Hm...I don't think there would be a "weak" moment.
The Republic and Principality will join together in almost everything.
They will have a common customs-union, they will use the same currency, their militaries(The Principality will have a MUCH weaker military) will be in a complete alliance etc.

Also, we do not see the Republic of Jbeil (or however it will be called) as the rightful state in Jbeil - we only recognize them because the monarchy does - and therefore they have no right to give away lands that rightfully belong to the Jbeili Empire. Lastly, Aquilinia does not accept purely religious claims of leadership - we only rarely accept theocracies in general, depending on what their populace (and the rest of the world) thinks of that theocracy.

The thing is, Grand Empress Lucille, who had seemed to be quite liberal, has started cutting down on political liberties, and is also starting to cut down on civil liberties - while people are still free to do what they want at home, public life is starting to become quite regulated, the press is slightly censored, etc.

OK, let me clarify the situation.

The Republic and the Principality of Menaton will sign an "Independence" treaty, to consolidate each others sovereignty. The same will be done with the Republic and the Theocracy. The treaty will include the alliances, monetary business, customs-union and claim on land and much more.(All will claim the land given to them)
It is your choice who you wish to recognize, but the Theocracy is actually not formed because the Church wants land, but because the Secular Republic will no longer allow the Church to operate out of one of its cities.
