The Mantle of Power is a covetous, envious and desirable commodity, graced only by a select few. Thought that may be, no one can simply rise to its claim unscathed and unfettered by the myriad dominions in the galaxy. This day will be the day that an alliance that will become the alliance of alliances will rise, and in our aspirations, reach out to the infinitesimal increments that determine our eventual domination.
Let not the serpent claim to be the true power. None are. But it is apparent, that soon the power of powers will rise. The empire will rise.

No more will the threat of invasion dissuade us any more; we will become the power to fear and respect throughout the galaxy.
Article I: Military
All members will have .5% of their military at a readiness. You must have no fear of war nor death. Nuclear weapons will only be used on spaceships. Never on a planetary body unless ordered by the Empire. Biological weapons are not to be used under any circumstance unless it is used on the Empire first.
Planet killers are a last stand weapon. In the case the the Empire seems to be falling to an outside power, the planet killing class of weapons will be used as a way to turn the war into an unwinnable war. To go to war, you must have at least one other nation. To go to war with multiple nations you must have at least one more nation then them. To go to war with an alliance the Empire must go to war.
Article II: Blockades
A planetary blockade can be used with out question, be it pirates, an opposing nation or a way to starve an enemy to join your cause. A systems-wide blockade must have at least four nations to complete. A nationwide blockade will take at least ten nations of the same or greater population. An alliance wide blockade must have the whole Empire behind it.
Article III: Trade
Your nation can trade with any nation or alliance that is not an enemy of the Empire. Members may trade:
Ships: up to ten kiliometers long with no super weapon
Supplies: Rare and or super valuable resources
Weapons: up to (and not including) nuclear, thermo-nuclear, planet killer, or biological
Slaves: but not to outsiders
Article IV: Reserve Forces
At least .05% of your military must be kept on the Moon of KANLE, where the senate will meet and can only be deployed by the Empire, not your nation.
Article five: Council
All nations will have a seat on the senate and one vote. The Emperor will have the power to veto any bill, and in case of an alliance wide war, complete power over all military. In case of civil war the Emperor's side is the loyal side. There will be five High Council members.
The Minister of War: will oversee all military actions, put up new members for his postion at the end of his ten year tenure.
The Minster of Diplomacy: will meet with any nation outside of the Empire if they are asking to join, will spread the word of the Empire. Will form alliances for the Empire, and will speak for the Empire.
The Minster of Economics: must have a storefront, will coordinate all storefronts and will create the economic alliances.
Vice power: will, incase of absence of leader, will resume all of their duties, which involve: keeping the Empire together, making bills, and either vetoing them, though permissible only once or passing it, in addition to making sure nations outside the Empire don't decide to attack them.
Leader of the Alliance: the same as the above.
Article: Membership.
All member must be willing to go to war without question and must be willing to even turn on other nations within the Empire. All nations are subject to the Empire's hand. All nations will become one with the Council of the Empire.
