An International Law Trial in Shofercia (OOC/Signup) - Open

I've had this idea kicking around my head for a while. Long story short, at the request of FSSU, the SSF (Shofercian Special Forces) engaged a group of terrorists, who were firing on a Mosque, and its attendees. 29 of them were captured, and 24 were later transferred to a Shofercian prison. Since they surrendered, they are no longer treated as terrorists. Although comfortable by international standards, in that you have food, water, a fairly clean room, healthcare access, and rehabilitation programs, Shofercian prisons aren't exactly the best way to spend one's life.

Shofercia laws regarding international engagements are extremely liberal, following the Geneva Convention, the Model Penal Code, and (in this case) Justice Traynor's verdicts.

Currently, I'm thinking about having Gjurdje Bulhaqaj placed on international trial. The way this would work, is that the judge, (based on Justice Traynor, RPed by me) would give the final verdict, and conduct the trial, but the sentencing would be upto the delegations in attending.

Part 1: Courtroom is set and all the delegations enter. There are no requirements for the states to send a delegation, so anyone can join. Delegations can range from 1 to 12 people, but that number includes security. Considering that the building will be protected by Shofercia's state of the art missile system, and Desantnik companies, security is going to be largely ceremonial. Irrespective of the number of people attending, each delegation will only have one vote.

Part 2: Once a week or two have passed, and everyone is in, the doors will be shut, and the Judge will appear, and make a statement, on what he determines, and on what the delegations determine. Then the movie will roll, and a defense statement will be read by Gjurdje Bulhaqaj's court appointed attorney. A list of witnesses will be presented, and the delegations will get to make their opening arguments. These arguments must have an opening statement, and can have anything else the delegation wants to argue, including requests for additional witnesses.

Part 3: The witnesses will begin to testify. This is where Delegates can ask them virtually any questions, except questions like "so where's the secret SSF base where you trained, located?" Aside from that, anything goes.

Part 4: After the testimony is completed, the Judge will set up a debate for the Delegates. Then the voting, at least the voting for Gjurdje Bulhaqaj's sentence, takes place. The Judge ends the trial by creating International Law, on the basis of everyone's input.
