Dear Ruling Board of Directors,

I am appalled to here of the massacre that took place earlier today in Yarok. I would like to know the details of this uprising for it is hard for 100 citizens to die, most unharmed I have heard, and not to have even a single officer of the Law even injured! Do your officers know no bounds? Are they not sworn to protect your people? Did they not kill the people they are supposed to protect? This show of democracy by simple commoners should not end in a massacre! I am scared to hear how you would respond if a man told you he didn't support you. I would like for this board to carefully rethink their interpretation of what human rights are. The outright slaughter of civilians is uncalled for and if continued then we shall be forced to intervene to protect the citizens of Albysa from your tyrannical and murderous views that vlue the bottom line over human lives.

We are appalled and disgusted with your decision and we call for the release of the 3 men. We understand that to undermine a government may want you to dispose of them. But don't you think that it is time that you change your government. Do you not think that this incident is the call for a different government. I beg you to differ this from a Fascist or Communist Revolution. But it seems your nation is just run by a company. We will support the release of those three men. We, sovereigns of our people, must rule our nations with complete power, or face certain bloodshed, as these riots have once again proven. The Directors received thousands of letters a day. It was natural. Most of them were singing high praise for the Board doing one thing or another, others were anonymous letters of hatred. But no average letter made it to the Director's personal offices on the top story of Anyras Tower. Which made it all the more surprising when the members of the Board walked into the large, oval conference room and found a 3 letters sitting on the table.

Daniel Pride, the CEO of Horizon Defense Corporation, opened them and read each one carefully. He laughed, causing the other members to look up.

"Can you believe this? We've been exiling traitors for decades, and these foreign idiots are just NOW caring? Well, better late than never, I suppose" Daniel laughed, tossing the letters onto the table. Lisa Ferden, the head of the EDGE Corporation, was not so optimistically apathetic.

"This could be dangerous. One of them threatened military action against us. We need to carefully plan a response."

A scoffing noise came from an older man sitting at the head of the table. Thomas Payne, current Chairman of the Board, shook his head. "Nonsense. We'll do what we've always done. They said that we need to stop killing protesters. So, we will. No more public killings. Instead, we just send em all off to Hyrvan like we always do."

Daniel thought about it; it made sense. "True. But eventually they'd find out about the work camps. I can only imagine the shit-storm that would ensue from that."

Venessa Martle, the CEO of New Light Energy, now spoke, tossing her black hair to the side. "Listen. We can't keep publicly executing people. It is, after all, bad for business. But we also just can't send everyone to the work camps. So, we need a compromise."

There was a silence around the table, and then Matt Hazard, the final member of the board and CEO of Albasya Transportation, spoke. "What if we opened work houses?"

A long round of looks shot from around the table, and Matt explained. "Vanessa is right. If we keep sending people to the camps, they'll get full. Someone will inevitably escape, and then we're going to have a serious problem. But we also have to have the industry. So, we open work houses as a compromise."

Lisa shook her head, sipping at some champagne. "What the hell is the difference between the work camps and these 'work houses?"

Matt held up a finger. "There is a large difference. The work camps are top-secret and there only for punishment. The work houses would be both punishment and a voluntary place the poor and unwanteds would go."

Thomas nodded approvingly. "Very good. I understand. We open these work houses as places the poor and destitute can go to earn some money and learn job skills. Then, they'll flood in like sheep to the slaughter."

The Board discussed it for a while longer, and when the plan was formulated, the champagne classes clinked.

Later that day, a news broadcast popped up all over the country.

Good evening Albasya. I am Karim Vailo, with today's most important news. Our top story at the moment is one of unusual value. The Board Of Directors released a rare personal memo, stating that it would be establish workhouses where those who are poor, destitute or disabled may go to get some money and living resources. The workhouses are to be built from old warehouses in industrial districts. The memo noted that this was in response to quote "A changing situation in the nation" end quote, although what the situation was was not specified. One thing is for sure, this shows just how benevolent the Board can be.

