The Directors received thousands of letters a day. It was natural. Most of them were singing high praise for the Board doing one thing or another, others were anonymous letters of hatred. But no average letter made it to the Director's personal offices on the top story of Anyras Tower. Which made it all the more surprising when the members of the Board walked into the large, oval conference room and found a 3 letters sitting on the table.
Daniel Pride, the CEO of Horizon Defense Corporation, opened them and read each one carefully. He laughed, causing the other members to look up.
"Can you believe this? We've been exiling traitors for decades, and these foreign idiots are just NOW caring? Well, better late than never, I suppose" Daniel laughed, tossing the letters onto the table. Lisa Ferden, the head of the EDGE Corporation, was not so optimistically apathetic.
"This could be dangerous. One of them threatened military action against us. We need to carefully plan a response."
A scoffing noise came from an older man sitting at the head of the table. Thomas Payne, current Chairman of the Board, shook his head. "Nonsense. We'll do what we've always done. They said that we need to stop killing protesters. So, we will. No more public killings. Instead, we just send em all off to Hyrvan like we always do."
Daniel thought about it; it made sense. "True. But eventually they'd find out about the work camps. I can only imagine the shit-storm that would ensue from that."
Venessa Martle, the CEO of New Light Energy, now spoke, tossing her black hair to the side. "Listen. We can't keep publicly executing people. It is, after all, bad for business. But we also just can't send everyone to the work camps. So, we need a compromise."
There was a silence around the table, and then Matt Hazard, the final member of the board and CEO of Albasya Transportation, spoke. "What if we opened work houses?"
A long round of looks shot from around the table, and Matt explained. "Vanessa is right. If we keep sending people to the camps, they'll get full. Someone will inevitably escape, and then we're going to have a serious problem. But we also have to have the industry. So, we open work houses as a compromise."
Lisa shook her head, sipping at some champagne. "What the hell is the difference between the work camps and these 'work houses?"
Matt held up a finger. "There is a large difference. The work camps are top-secret and there only for punishment. The work houses would be both punishment and a voluntary place the poor and unwanteds would go."
Thomas nodded approvingly. "Very good. I understand. We open these work houses as places the poor and destitute can go to earn some money and learn job skills. Then, they'll flood in like sheep to the slaughter."
The Board discussed it for a while longer, and when the plan was formulated, the champagne classes clinked.
Later that day, a news broadcast popped up all over the country.
Good evening Albasya. I am Karim Vailo, with today's most important news. Our top story at the moment is one of unusual value. The Board Of Directors released a rare personal memo, stating that it would be establish workhouses where those who are poor, destitute or disabled may go to get some money and living resources. The workhouses are to be built from old warehouses in industrial districts. The memo noted that this was in response to quote "A changing situation in the nation" end quote, although what the situation was was not specified. One thing is for sure, this shows just how benevolent the Board can be.

Two guards from the Horizon Corporation will be arriving tomorrow morning at 7:00 AM and will bring you to the facility. There, you will be allowed to inspect the workers and working/living conditions. You will comply with any orders given by the Horizon Corporation security guards, who will be monitoring you throughout your stay.

The Horizon's Intelligence & Counter-Intelligence Operations Office had already found out the location, identity and purpose of the "neutral" Korintar inspectors. They would be shadowed everywhere they went, and if something should happen, would be eliminated quickly and without notice.
She was alone in the office, the other directors having already left the evening. Whipping out her Flexi-Pad, she quickly sent a note to the Industry Management Bureau to reply to the Korintar inspectors.
