We have evidence which shows the usage of tools was a photo oppurtunity performed by the Americans, and that the species does not do this naturally.
The specimen we aquired, who we have given the name lobo, would grasp a spear when it was placed into his hand, but was not able to discern how to use it. Nor would he pick up said spear if it was placed before him. The animals appear to be unable to feed themselves or look after themselves without exterior intervention, which we believe another species on the planet provides in exchange for eating them. I suggest we breed them and do the same.

Joint Resolution 1422: A Law to Establish Pacifica As an American Territory.

Section 1. The United States formally annexes the planet of Pacifica and all holds and bans on colonisation are removed. Colonization of Pacifica shall not be limited to Americans only.
Section 2. All territories held by intelligent species native to Pacifica are hereby prohibited and the President is ordered to establish diplomatic relations with both intelligent species on Pacifica.
Section 3. Pacifica is a large planet, twice the size of earth. The President shall have all power to give, as gifts, portions of the planet to foreign governments interested in the establishment of peaceful colonies and peaceful coexistence with the natives and other colonies on Pacifica.
Section 4. All territory on Pacifica that gifted to a foreign government shall no longer be under US soverignty but transferred to the sovereignty of the government it is gifted to. The United States gives up all soverign claims to such lands.
Section 5. The island of the air breathing sentients and the islands around are declared refuge zones and are set aside for the natives. The islands are under the jurisdiction and soverignty of the natives.
Section 6. Both Native Species are under the protection of the United States.
