The 'general' telegram should be considered to be one made out specifically to each country. It was enough of a pain doing those addressed to the people possibly sending troops to the parade. I wasn't going to write out 20 different letters along those same lines

That would probably be a good first step. As I said, a little background to the arrival of whoever's attending would probably be good. Once they're in Sol I'll handle people coming to Moscow itself.

Couple things, Ordenweltraum...

First, the Winter Palace is in St. Petersburg. Moscow does, of course, have numerous palaces, however. I do also congratulate you on not calling St. Basil's Cathedral 'The Kremlin'.

Second, arrivals to EE Earth are via space elevator, very few craft come and go through the atmosphere itself. By 'background' I meant more the government's response to the invitation, people deciding who gets to go, and so forth.
