Id really lower that unless you want your men to starve and fight with hardly any ammo. I use .85% of my pop in most conflicts. My men that way can be the best trained, best equipped, and smartest soldiers they can be.

Less men = better weapons, tech, etc. and generally dedicated with the highest moral

More men = worse weapons, less tech, etc and generally worse off and grumpy

For a small nation like yourself I'd go for 2.2% so you can play with how you like your army.

5 Million troops? You would still be in a shitty position with that much population.
I am over 1.2 billion in pop., yet I only have an army of ~850,000 men. What does that allow? A lot more money for training, equipment, tanks, transport, planes, ships...

I've got 758 million and have a military of 30 million, but hey we're an empire so lots an lots of money still goes to training, equipment, tanks, transport, planes, ships...

Maybe, but your Nation has no funds in Education. What uses are troops when they can't do anything which requires that?

But then if everyone wants to join the military (which they wont), who will build the weapons? Who will feed the Nation? Who will want to live in a Nation with no Education system?
You can't claim that every single one of your citizens loves everything your leader says and just wants to go to war to get killed. They have "minds", you know.
