But cities are of strategic importance, or you can just flatten the cities.

Not necessarily. Cities are tactically important, but in the long run, unless the enemy has fortified a city, you can usually bypass it. The only truly strategic cities are the capitals of your enemy, since that's the head of government and often the head of the military.
