Hello, international community. Normally, we don't turn over criminals. But we caught a pro-capitalism terrorist trying to blow up El Presidente's palace. We would usually punish such criminals. But we do not trust him to stay in this country any longer. We wish to hand him over to any nation willing to punish him. We have noticed that he has preformed terrorist actions in dozens of nations. We are sure one victim will be willing to take him. Maybe you want to interrogate him. Maybe you just want the satisfaction of putting a hole in his head. We don't care where he goes, but he is not allowed here. You can debate who gets him, but he must be gone within the hour. I will return at 6:00 PM ET. We'll take him via prisoner transport vessel near Magna Polis. From there, we shall take him to the city and deal with him appropriately.

One mile off the shore of Magna Polis

A single yacht-sized vessel, marked "FEDERAL GUARD DIVISION OF CORRECTIONS," drifted about the waters, though its anchor kept it from traveling too far. Around it were three Marine Attack Boats, each one armed with a "Twin Fifty" turret on the front, and a 20mm autocannon on the rear "deck" (the boats were slightly larger than the PBRs the US used in Vietnam). MABs, like the rest of the GWO military, were known for their modularity, but these had been outfitted to gun down small vessels easily, should an escape be attempted.

Guard Captain Louis DeBelle stood on board the prisoner transport, awaiting the arrival of the Consarians. He wasn't impatient, like one would expect a GWO citizen to be. He was wearing the Federal Guard's recognizable "Light Uniform," a semi-formal outfit used by diplomatic guards, embassies, and light duties. However, he also had a DYNEEMA vest on over it (and most likely a backup one underneath)- no Boron Carbide plates were worn, obviously, cause that would spell doom if he fell off.
