FROM: The Desk of His Imperial Majesty, Constantine Augustus, Roman Emperor

Salve Brothers and Sisters,

Your recent conflict with the galaxy has touched my heart deeply. I understand your separatist government would like to accept my offer for protection and prosperity for your people in exchange for little more then homage to Rome and my authority as your protector and helper.

Please find galactic coordinates enclosed which will lead your vessel to orbit Roman Terra, where we may meet on the Avenger to discuss the find print, as well as any military or economic aid you require.

Space....its mystery and unwelcome darkness made it a difficult mistress. In one hand in grants destruction and death, bringing together the many nations of the galaxy together. While with the other it offers trade and science. Thomas had seen both sides of this mistress, his navy destroyed and his nation divided, but in the process alliances reassured and the battle lines cleared, with all that has happened the future is clear.

Onboard the 'Avenger' Thomas gathered his most loyal generals and ministers, the time for a decision was now.
"Gentlemen, the Senate and People of Rome have been honourable and true to their word." He said as he removed the imperial robe, its blood red colour standing out against the dull grey and white walls of the vessal. "It is time we either joined them, or follow our former brothers into the void." He concluded as he tossed the robe aside. The room was silent as the many nobles and war harderned veterns brooding amoungst themselves. After a few moments of odd silence newly promoted Admiral Anderson stepped forward.
" We must honour our agreement, it is our way to be faithful and Rome has been equally faithful. Let us join with our brothers in arms and re-establish ourselves amoungst the stars." The room filled with mumbling, the older memebers of the Minister board nodded as they turned to Thomas with smiles emerging.
"We trust you to lead us, through the fire and plasma!" They cheered.

Maximus Flavius, presumed Caesar of Rome and Praefectus Legio, General of Romes' Armies, stood in his transport awaiting to dock upon the Avenger. Once given the clearance, his ship docked in orbit and allowed him to enter.

Upon entering, he introduced himself to the group.

"Greetings, I am Maximus, right hand of the Emperor of Rome. I thank you for having me. Now, gentlemen, shall we get down to business?"

Thomas was flanked by two guards as he approched the arriving Romans. The mens face masks hiding all expressions.
"Welcome, Maximus." Said Thomas as he extented his arm towards the man. "Yes we should get this business done soon. If you gentlemen would like to follow me to the minister's offices." He concluded as he gestured towards the hallway behind him.

The General entered the room full of ministers, observing each and every of them. He slowly pranced around the room, finding a seat to sit in.

"Thank you all for having me, and I congratulate you on your decision to become Roman citizens. In due time you will see that the citizenship of Rome is a title to be proud of; not to mention the benefits both of our entities will receive in the process."

Once Maximus had found a seat and introduced the theme of the destined meeting, two women came forwards with beautifully crafted Wooden box.
"Yes Im sure this meeting will become a beacon to future endeavours." Thomas said as he approched his throne. The Obsiden Throne stood tall at the end of the table a beacon of the nations past, a cursed item. "In the box infront of you. You will find a Warian facemask, this mask was worn by me upon my ascention to the holy throne." He said rubbing the arms of the throne.

Maximus nodded to the others seated around him as a sign of recognition and respect. He watched as two concubines brought before him an elaborate wooden chest. He observed it for a moment out of curiosity, and then opened it. He marveled at the object sitting inside: a wooden mask, as explained to him the regalia Thomas had worn on his ascension as ruler of the Warian nation. He observed its beauty and craftsmanship, truly a mask fitted for an Emperor. He placed it gently before him and closed the box.

"Beautiful, I must say, and a very humble offering on your part, A sign I and the rest of the Roman nation greatly appreciates. I have a gift in return for you as well."

Maximus brought before him a female guard, dressed in her ceremonial armor dating back to late antiquity; in her hands she had a bundle of Burch wood with an axe sticking out.

