long time has passed since our nations last met to discuss important matters concerning the co-operation between the nations of the Sovereign Empires Coalition. Therefore, I invite you all to our nation, to attend the Third S.E.C. Conference.

Many of you will remember what happened at the first S.E.C. Conference, hosted here in Fort Aquilaine, when a group of anarchist terrorists called the Nighthawks destroyed the building the conference was held at and assaulted the capital. To ensure the safety of all delegates, the conference will not take place there. Instead, we shall meet in the city of Aniscans, capital of the Protectorate of New Aquilinia, at the governor's mansion. Please inform me whether you will attend the conference, and how many delegates you will bring. I am looking forward to meeting all of you.

Dearest niece,

It is as always a pleasure to hear from you and I hope both you and your family are well. I myself have never been better and I thoroughly enjoy my new job as High Representative of the Quendisphere. It is a hard but very satisfactory work to craft into being a supranational union state.

Sadly however the work burden associated with my new occupation leaves me no time to attend this the third SEC conference as important matters require my attention elsewhere. Thus I must regretfully announce that I will not be attending the Aniscans Conference.

However I shall be sending the esteemed senator Garion Nucato, who enjoys the confidence of the senate and people of the Quendi, to represent both La Imperium Populi Quendorum and the Greater Quendi Co- Prosperity Sphere. The senator, while without prior experience in foreign affairs, is thus in a position to make decisions on behalf of the Quendisphere in the unlikely event that or observer status should call for our resolve.

I hope that the Aniscans Conference will be crowned with succes and that its results will improve both the SEC and the world. Furthermore I wish both you and your family all the best.

While our nation has begun to enjoy prosperity again we our still lacking in most modern transportation and as such will be sending our representative by boat which should arrive in a matter of weeks.

The representative, the brother of the Prinsé and minister of foreign affairs, Alastor Le-Aria, will be coming with one guest. This guest shall serve as not only an aid but also as security for him during his time there and we hope this is fine with all other officials that may be going.

On the behalf of the my Empire I want you to know that it is a great honor to be invited to our Coalition's annual head of states conference, for that I thank you. However let me be honest with you, though it is my greatest personal wish to personally attend this conference - which would be my first ever since I become the new Fuhrer-Emperor - I am afraid that I must break the news that, sadly, my ministers are adamantly insisting that I do not come to the conference this year but instead have someone else of a high calibre to represent Redzon at this conference.

Unfortunately for Redzon and to the entire Sovereign Empire Coalition as well, the crisis we face concerning the threat of the Chaos followers must be made priority first. I offer you our deepest condolences to live that were lost in your country. If I can be more honest with you, our Empire is also extremely vulnerable at this point and I must take command to ensure the safety of my fellow subjects before hand. I suggest that you took look into tightening security measures because there might be a little chances that these Chaos cult may attempt to attack this conference.

However, we have the highest confidence in your nation security after experiencing the deadly strike with the previous Nighthawks incidents and I must stress it here; we remain committed to Aquilinia, and the entire Sovereign Empire Coalition. Thefore, I hope that the representative that I would be sending could be well received by your nation and statesmen in such conference.

The jet touched down on the tarmac of the main airport and taxied to a stop, the plane door opened and the stairs folded out, Two Life Guards Stepped out and stood next to the stairs as out stepped Felicia. A crowd had gathered and was barely being held back by the police as the Princess stepped out, they cheered for her and she waved to them and smile. She walked towards the group and said hello, she talked to a few of them and signed a few pictures and other things, she then waved goodbye to the crowd and proceeded towards her welcome party

Alastor walked slowly down the pier, shaking his head slowly and smiling as he led his aid, Lilly Peterson, towards the plane that had arrived to pick them up. He held her hand tightly, almost squeezing it to tightly as they entered the jet; they’d never been on or even seen a jet, Northern Felaria was caught in between the old and the new and no end was in sight to the cross.

The both looked around in awe at the machine, laughing as they touched every button or switch that was on the jet. They weren’t completely out of technologies grasp however, they still had computers, phones and other such things of the modern world yet their infustructure was behind by centuries. They were trying to modernize it yet that would take time and money; it could also throw Felaria back into a depression if it wasn’t done right or if people didn’t want to change.

But the two of them didn’t worry about that and quickly boarded the plane, strapping them in and looking in amazement as the jet toke off into the air and towards the needed destination.

Grand Empress Lucille walked through the halls of the governor's palace. It was comparable to the legendary Versailles, albeit only a third of its size. She didn't really like it at all, the place was far too pompous for her preference. Outside, four flags were being hoisted - the Union Flag of Aquilinia, the White Ensign of New Aquilinia, defaced with the Protectorate's coat of arms, the Imperial Banner, and the flag of the S.E.C. At the airport, two miles away, limousines were ready to receive the delegates and bring them to the Palais, where they would be welcomed by the Empress herself.

