Yesterday i recieved a report from the Ministry of Records and was shocked to find out that some nations do not have a military. I do respect you attempt to end war but in truth there will never be such a thing as world peace so I encourage you to accept this offer to sign up for the Military Construction Programme (MCP). The MCP is designed so we send several officers to help train soldiers for your new military and we can also offer arms in the form of the old but still effective M99 shown below.
