The people than vote on the new Chancellor. Chancellor rules for 15 years, until he has to pick people again to be voted on. If Germonican citizens still want the reigning Chancellor, there has to be a 75% vote for him to stay in power for 5 more years until he can't be Chancellor anymore. Chancellor appoints ministers.
