We have wondeful time so fair and am very grateful for that. I was thinking if you could give us a tour of this place. and i would latter like to talk with Mr kono about visting o5vx. It will be grate timeing too dont you think. I just chose my cabinet menber a month ago am just leting them get use to the prosess.

"I'm sure Mr. Kono would be honoured to visit your country some day," the Prime Minister said. "He's very busy though, so I don't know how easy it is for him to get away. He has another job besides keeping us in line here.

"Now, as you can see, we don't actually have a building for our Parliament. We meet outside when the weather is good. When it rains, we go across the street to the Tim Horton's." He smiled.

"This whole area is actually a public park and the people are free to use it when we're not busy with Parliamentary affairs. When Parliament meets, the Sergeant at Arms ushers everybody out of the way - he isn't really armed of course. The people are welcome to stay and watch Parliament in session, but it isn't very exciting.

"As you can see, there are benches that the members can use. Some of them bring their own lawn chairs or just sit on the ground. Over there, there's a picnic table that we use for Cabinet meetings.

"A lot of the members have offices where they do most of their work. I have an office but I don't go there very often. I do most of my work from home.

"So, that's about all there is to it. Do you have any questions so far?"

Yes i still think it will be a good think to have a buding for this type of job some day.

"Well, it would be convenient to have a building, but there's always something else to spend the taxpayers' money on, isn't there?

"Now, if you're ready, I'd like to introduce you to the Members of Parliament." The Prime Minister waved his hand to get the attention of the Speaker.

The Speaker rose from his lawn chair. "The Chair recognizes Mr. Chang."

"Mr. Speaker," the Prime Minister said in a loud voice. "I have a special guest with me today, the President of O5vx, Mr. Kazeem. I ask the Members of Parliament to welcome him to Fatatatutti."

The Speaker rose again. "Mr. Kazeem, on behalf of the other Members here and on behalf of those who couldn't be here, I would like to extend an official welcome to you from all of the people of Fatatatutti. Will all of the Members please rise and show your appreciation?"

The Members rose and applauded.

"Thank you, ladies and gentlemen. And now, Mr. Kazeem, I would like to invite you to say a few words to our members. Take as long as you want. We use any excuse to avoid doing our work. Just ask the voters."

There was a ripple of laughter.

moment occupies a special place my heart and my family and in the heart of my countrymen~ a moment of kinship and homecoming in these hollow halls. Has this hard time comes like tunder. The Democratic Republic of o5vx is extending his hand of friendship to your parlament and to your nation at large. We also seak your cooperation in restoring peace to the world. The history that is been made here today me bean the first president of o5vx to made a state visit to your nation prove how much we value your frie

The Speaker rose. "Thank you, Mr. President. Let's show our appreciation once more for those kind words."

The Members of Parliament applauded politely.

"Mr. Chang, you still have the floor."

"Thank you." The Prime Minister smiled. "President Kazeem will be available to talk one-on-one with anybody who's interested.

"Mr. President, is there any particualr Minister that you would like to talk to or any particular subject that you would like to talk about?"

Yes Minister of Imgration on the oppen of border for people of o5vx could come and your people could come to o5vx. And Minister of trade on bylateral agreement. And any other ministers who want one to one talke am open.

The Prime Minister smiled. "The Foreign Minister is in charge of immigration. You met him last night. Mr. Escrow. I'll ask him to meet us over at the Cabinet table." He beckoned to the gray-haired man and made some vague hand gestures that were apparently intended to point him toward the table.

"Just sit down here, Mr. President and Mr. Escrow witll be right with you. I'll go and see if I can find the Minister of Trade."

The Prime Minister walked away and Harlan Escrow approached.

"Good morning, Mr. President," Escrow said. "It's good to see you again. I enjoyed your speech. It's nice to hear somebody tell us how wonderful everything is for a change, instead of listening to the opposition parties telling us what we're doing wrong.

"Did I hear you say you wanted to talk about immigration? Our borders are almost completely open."

Yes but people from o5vx sead that when they try to pass that they stope becuse it close. I also whant pasport from you nation to be use in o5vx and the same for you. One more minister i will like to meet is that of education. The president then face the minister of trade. I will like to singn bylateral agreement. so that we can enjoy better trade.

The Prime Minister went off to find the Minister of Education.

