Marie looked on,marveled at the other delegates' behaviors.And,when the conference started again,she bid farewell to the Quendi princess,and returned to her seat.
After the conference began,nothing of interest was being discussed,intelligence agencies coordination and the like,nothing really important.
But,still,she had to voice her and her nation's views on the matter.

-"Excuse me...But,Jbeil will offer the complete cooperation of the Direction Générale de la Sécurité Extérieure,or the General Directorate for External Security.But,its sister organization,the Direction du renseignement militaire,will remain absolutely classified.And any reports made by the General Directorate for External Security to the DRM,will also remain classified.Thank you for your time."

James met the King's stare with his own, and nodded in acknowledgment.
"I am well aware of that. However, there wouldn't really be a unified intelligence agency, just separate agencies sharing SEC-relevant information with one another." James remained still for a few seconds, then he hastily produced a fancy-looking Britannian fountain pen.

Removing a blank sheet of paper from the dossier, he began to scrawl out the makings of a proposal. It grew steadily as he added to it; eventually, it looked something like this:

Intelligence Sharing within the SEC

I.
The nations of the SEC, agreeing on the concept of cooperating intelligence services, acknowledge that the intelligence agencies of their respective nations should not attempt to actively take part in intelligence-gathering operations for another nation's agency, even if that nation is within the SEC. This is to ensure that there is absolutely no infiltration whatsoever of the intelligence agencies of the SEC.

II.
The information shared between agencies will be distributed in highly-encrypted communiques to designated 'dead drop' computers. The function of these computers will be simple; they will be programmed so that any high-ranking member of the intelligence agency which it belongs to may access it in order to see the information in question. These computers will operate on a separate network from the one the agency normally uses. This will keep direct communication between the agencies minimal, and will also allow shadow agencies to maintain their secrecy as they may send messages with impunity via a shell organisation.

III.
The information shared between the agencies must be relevant to the SEC or one of its members in some way. For example, if MI6 somehow discovered an extremist group preparing to execute attacks in the Ulthranian capital, we would inform them. If a nation or a coalition of nations is intent on war with the SEC, then intelligence operations and their results against said opponents should be shared with the rest of the SEC, and joint intelligence operations should be undertaken against said opponents.

James put the pen down, and pushed the incomplete sheet of paper into the middle of the table.
"There you have it. If you object to anything or want to add something, then by all means, do."

Paladin-Governor Aurelius was more than pleased with the Britannian's effort, he looked at it with some regard, at the bottom of the page, he scribbled his signature on it and gave it back to the Britannian

Philip looked at the paper, and nodded. "I see no problems with this. The OIA would be willing to share intelligence on anything that does not compromise Osthian security. I vote for this to be passed in its current form."

"I see no problem with the proposed document," Edward said. He turned to his cousin, "You have more experience with these matters. Anything missing?"

Mathew thought for a moment. "I too see nothing wrong with this agreement. The Holy Empire will sign this."

Felicia nodded to the governor. "I'll have Ulrich's pilot informed." She turned back to the assembly. "I also agree with the proposed Intelligence Sharing Programme. Both the AIID and our other intelligence organizations will be ready to co-operate under these terms, as it is provided that the latter will keep their secrecy. I will sign this document." She took out a pen, and, put signed the paper in emerald green ink, the same ink she used to sign laws in her nation. Then, she took out a stamp with her seal and stamped over her signature.

Aleera carefully read the proposal twice. It seemed to be in order. Nothing to specific. Everything vague enough for it to be interpreted in a way beneficiary for the Imperial Inquisition if the need should arise. "I approve of the proposal. It doesn't bring any quendi intelligence units in a position where there secrets can be revealed. I shall sign it." She said. Of course "sign" was a somewhat misleading as her signature would have had no value what so ever. From beneath her clothes she pulled out the Grand Seal. "Lex Est." She whispered solemly as she pressed the seal with the triple rose symbol down on the paper on which Ambassador Noor had poured some vax.

James added his own signature to the bottom of the page. He wrote with a well-practiced flourish, and finished with a quick flick of the wrist that underlined his name in black ink.
Looking around at the other delegates, he gave a pleasant smile.
"Splendid, it seems most of us are all in agreement. If anyone else wants to sign the document I'll leave it right here," he said as he pushed it to the middle of the table again. Clearing his throat, he leaned back in his chair, and tented his fingers.

"Now that that's basically finished, what's our next order of business?"

Marie took the document,and after reading it,found nothing wrong.
She signed it and returned it to the center of the table.