"In our culture, the fasces represents one's imperium, or authority, over something. The Emperor wields the predominant fasces as a sign of his authority as first citizen and senator of Rome, the autocrat and dominate of the nation. The Imperial Prefects and Governors also carry one as a sign of their authority over their prefectures, colonies, and other worlds. This is the nature of yours."

The guard walked over to Thomas, and presented to him the fasces. She gave a Roman salute, and then retreated to her post near the doorway.

"This is a sign of your continuing rule over the Warian nation, as an Imperial Prefect. Prefects of Rome enjoy the highest level of autonomy and independence. Your people and government will be allowed to handle all internal affairs pertaining to your nation. Rome will handle all foreign affairs regarding government, military, and economics."

Thomas smiled with joy over the acceptance of the mask he himself had once worn proudly. When the ceremonial dressed guard approached, Thomas was curious as to what she was carrying.
After a few seconds of looking at the wonderfully crafted item, he finaly realised what it was.....A Roman Fasces!
"This is an honour." Thomas said as he grasped the fases. "It will hold a special place in the hearts of the Warian people." He added as he placed it to one side. "Before we get to comfortable let us discuss matters of the state. Tell me what would Rome have me do in terms of foreign affairs, governemnt, ecocomics." He paused as he looked over the room at the ministers surronding the room before adding, "The millitary."

Maximus placed the mask back in the box, and proceeded to scribble some notes down on his dossier while simultaneously talking.

"The usual. For now, Rome will handle your foreign affairs. We will dispatch Imperial commissars to your home world to assist you and your government on developing your country. Our ministry will also be wiring a few billion solidus to you for use in what we call constructive applications. For the next five years, your nation will be solely focused on expanding your economy, military, and infrastructure.

Once you have a sizable population, strong economy, and fully functioning planetary defense force and military, then we work on territorial conquest and urbanization of colonies. This is mandatory of all Roman assets, as we are only as strong as our weakest link. All Roman prefectures are expected to be fully functioning, self sufficient superpowers in their own right. Our enemies are countless, and therefore we strive to always maintain the upper hand through attrition, firepower, and and discipline."

Thomas ran through the future in his mind. The empire expanding in the name of Rome, reunifying his nation. All of these things seemed so far out of reach but yet he was sure they would come.
"Yes of course, that seems like the logical. Now in terms of millitary, the Beta Warian Empire has been re-vamping the navy. Even before our conflict with NOVIA, which has been broken completley." He said with great joy as he arose from his throne, his blood red cape flowing in the breeze. "Now, we currently have just over one hundred ships. This ships range from frigates to dreadnoughts, but for now they remain untested." He said pointing to the many screens now displaying the mightest of the ships.

OOC: Some of the ships. And if you got somewhere to test the ships that be grand.

Maximus seemed shocked.

"I would have thought more of your military would have followed you rather then the Alpha Rebels. No matter. Ill assign you two Roman fleets for planetary defense. We also need to set up a dock and Legionnaire military base on one of your colonies or moons.

As for these ships here. Tell me Thomas, are you familiar with something called 'Planetary Extermination'? I have the perfect job for your ships if so."

Thomas looked down to the floor with nothing but grief in his eyes.
"The many loyal to me and to Rome, perished in the battle in Alpha. Their souls will rest, and in their name we will strike." He said once again looking up. "Those new ships are currently being constructed en masse. We suspect we shall have over a thousand in the comming months." He said as he placed himself on his throne.

After Thomas had sat down admiral Wilhelm arose.
"Maximus." He said as he lowered his head in respect. "Planet extermination, is a drastic step, but we are aware of it. Do you have need?" He asked.

"Yes. There are a few planets nearby Rome was planning on colonizing. One of them was identified to be inhabited by a race of aggressive and hostile alien species. They cannot be suffered to exist to discover FTL or they will pose a threat to the superiority of Rome. Your going to kill them all via planetary extermination and colonize the planet. Get your fleet's feet wet, if you would."

"With yours and Maximus's approval I would like to take the 1st fleet now than?" He asked.
