The Ruivan Empire would like to build a permanent military base to offer you protection against any other foreign invader. if you refuse then we will leave as requested. but please under stand that if a nation does invade you. we may not arrive here quickly enough to provide assistance whereas if you allow us a base we can delay them long enough to get more reinforcements here.