I have heard that your Board has recently commissioned that 'Work Houses' be created. I must inquire to your sudden response to create these work camps in such a time. You commission these houses almost immediately after protesters are massacred. I ask you whether these 'Work Houses' are really work houses? Or are they being created as a mask to conceal your capturing of the protesters after they scattered? Are you attempting to use the 'Work Houses' as detention camps? Have we not already began to speak out against your vile actions violating human rights? I cannot say for sure which of option it is but I ask that you would allow 2 representatives of a neutral nation of our choosing to inspect these camps. If you will not comply to these we will ask you to inspect them personally and deliver to us a report of your uncensored journey. Not the propaganda you feed your citizens but the Truth.

"They don't give up, do they?" Matthew tossed the Flexi-Pad onto the table. Lisa sighed, reading over the message herself. "Oh, get this. They want to send neutral-nation "observers" to inspect the workhouses." Lisa said, reading from the message. Vanessa, dressed in a red pant-suit and with long black hair, scoffed at this. "Observe? Observe what? If they think they are going to pull any human rights bullshit, they have another thing coming."

Lisa smiled wryly and shook her head, her diamond earrings glinting in the light and her medium length brown hair tossing slightly. "They want to make sure this isn't a trap for protesters or anything like that"

Thomas, dressed smartly in a deep blue suit with grey tie, spoke up. "Well, then that is even worse. The problem is, they are a trap. How do we hide that fact?" He sighed, taking a drag off of the cigar he held in his fingers. Vents in the ceiling quickly whipped the smoke away.

"I might have an idea. Another one, I mean. Let's make up all the warehouses all pretty. It'll be expensive, but then inspectors won't be able to peg us. We show them the poor and out of luck now happily at work in a warm, clean building and that'll be the end of it. " Matt said quickly

"Huh. Typical. I say we tell these foreigners to stay the hell out of our internal affairs. And if they don't want to, then we welcome them with a bullet to the brain." Daniel smiled evilly, glancing at his watch. Lisa rolled her eyes, reading the rest of the message. "Whatever the case, we must prepare for the fact that one way or another, they want to see the work houses" She reached down and pressed on her personal touch-pad, reaching her secretary, "Kiha, tell our decorators to make up every workhouse like something out of a sci-fi movie. Lots of shiny stuff, make it clean and comfortable, understand?"

"Yes madame."

"Good" Lisa smiled. "Now then, back to usual business....."

Dr. Timothy Salazar and Visser Yesuano Keliodani stepped off the aeroplane, the sun shining ferociously in their eyes, temporarily blinding them. A little jet lag, but that was something that could be easily fixed with adequate rest. They were dressed in formal business attire and carrying a small suitcase containing all the equipment they would need for their mission. In case things went south, Visser Keliodani concealed a small switchblade in his left boot- ready to be used at a moment's notice.

"What do you think we will find," whispered Dr. Salazar.

"Nothing much, these things are sometimes blown out of proportion. That said, I don't for sure," said Visser Keliodani.

After grabbing their luggage, they took a lightrail to their hotel and checked into their room. It was small. One futon, one chair, one bedside stand, one coffee table, and a small flatscreen was all that was in the room, and that was enough to make Dr. Salazar start to feel slightly claustrophobic! After they got settled, Yesuano sent the following missive:

To the government of Albasya,

We request permission to inspect your new Work House facilities. If they meet our satisfaction, we may be interested in using this system in Korintar. When can we examine them?

Sending this message off, Yesuano pulled the mattress out and took a short nap while Timothy wrote up his list of questions and quickly went over his rubrics for scoring government institutional facilities and work camps. This did not take too long for him to do, and due to exhaustion, he took a quick nap as well before getting onto the important work at hand.

John had been offended by all of the human rights being violated. He had orders from Ike Phelps the Commanding General to lead this operation. He had planned to have the "workhouses" taken over swiftly. He had a whole 20,000 men corps ready to take over the workhouses. It really rubbed him the wrong way when arrogance and selfishness was put in front of governing a country. First they had to deplete their first source of energy they had to disable all of the factories they could. He then ordered the planes with the men to try and find this country.

Lisa glanced over the message without much thought. The Horizon's Intelligence & Counter-Intelligence Operations Office had already found out the location, identity and purpose of the "neutral" Korintar inspectors. They would be shadowed everywhere they went, and if something should happen, would be eliminated quickly and without notice.

She was alone in the office, the other directors having already left the evening. Whipping out her Flexi-Pad, she quickly sent a note to the Industry Management Bureau to reply to the Korintar inspectors.

