It wasnt a Nuke. It was something way more powerful, but much smaller.

The result is a tremendous explosion of light, and then the shockwaves cause the physical damage. But the submarines had minor damage done to them they are fine.

How on Earth would you get antimatter? You need particle accelerators... I will accept damage done to some smaller ships (AA ones) and light damage to submarines and heavier ships.

We would like to ask the gov't of Seculartopia where on Earth rebels managed to get hold of a functioning antimatter weapon, and then fire it successfully.

The Turkish Red Crescent has sent teams in Sagan, in order to help the survivors. When the TRC will send a general damage report, an international investigation will be opened, that may lead to an international case.
We do not want to harm your sovereignty, Seculartopia. Sovereignty is the most respected thing for us for any nation. But when you harm the citizens that are the pillars of that sovereignty, it is just wrong and an offense, an insult on your own populace.

Report - Sagan, Seculartopia
The first HAZMAT teams arrived at Sagan at 1237 Hours by Helicopters and Armored Personal Vehicles. The first objective was to find any survivors from the strike. The government officially claimed they were evacuated, but it is highly unlikely, since Sagan was a conservative stronghold and the coalition didn't control it.
The first thing to notice was how nearly all buildings were destroyed or damaged. Constructions and supports were exposed to radioactivity. We estimate an amount around 70% of damage to buildings.
The first survivors were found under radioactive shelters. Extracted with the slightest precaution, they were successfully sent to be transferred to the large refugee camp on the outskirts of Secularpolis.
As we advanced to the central districts, the human disaster started to be more clear. Clouds of radioactive waste were covering the city, and all vegetation was evaporated. We found dozens of survivors. Hiding under buildings, underground, even under their clothes, desolation was everywhere.
We could easily see we arrived at the Town Center. A big crater replaced it. The Town Hall was not completely destroyed, but it was damaged enough to be unusable. Then we came across a desolating scape. Dozens of carbonated bodies. These were the bodies of the hundreds who hid inside the Town Hall. Pure carnage.
During a week, we visited all districts of the city and searched for survivors. We only found and successfully extracted around 10,378 survivors. We hope the number will increase with further missions.
CONCLUSION: The city of Sagan has been heavily damaged by nuclear fire. No evacuation has been done or the process was not complete. We fear hundreds of thousands may still be trapped under ruins or are suffering from radioactive sickness. This attack should definitely be opened to investigation by responsibles from the Turkish Federation.