James noticed the document being written up and walked over to read it. He and Britannia have been very close allies, but he knew his King and his nation would never approve of this intelligence sharing document. He walked back over to his seat and then said " I am sorry, but the Empire will never agree to this. My King and my people would not like this"

Too bad, he's only a representative to the Emperor...but his majesty would have to bestow his own signature on the document. The joint intel sharing would be sign later on, and have to be ratify in the Imperial Council first to be put into effect. However, he do have his own opinion on this matter.

Louis looked at the document and signed it "Perfectly good proposal here, I will sign it for Bladia, Good work mr Roberts" Louis put the piece of paper back in the middle

He gestured to Mitchell for a drink and Mitchell handed him a flask, Louis took a sip then looked at Mitchell "You bought whiskey here,Bloody pilots...." Mitchell laughed and took his flask back

"Speaking of alcohol," Edward announced to those near him. "A gift from the Holy Empire. A bottle of 1908 Port from central Portugal, a fine vintage and almost entirely gone by now, will be given to each delegate." He finished awkwardly.

Mathew explained further. "A bottle of the 1908 vintage, will be given by my aides to each delegate, the next time we break." He turned to the Itailian Maifias delegate. "And why would your nation be against this agreement?"

James looked at Matthew " Sir, it is nothing against you, personally. Just, just look at our nation name and think about it before you answer again sir"

"Ah, so, because of the source of your information, if your operatives find out about a planned attack in, let's say, Bladia, by the same group who attacked the last Conference, you pass on the information?" Edward asked.

Mathew spoke immediately after his cousin. "That's not what he's saying at all, Cousin. More like, because of the nature of the sources, he wouldn't want their identities in the hands of too many." He looked around. "I sense we have made the Itailian Maifias delegate a little uncomfortable, perhaps we should move on?"

"I understand perfectly, good sir. You don't have to sign this document if you don't believe it will be best for your nation," Roberts said, looking at Lynch as he spoke. The Britannian delegate noted that the general approval for the document seemed to be high; so far, most of the representatives had signed. There were an ample number of nations involved in this network now; Roberts had written the terms fairly vaguely, which he hoped would convince undecided members that the intel-sharing program wasn't going to be strictly enforced.

Taking another swig of whiskey from the flask, he swished it around his mouth and swallowed, before shaking his head and looking over at Mathew and Edward
"I could certainly use a bottle of wine, my good sirs. Something to bring back to the wife and all that." James grinned a little, but looked around at the other delegates.
"If that's settled, I believe we are free to discuss other issues."

James looked at Matthew " Sir, it is nothing against you, personally. Just, just look at our nation name and think about it before you answer again sir"

King Gilligan VII looked it over, smiled, and signed it.
"I see no problem with this. It seems very well thought out, and should do the job quite nicely."
After handing the paper back, under the pretence of writing more notes, King Gilligan hastily scribbled down a not to Capone; 'Cube'.
Capone nodded, crossed out the word and excused himself on the pretence of having to make a phone call.

Chatters and discussions, the conference is in the middle of its sessions. Numerous delegates and representatives were at the scene, signing the agreement and some did not. Nevertheless, the delegate for the Snow Kingdom was about to arrive. As a convoy of three vehicles appears just right at the front of the conference hall. They were sports utilities vehicles. The Vellfire class of the MW manufacturing in Laneige.

Somewhere, I don't know where.

The vehicles stopped in front of the main entrance of the hall, with the middle vehicle directly adjacent to the structure. And as it stops, the rear passenger door slowly slid its way away. Revealing a beautifully dressed maiden, whom is believed to be the delegate of Laneige. Tiffany her name was. Noted in the application of the Kingdom of the Coalition.

She was escorted as she alighted the vehicle. There were at least four men by her side. She was in her turquoise evening dress and hence movement up the stairs were restricted. But despite this, she managed her way up and into the conference hall.

[Of the Quendi]

"Well I for one would love some good wine." Aleera said hoping that she wouldn't be passed over due to her age. After all there where nations where one needed to be eighteen or even older to command ones own health. Only barbarian nations but still. "Now with a shared intelligence agreement and our first international crisis passed I think it i time to move on." She said with a glimpse in her eyes. "Has our hosts planned anything else for today Paladin-Governor?"

[Laneige]

As upon entering, Tiffany had already noticed several of the delegates were sharing drinks. "Red wine.." she whispers and tries to find her way. Hoping someone will tell her what to do.

Brigadier General Edward Renata passed on the drinks, decided that it would not be best if he drinks during official duties (not that he drinks anyway).

"I too would also like to present all the delegates with a gift, The King said as Capone began handing out boxes, first to the Quendians, then the others, each one receiving a solid oak box, with the royal stamped in gold on top.
Inside each one was a rare Black Truffle, A bottle of Vintage wine from 1920 each worth almost 150,000 NSD, a Letter allowing them free travel in TMI, and an honorary citizenship for TMI, only awarded 3 times before.
