawthorne glanced through the tentative reports once more. Luciri intelligence had garnered enough information to know that the Quendine military was mobilizing and expanding at an alarming pace. Likewise, such a motion made little sense if the set policy of La Imperium Populi was centered around self-defense and efficiency. A large military taxed the economy sorely and could have devastating repurcussions if managed incorrectly. Why would they require such a force unless the governmental officials in that nation were planning to wage a war within a short time period. Nonetheless, the more troubling news came from Bladia- where surveillance and rumors confirmed that the Kingdom had taken offense to such a drastic increase in martial activity. What earned the absolute attention of the Luciri government was the possibility of a reaction or misunderstanding which could spark a conflict. The government was thus working diligently to eschew such an event if at all possible. Congress had already passed a bill which doubled the size of the military and mobilization had commenced, although the officials stressed that they were doing so only for defense purposes. However, at eight million men strong, the army was the most powerful in the nation's history. Hawthorne, who had risen to power not only on the basis of his merit but also his opposition to conflagrations of any kind, was lightly criticized for his refusal to initiate a struggle with Congress over an increase in troop level. Despite this, Alistaire knew that precautions were a necessity if Luciratus was to be prepared for the possibility of an aggressor on their doorstep. The only matter which remained was to write the authorities in La Imperium Populi in an earnest attempt to open diplomatic channels and learn more about their recent policies. After all, the Quendi tended to be more peaceful than the more hawkish oligarchs- though the new democracy could be influenced by new leaders.

"Alistaire?" Secretary of State Hermann Yossan asked, "Shall I compose an address towards those exemplary officials within the governance of the Quendine nation?" "I shall endeavor to do so myself," Alistaire answered softly, "I have entertained earnest diplomatic discourse with their governing entities in the past and retain a degree of repute among certain countries." "I understand," Yossan murmured, "Although, you tax yourself heavily as of late."

Sixteen days had passed since the senate raised its mobilization bill. Sixteen days of public debate about the two controversial bills. Just a week before the New year celebration millions of Calaquendis and Moriquendis, Eldars and Avaris, Amanyars, Úmanyars and Avamanyars, Vanyars, Noldors and Teleris. The entire Quendi nation poured out in the streets of cities such as Charn, Armenelos, Jarche, Wanalin, Xanth, Eldalondë, Ulthunias, Lacynost, Nargothrond, Avalonnë, Istar, Angrenost, Nan Galen, Aglarond and Tirion to attend the assembly and craft a popular creed.

As the day passed and more and more quendis arrived to their local assembly it quickly became clear that the mobilization bill was far less controversial then the military first bill. The first bill was welcomed and only the extent of the mobilization was drawn into question. Some of the people questionned the fiscal wisedom in raising an army for borrowed money, whereas other disputed the need for so massive an army due to the location of the quendi continent. Others again refused to tolerate the establishment of a conscript force as a breech of the human rights of the citizens. But in the end the majority in almost all major assemblies supported a loosely defined authority to raise a vast force to be given to the Tetrarchy and the Provisional Government. With the Grand Assemblies of provinces such and cities such as Shanti-Aglarond, Armenelos, Charn Jarche-Amaranth, Lesser Ulthuan, Aranorn, Almaren and Chand taking the lead the assemblies passed the bill after a shockingly fast five hours debate.

The Military First Bill on the other hand faced massive opposition from many interest groups. The expected support from the courts however didn't occur as the High Justitaria blocked her subordinate judges throughout the lands of the Quendi to contest the bill. That, along with a speech by Princeps Lucretia Mysetis to the assembly of Cate Niya in Cirhtyi, made many of those moderates who could have opposed the bill support it. With the Grand Assembly of Annúminas as the only major assembly to oppose the bill on the grounds of its impact on the economy, and the Grand Assemblies of Fornost Erain, Sirimath, Arthedain and Tol Valimar as the only major assemblies opposing the bill due to its militaristic and human rights restrictive elements the vast majority of assemblies and a clear majority of voters supported the bill.

It took two days to pass the two bills. The fastest decision made by the assemblies on matters of that importance. In the end a massive 87 % voted in favor of the militarization and a clear 73 % voted in favor of the Military First. The reason the two bills passed was due to the fear and terror that had gripped the public. No one wanted a war to ravage the lands of the Quendi once again and to prevent it voters would go far. Thus, five days before New year, the Provisional Government could celebrate in Borremeo Palace knowing that their plan had worked. Sable and her mistress could be pleased knowing that soon the militarization would commence. Soon their enemies would learn to fear the People and Senate of the Quendi.

OOC: Never actually saw that one, was it good? But it is unlikely to happen for several reasons. First of all if one of your vessels crossed into quendi waters it would be given a warning first, secondly if I where to attack it would be with stealth submarines and FA-18's as there are no significant airbases on the Misty Islands, and even if there where they would send maritime patrol crafts not fighters.