Soon after, a response was sent.

The Board of Directors has authorized you to inspect a workhouse facility in the Lerida-Quarter of Anyras. Two guards from the Horizon Corporation will be arriving tomorrow morning at 7:00 AM and will bring you to the facility. There, you will be allowed to inspect the workers and working/living conditions. You will comply with any orders given by the Horizon Corporation security guards, who will be monitoring you throughout your stay.

Vice President Payton Lane burst into the President's Chambers carrying a folder marked SIC. (This means the following Conversations are SIC or Secret-In-Charecter. You may not use them. Act as if you never heard them.)
Lane: Mr. President, it seems that the North African Union II is mobilizing for war. They have begun to call up reserves and are moving troops and logistic support to their various ports and airfields. They are also sending out several reconaisance aircraft in order to locate Albasya.
President Jeffery Milam:What do they not have a map to use? Very well it seems that they are also looking for a proper area to attack. They are being very bold in doing this. Sending planes to fly over a nation you are about to invade. So how many tons of equipment have they moved in the last day?
Lane:60 million tons total today sir. And that is only what we have seen them move. If I had to guess id put the total closer to 105 million tons. The NAU II can be good at concealing movements.
Milam:They are moving fast. I wonder if they are hoping to surprise Albasya. Probaly not since they have already sent out a message warning of war. Foolish. How soon can we have 3rd fleet near Albasya? I don't want to take any chances with either the NAU II or Albasya. Raise DEFCON status from 3 to 4. I authenticate. Send the Word.
Lane:We can have them there in 36 hours. The Word has been Sent. Do you want me to contact King Shantier?
Milam:Not yet. I must talk with the Council of Generals. Then we may talk. I have much to say to him. Dismssed.

General Ike Phelps walks in the room and explains his plans to the rest of his generals.
IkeGenerals good evening. Today we need to prepare for a coming war against the said country. We have most of the logistics worked out but we will not declare war. We are waiting for them to deny our ultimatum which they probably will. We have about 100,000 men ready to go at a moments notice. But we will assemble more if needed.
General JacksonWell sir my 5th corps can assist with the war plan drawn up. We could hit their Ion Work Camp hard. Or maybe in Lyruan. Then when we attack Cilretria we will already be there and then the 1st fleet can move up and block there port. But I guess it depends on what the other nations do.

Lisa glanced over the message without much thought. The Horizon's Intelligence & Counter-Intelligence Operations Office had already found out the location, identity and purpose of the "neutral" Korintar inspectors. They would be shadowed everywhere they went, and if something should happen, would be eliminated quickly and without notice.

She was alone in the office, the other directors having already left the evening. Whipping out her Flexi-Pad, she quickly sent a note to the Industry Management Bureau to reply to the Korintar inspectors.

Soon after, a response was sent.

To: Visser-8 Yesuano Keliodani and Dr. Timothy Salazar
From: Industry Management Bureau

The Board of Directors has authorized you to inspect a workhouse facility in the Lerida-Quarter of Anyras. Two guards from the Horizon Corporation will be arriving tomorrow morning at 7:00 AM and will bring you to the facility. There, you will be allowed to inspect the workers and working/living conditions. You will comply with any orders given by the Horizon Corporation security guards, who will be monitoring you throughout your stay.


Dr. Salazar rolled his eyes upon recieving the missive from Albasya. They will probably not allow us to do a proper investigation, he thought to himself. He showed the message to Keliodani, who scratched his left foot with his right, making sure he had his switchblade on him to take out the guards if necessary. Dr. Salazar packed a few syringes filled with a drug that would lower inhibitions and weaken one's judgement- in effect, a truth serum of sorts- along with a few tranquilizers and lethal barbituate cocktails, whose application would be obvious in an emergency, into his suitcase, along with some plastic bags, a pair of tongs, a brush, and his transponder.

They saw the guards waiting for them. "Good Morning, comrades," smiled the visser, "My name is Visser-8 Yesuano Keliodani. I take it you are the guys assigned to take us to the workhouse facility for our inspection?" As he said this he extended his hand in a friendly gesture. Dr. Salazar, dressed in his labcoat with a stethoscope came up behind them. Panting, he said, "So when do we start?"
