Paladin-Governor Aurelius was more than pleased with the Britannian's effort, he looked at it with some regard, at the bottom of the page, he scribbled his signature on it and gave it back to the Britannian
"I got no objections in that regard, although, an attack on the Ulthranian capital is less than likely" he said jokingly "I will have to be modified, but otherwise, the host of this conference approaves of it, now the disregards towards such a proposal are valid to a certain degree, if any more arguments can be made against this, speak now"

Removing a blank sheet of paper from the dossier, he began to scrawl out the makings of a proposal. It grew steadily as he added to it; eventually, it looked something like this:Intelligence Sharing within the SEC
I.
The nations of the SEC, agreeing on the concept of cooperating intelligence services, acknowledge that the intelligence agencies of their respective nations should not attempt to actively take part in intelligence-gathering operations for another nation's agency, even if that nation is within the SEC. This is to ensure that there is absolutely no infiltration whatsoever of the intelligence agencies of the SEC.
II.
The information shared between agencies will be distributed in highly-encrypted communiques to designated 'dead drop' computers. The function of these computers will be simple; they will be programmed so that any high-ranking member of the intelligence agency which it belongs to may access it in order to see the information in question. These computers will operate on a separate network from the one the agency normally uses. This will keep direct communication between the agencies minimal, and will also allow shadow agencies to maintain their secrecy as they may send messages with impunity via a shell organisation.
III.
The information shared between the agencies must be relevant to the SEC or one of its members in some way. For example, if MI6 somehow discovered an extremist group preparing to execute attacks in the Ulthranian capital, we would inform them. If a nation or a coalition of nations is intent on war with the SEC, then intelligence operations and their results against said opponents should be shared with the rest of the SEC, and joint intelligence operations should be undertaken against said opponents.
James put the pen down, and pushed the incomplete sheet of paper into the middle of the table.
"There you have it. If you object to anything or want to add something, then by all means, do."

"Ah, so, because of the source of your information, if your operatives find out about a planned attack in, let's say, Bladia, by the same group who attacked the last Conference, you pass on the information?" Edward asked.
Mathew spoke immediately after his cousin. "That's not what he's saying at all, Cousin. More like, because of the nature of the sources, he wouldn't want their identities in the hands of too many." He looked around. "I sense we have made the Itailian Maifias delegate a little uncomfortable, perhaps we should move on?"