Senator Garion Nucato, member of the Provisional Government of La Imperium Populi Quendorum and Senior Secretary of the Greater Quendi Co- Prosperity Sphere was not a man who enjoyed travelling to foreign nations. A corpulent man in his late seventies the almost bald senator was not suited for sitting in a plane for hours at a time and he knew it. But for some peculiar reason the tetrarchs had appointed him to represent the Quendisphere. Personally Nucato thought they did so to prevent him from blocking legislature in the senate. It was no secret that Nucato was fiercely opposed to advancement of the Aleera Doctrine and the resulting change in foreign policy. Nucato's Quendi First policy had often enough brought him in conflict with the standing dogma of the tetrarchs and sending him out of the country was a brilliant strategy to further the policy of the tetrarchs.

Indeed had there been a looser during the civil war it was Nucato and his supporters. The position of the senate had been shaken and the policies of La Imperium Populi was controlled by popular creeds and by the will of the tetrarchs. A position in the provisional government didn't change the feeling of defeat that had plagued the senator since the ressurection of the Quendisphere. The hopes he had had to High Justitaria Alesia Alcedina, Supreme High Chancellor Rillian Raa Xanthi and lord Ilion Miolandra had been destroyed, as had his illusions of republicanism.

As his plane, a fully equiped MR-SST, curtesey of High Representative Alcedina, descended down upon the city of Aniscans the senator couldn't help but feel bad for himself. La Imperium Populi was not what he had dreamed about during years of opposition to the Imperial Regency Council. He would have to do something when he returned home.

As the plane landed the senator took a glass of tegan brandy to prepare himself. With the help of a page, yet another curtesey of his enemy the young princess who, for no other reason then her blood, had been elevated to a position for which she was clearly unfit, the senator got up from his seat. A tall man compared to most, if not compared to his own people, the senator took up a significant amount of space as he walked down the staircase to the runway smiling the best he could to make a good first impression on his hosts. He had heard that the conference was to be held in a building named the Grand Palais and had been positively surpised by the modesty of the building. Perhaps the half human empress of Aquilinia was of another breed then her Alcedina relatives.

OOC: Now, everyone is at the Grand Palais, where the conference is being held.

The Imperial delegation took their seats. Beside Grand Empress Lucille, the group included Lucille's best friend and spiritual advisor Sarah, Protector-Governor Guillaume Benuit, the governor of New Aquilinia, Caithe, High Chief of the Sylvari, Grand Admiral Helinniel Moonfire, commander-in-chief of the Imperial Armed Forces, and Dame Faye McCarthy, the acting Crown Regent of the West.

The Empress stood and faced the assembled delegates. "Mae Govannen, dear allies. Welcome to Aniscans! We have assembled here to discuss issues regarding the Sovereign Empires Coalition. If anyone has a proposal to make, please speak, for there has not been a fixed schedule." She sat again, and waited.

[Finium]

"I believe the next constitution should be addressed as soon as possible." said Helen Andracula, "It will, of course, define anything else we do."

[Of the Quendi]

"Nai eleni siluvar antalyannar, taren ar heru Aquilya." Senator Nucato politely replied to the empress with a deep bow. Despite his overweight and age the senator was surprisingly gracious and elegant. A bit surprised at the quick introduction the senator stood still for a moment before walking to the seating of the Quendi representatives. His secretary quickly found a block and prepared to take notes on the conference.

A brief jolt ran through the corpulent senator as the finian woman suggested that a new constitution was to be drafted. Senator Garion Nucato had not been informed that such a proposal could be raised or even that there was discontentment with the old constitution. Either Princess Aleera had chose not to mention it, or more likely, she had not been aware of it. Suddenly the low prioritized conference seemed to be less of a formality. Turning his big corpus towards the finians the senator spoke. "I was not aware that the current constitution was not satisfactory to the people of Finium. Perhaps you would care to enlighten me on why a new constitution would be needed and what it would entail, medama ... Andracula?" The senator had to look through his paper before remembering the name of the finian.

Felicia listened to the Quendian observers question and spoke up "The current constitution was scrapped after it showed extreme similarities to the Judean constitution" She then went quiet again

OOC: In the interest of time and so on...

The Commonwealth delegate, Paladin-Governor Tarkus Aurelius, knew that he wasn't the most liked person attending. He however, had been joined by a remarkable Ulthranian, Field-Master Julius Marcellus, whom had become the Coalition imperial commander and a amazing commander, which would hopefully bring his likeness upwards. They had brought with them the progress of the Astraeus Program, the military build up and themselves hoped to get back into the swing of things, in their nation's absence from the alliance. They however, not being entirely diplomatic men, Marcellus being entirely military, they brought a Commonwealth offical, Minister Karl von Krispendorff of Lucius-Drakus, to counter balance.

What became clear was how strongly Ulthranian they were. They gave gestures of greeting and salutations to other national delegates, but did not waste a single moment setting up and preparing their case and so on, with the exception of Krispendorff, who gave various greetings. Field-Master Aurelius was dressed in his military uniform and stood at attention for the Paladin-Governor before sitting next to him. They all sat down and listened to the Quendian give observations and listened rather carefully. After hearing the response from the Bladian.

