International Space Association
ISA Charter
Preamble: To promote space exploration and guide humanity into a new golden age, a gathering of peoples shall be united for one goal. To explore the final frontier.
International Relations/Conflicts
-The ISA will be neutral in all wars and conflicts, unless such conflicts results in the damage of ISA property. In this event, a meeting of the association council will decide the proper response.
- The ISA reserves the right to employ security forces to protect its interests in member countries.
- No Slave owning countries will be permitted into the alliance. Any nation with a human rights record lower then below average (Civil Rights on your NS page) will not be permitted to apply.
I.S.A. Government
-The Government of the ISA will be headed by the Founding Member's Council and The Representative Member's Council.
- The Charter may not be amended without approval from both the RMC and the FMC.
- Any and all divisions of the ISA will be accountable to both Councils.
- How proposals will be passed:
Member submits a proposal, both councils vote separately. Then the results are added. If the FMC votes yes, RMC votes yes, the bill is passed. If the FMC votes no, RMC votes yes, Bill is passed only if it holds a 2/3's vote from the RMC. If the FMC votes yes, RMC votes no, bill passes if it has approval of 1/3 of the RMC.
- Each Council's vote (Yea or Nay) will be decided by a majority vote (Over 50%) in each council.
Founding Member's Council
- Will be made up of one representative from each founding member
- Starred (*) rights of the RMC apply as well.
- No Member maybe removed except by a unanimous vote from the FMC and a 2/3's vote from the RMC.
- Has the diplomatic rights to represent the association anywhere in the known world
- Acts as a guide and constructively works to benefit the ISA.
Representative Member's Council
-Made up of one representative from each non-FMC Member
-*May submit a movement (proposal)
-* Is expected to open an office in the HQ. (Free of charge)
-*Will have one vote in their respective council
-*Must pay annual membership fee
-*Must pay nation applicant fee
- Maybe removed from the association by a no confidence vote from the FMC (May change once association reaches 10 members)
- *May not use any ISA stations/platforms/property for the launch or use of weapons unless given permission by the association councils
- Is subject to a four month (1 week RL) probationary period in which they may submit ideas but cannot vote, call for a motion, or have access to their non-monetary rights granted in this charter. (To prevent jerks from coming in just to mess up the ISA, and leave)
- Will have their application accepted in 2 months (13 RL days) unless the association decides otherwise.
Monetary Clauses
- In the event that a nation cannot afford its membership fee, or seeks funds for relief, space exploits, or other serious reasons, it may appeal to the Councils.
- Annual Membership fees are as follows.
2.4 Million USD per year for large economies
1.2 Million USD per year for medium strength economies
650,000 per year for small, troubled economies
- 500,000 USD Application Fee to be paid within one month (RL 4 days) of membership application.