The Foreign Minister said, "I'm sorry if some of your people have been stopped at Customs. I assure you that people from your nation are not being singled out. Our Customs Office at Fatatatutti International Airport is supposed to be open twenty-four hours a day, seven days a week. Some of the offices at smaller airports are closed sometimes because of staffing shortages, but we try to have them open whenever planes are coming in. The office at the harbour is closed sometimes too because we don't have a lot of passengers coming in on ships.

"We're sorry for any inconvenience to your people. Please assure them that they are welcome in Fatatatutti.

"And this is Ms. Andrews, the Minister of Trade."

"I'm pleased to meet you, Mr. President," Ms. Andrews said. "Yes, I think we can sign some kind of trade agreement.

"We have pretty open trade practices, no tariffs at all. But there is one thing I should mention.

"We don't export any weapons and we don't allow the import of any weapons. That includes other goods that might be used in the manufacture of weapons. For example, one time we found out that some lumber that we exported was being used to build arms factories. We cut off the shipments right away. There are too many weapons in the world already and we're not going to have Fatatatutian goods used to make more."

The Prime Minister returned with a short balding man. "Mr. President, this is Mr. Alden Murray, our Minister of Education. If hope Mr. Escrow and Ms. Andrews have been able to answer your questions. Mr. Murray would be pleased to answer your questions about education."

How do you do. The presiden sead. Yes I will like your university to work with the university of o5vx. with our oround the word program. and we want to give scolaship your students to come to o5vx and learn and i will also like you to do the same. We have 45 Million state given to students around the world. I will like you to work closely with our minister of education.

"Well," Alden Murray sat on the corner of the table, "the University of Fatatatutti doesn't charge tuition and the books are subsidized, so students don't have many expenses beyond their living costs. We try to help them get part-time jobs if possible and we help them find low-cost housing. For any students who are still having financial problems after all of that, there are various government programs. Nobody in Fatatatutti goes hungry.

"As for sending our students to your university, our government would certainly help with the costs. We would be willing to subsidize a student at least to the same level as we do here.

"We believe that education is necessary for our nation to progress, so we don't mind if it costs a little money. Education is actually one of the largest items in our budget."

"If I might chime in," Harlan Escrow said. "Anywhere that people are educated, that helps to make the world a better place. So if we send students to your university, we still get the benefit. And if your students come to our university and then go back home, we still get the benefit."

So is that a deal then.Our govement have the same viwe. how about you working with my minister of education. We will pay for everything they need. house, book. you name it.

"That sounds good," the Education Minister said. "I'm going to see if I can squeeze some money out of our Foreign Affairs Minister here, in the interest of international relations...."

"Well, we'll have to see about that," Harlan Escrow replied.

The Prime Minister smiled. "I'm sure we can work something out. We'll have to move pretty quickly to make sue that the first group of students can be exchanged by the fall semester.

"Now, Mr. President, is there anybody else you'd like to talk to this morning? I think we have a little more time before prayers and lunch."

"The Minister of Health is right over there," the Prime Minister smiled. "Dr. Stone? Dr. Stone?"

The doctor looked up. He was a small man with wire-rimmed glasses and a bushy gray moustache. He came over to the picnic table.

"President Kazeem of O5vx, meet Dr. Stone, our Minister of Health. Health is also one of the major items in out budget."

I was thinking that we should make some agreement so our patent can be bring in here if we dont have the equipment and same for you.

[Fatatatutti]

"I think we could certainly make an agreement like that," Dr. Stone said thoughtfully. "We're not a rich country and we don't have a lot of specialists. We try to provide basic healthcase to everybody for free, but for some surgeries, like transplants, and for ophthalmology and neurology and things like that, we sometimes have to send patients overseas. We'll be glad to add O5vx to the list of places where we can send them.

"Unfortunately, I don't know what we can offer you in return. Do you have anything in mind, anything you're short of?"

You dont need to give us anything in return. We will try to help you up grade you equipment. and we will do our best to make it happen before next year.

[Fatatatutti]

"Equipment isn't as much of a problem as trained personnel," Dr. Stone said. "We can buy equipment but it takes time for people to be trained to make use of it and to gain experience using it. We could send people to O5vx for training but we don't want to take up training spots that you need for your own people.

"What we would like to do is set up a cooperative network of several nations, so they can work together to help with each other's weaknesses. We could send patients to one place for heart surgery and to another place for neurosurgery. And we could send people somewhere else to train as MRI technicians and so on. That way, no nation has to be an expert at everything. We can each build on our own strengths and share them with others."

Yes. I agree with you. That could be done. we resently hold a world ministers of health summit that will be a good platform to do that