"Obviously a more superior one will be produced from this conference today, amongst other things, of course" Krispendorff said with a cheerful smile

Nucato was confused to say the least of the statement from the bladian representative. While he where no fan of the SEC or the Judean Sanctum he knew enough about both organization's constitution to disagree. Especially in regards to Article I or both organizations the differences seemed great. "I see. Well Elbereth forbid that the SEC constitution should look to much like a very similar organizations." He said with a smirk while his secretary began writting.

Thirsty after his seventeen hour travel the senator gestured to a servant. "Well may one inquire about the intentions of the attending memberstates for such a new constitution. It will certainly interest the people and senate of the Quendisphere to hear about how a new constitution will look." He said.

Jeremiah, you bastard. Lieutenant General Olivier Rena de Novara - Princess of the Redzoni Australian Province - thought out loud... she had followed the opening statement from the host, and the commentaries that came after and decided... she'd rather got herself stuck in a battlefield instead of this international political arena. The new young Fuhrer-Emperor was lucky enough not to be here she thought. Emperor Jeremiah White of Alistaire simply do not possess adequate experience in handling international event like this. Either way she wanted to hear more on the current event before she could present her thoughts.

OOC: Pretend that I'm here, I'll post if anything important came up but don't expect this character to be involved with little conversation. Sorry, rather busy.

Caithe, the High Chief of the Sylvari, brushed her grass-like hair out of her face, and looked around the room. It had only been four months since the Sylvari nation had become part of the Protectorate of New Aquilinia, and through that of the Empire. One month before that, a small expedition had reached The Grove, the home of the Sylvari, hidden deep in the jungles of New Aquilinia. Now, their best hunters no longer wore the white of the French Kingdom - a nation they had met centuries ago, and that had been destroyed long ago. No, the Sylvari now displayed the colours of the Aquilinian Empire. A cohort of Sylvari troops had already been formed to join the Colonial Legion, and the woodfolk, as some called them, were now a proper part of the Aquilinian nation. They already shared the Aquilinian gods, and they were swiftly learning English additionally to their native Celtic language - and French. Despite them being plant-people - yes, literally plants, however they had no outward difference to humans except the colour of their skin, which varied between various light shades of green - they had already integrated well.

Caithe looked at the notes before her again, especially the constitution of the SEC. She did't know much of international diplomacy, so she decided to do something about her ignorance. She took the word. "Honoured delegates," she said in the song-like voice of the Sylvari, her English only slightly affected with a French accent. "The Sylvari are a young people when it comes to the international stage. I have only read one of the documents concerned, and I am a bit confused. What exactly is the problem with the constitution of this Coalition? I see nothing wrong in its contents."

OOC: For those who don't like the idea of plant-people or stuff like that, just think of the Sylvari as a people that have had no contact with civilization for almost three centuries (since around the French Revolution, anyway). The plant aspect only affects their culture, anyway; their abilities are very simple to those of humans, same as with my Neko.

"I for one" Senator Nucato said while gesturing to a servant, "happens to agree with my ... Green colleague, in part." He said while pondering for a moment if his comment could somehow be construed as racism. He hoped not but he was aware that many people associated the mention of skin color with racism. "I however find any mention of the Greater Quendi Co- Prosperity Sphere in the constitution to be a direct insult and a slap in the face of the senate and people of the Quendi. I am aware that her imperial highness and grace, the high representative has so far not addressed this spat in the face of all her people but I can not stay quiet any longer. While introducing itself as allies of the Quendisphere in its very constitution but none the less maintaining close ties, yes even joining ranks with, sworn enemies of La Imperium Populi Quendorum the SEC is insulting my nation and I must therefore insist that any mention of the Quendisphere is removed. Immediately." Ending his speech the corpulent senator gestured once again to a servant this time more overtly.

"If the constitution should be reinstated let it be done, but we need the guidelines provided by a constitution... any constitution... to achieve anything worthwhile." Helen said glaring around "The question is not should we build a constitution it is how should we go about it."

LT GEN, Olivier Rena de Novara, Princess of Redzoni Australia Province:

"Well without an effective constitution, the Sovereign Empire Coalitions would be an illegal organization...so everyone would agree that we all need a Constitution I assume? If yes, then let's set up a Commission consisting of experts from all members of this organization to draft one shall we? But of course, we need to discuss what's going to be written the said constitution first."

"Well, do not worry senator to the Alcendina, if the new Quendisphere does not wish to have any connections to the charter then so shall be it. Besides, the Most Serene Republic of Redzon also understand it completely that Quendi now is nothing more than mere observer. Sir."

[Aquilinia]

Grand Empress Lucille nodded at the proposal. "Good idea. So, let us gather some ideas for the new constitution." She looked around at the delegates. "Anybody got any thoughts?"

Caithe tilted her head in thought. "Well, this is a bond of nations, intended for mutual defence, right? The question is, defence against what? Will we only defend each other, or will we defend others as well?"