His foreign minister was far away, at the Imperial Commonwealth League of Crowns Council, see to the affairs of most important alliance the Grand Duchy was involved in. As the Quendi were also members, this was an alarming development. Would the Quendi drag the Grand Duchy into war? Would they drag the whole alliance into war? Moving back in front of the microphone, he engaged his ministers again.

"Besine," he asked his Minister of War, "what is our strength, how many can we have on the ground in the Quendi Imperium, and how soon?" if they want our help, he thought.

"We have a few legions that are not ready to move, but within two days we can begin moving troops, and should be able to have 60 legions on the ground within two weeks. I've already ordered air and sea transports to prepare, and am mobilizing the Coast Guard reserves and pursuit aircraft for escort duties. I suggest that we seize a number of civilian sea and aircraft to aid in the transport, as it will be a monumental effort."

"I'll talk to Domestic Affairs about that," he responded. He didn't want to have to do a general mobilization, and take people and resources out of the economy. His party's strength was based on their ability to keep the money flowing. "Besine, do what you can to get the other few legions ready for service, but don't get them ready to move, we need them here. Keep the Order of the Watch on guard. Don't let our neighbors see us as vulnerable. Đorđe," he called out to his foreign minister "talk to them. Figure out what the hell is going on and if they need us. I need to work on Domestic Affairs for a few hours, but I expect you to tell me what's happening by the end of the working day."

Linked directly to the nearby Imperial Fortress, the Headquarters of Imperial Command (Central), the complex web of tunnels housed several vast chambers filled with the reserve equipment of the Imperial Army Guard. The Imperial Army Guard served as the defense force of both Imperial City and the Emperor himself and its red and black uniformed members could be seen at all hours of the day on patrol throughout the city and Palace grounds.

Among the barracks, garages, armories, storage for fuel, food and water, there was another layer of chambers that were off-limit to all but the most trusted and veteran Guard. This was the secret bunker of the Emperor, where he went to make decisions on subjects related to warfare. To gain entry to the bunker, one was required to pass through at least three seperate checkpoints, each one manned by a pair of Guards and under scrutiny by cameras and machine gun blisters in the walls.

It was in this place that a vital meeting was underway, a meeting that would likely determine the short-term path of the Empire, at least in terms of foreign policy. The topic of Quendori mobilization was being discussed and debated by the men and women who advised the Emperor, as he sat at the head of the meeting table and listened intently, wisely taking council before making his decision on how large a threat such mobilizations may become.

the 8th fleet had come to a halt in it's patrol and a single frigate left the formation and entered quendian waters, it purposely disabled its stealth abilities and broadcasted its location to the quendian subs, which had been noticed more then once

the captain broadcasted a message tot he nearby port "Attention Quendian Port, this is Bladian frigate severus currently transporting Grand chancellor Tara to talk to the Imperial regency Council"

Grand Empress Lucille and the rest of the United Government Council sat in the chamber that had once been used for cabinet meetings and now was the meeting place for the UGC. Grand Admiral Moonfire, the longest serving member of the UGC and Councillor of Defence, had just finished her report on the Mobilization in the Quendi Empire. The councillors looked concerned. Relations with the Quendi had cooled down over the past years, and there had been almost no talks since the United Empire had joined the Steel Pact. After a few moments of silence, Cameron Maywood, the Councillor for Foreign Affairs took the word. "Fellow councillors, I think the choice is easy. We are bound to the Quendi through a long friendship, even though it has cooled down lately. On the other hand, we are a member of both the Pact of Steel and the Sovereign Empires Coalition, both of which might get involved in this at some point. And we don't want to fall foul of any of our allies, do we? I say we stay neutral for the time being." The others nodded, except Moonfire. "What if the Pact sees this as a threat and attacks? We would have to break with one of our allies then. Even worse, what if the SEC then decides to stand against the pact?" Maywood looked at her. "Well, we stay neutral if the Pact intervenes against the Quendi, even though if that involves leaving. The SEC, on the other hand...we will follow their stance."

The discussion was over quickly. The Council decided to follow Maywood's suggestions: The Empire will stay neutral, not follow a possible call for war that might be issued by the Pact, even if that would mean resigning from that organization, but always follow the stance of the SEC should the Coalition decide to act.

'alright, I want them to move to the nearest military base and document it, we have satellite surveillance but we need intel of the base schedule" said Commander Ethan Geraint Thomas, leader of the blades, Bladia's best special forces

"I want the second squad to move in and secure a VIP in a coastal town, supposedly he and his family moved there a few years back and have now been receiving threats because their bladian, I want them secured and extracted" Ethan also added

"yes Knight commander" the second in command said and went off to deliver the orders
