As well, to you, Emperor Arathor I, we will sign a peace treaty between the People's Democratic Republic of Syvorji and the Empire of Osthia, promising not to do any future terrorist attacks to Osthia. We believe this conference will solve the issue before war occurs.

Anyways, Royal Calathonian police arrived at the Imperial Palace and ordered the Osthian immigrants to disperse. Meanwhile in Ostris, the Royal Calathonian guards were coming out of the embassy and trying to force the Osthian protestors to disperse. Relations between Osthia and Royal Calathonia were worsening, and the two empires were destined to become grave enemies.

The Osthian immigrants dispersed, and went back to their community, but the Osthians in Ostis refused. This was their home, they were free to protest peacefully, according to the constitution. They were not in the boundaries of the Calathonian embassy, and several police officers rushed in to explain to the embassy guards that they had no power outside of the embassy, and since the crowd of 10,000 Osthians were peacefully protesting, under the Constitution, it was perfectly legal.

As revenge for the Osthian protests at the embassy, the Empress announced that Osthian immigrants could no longer participate in public assemblies or rallies without the approval of the government. This was to insure no violence broke out.

The immigrants, due to being far away from native Osthia, had no idea what caused the empress to enact such a law. The empress then had all the striking Osthian workers fired, and she issued the following Proclamation:
In response to the Osthian immigrant strikes and protests, I hereby proclaim that, when the civil rights code is issued, it shall only apply to Royal Calathonian naturally born citizens, Syvorjian immigrants, and immigrants of all other nations currently living in Royal Calathonia except Osthian immigrants. Osthian immigrants shall hereby be subject to restrictions and official curtails that will be set out by me.
The proclamation effectively barred the Osthian immigrants from inclusion in the civil rights code that the empress plans on issuing. This means only Royal Calathonians and immigrants of other nations fall under this code. Promptly, the Empress ordered all employers to refuse to hire or sell products to Osthian immigrants, and she also placed more police out on the streets. The Empress also began drafting plans for issuing a Imperial Code of Movement, to regulate the daily lives of Osthian immigrants.

The Osthians, now further angered, assembled as a mob. The Osthian embassy caught wind of the situation, and tried to send in demands to the Calathonian empress, demanding she give Osthian immigrants the same civil rights as Calathonians. Calathonians in Osthia were not treated differently, as such a proposal would be condemned by the three branches of the Osthian government. The immigrants, men, women, and children, gathered angrily on the central square, holding signs, denouncing the empress, and Osthian priests blessing the crowds and damning Elizabeth for treating the Osthian with contempt.
Arathor was informed, and now, angered, sent a message to Syvjori.
President Kabesu,
You wish for peace with Osthia, yet reports coming in from my embassy prove otherwise. You promised Calathonia that you would side with them should I be forced to fight them. This is hypocrisy, and nothing more. Calathonian and Syvjorian immigrants are given the same rights as the Osthian peoples, yet Elizabeth has lied to my people (yes, even though we may be miles apart, in a sense, I am their emperor), and now attacks are directed towards Osthians in general! I ask you to reconsider this promise, Mr. Kabesu, for the sake of your nation. We would refrain from attacking it, but that doesn't mean we can not spread word of your hypocrisy to other nations, potential allies or trade partners for you.
