[Royal Calathonia]

The guards took Cavour, handcuffed him, and lead him out. He tried to struggle with them, but was hopeless. Meanwhile, the Empress herself issued a official letter:

Sirs and Madames,

Count Camillo de Cavour, Royal Calathonian Ambassador to the present Coalition Conference occuring in the nation of Ulthrani, committed unacceptable actions. He insulted and disgraced many other diplomats. Although the actions by the Osthian man were also unacceptable, they were caused by Cavour's foolishness. Cavour is now in custody. He will be stripped of his titles and offices, tried in court, and punished, hopefully. Anyways, the Royal Calathonian Empire apologizes for his actions, and will promise it will not happen again. Another delegate will be sent, who will be more respectful, orderly, and formal.

King Gilligan, walked past the Britannian delegate on his way back to his chair, slipped a plastic cigarettes substitute in front of him.
"Try that, its better for you and your family."
He then flashed a smile at him and walked back to his seat.

James was watching the count be dragged away, when King Gilligan handed him the substitute. James seemed a little flustered, and spoke.
"Thank you, Your Majesty, although in all actuality I normally don't smoke." It was then that he realized most of the other delegate sprobably didn't either, and smoking in their presence was probably offensive. He also remembered his thoughts from earlier about Ulthranian etiquette.
Wouldn't want my head on a pike, he thought half-seriously, and extinguished his cigar. He then walked over to the papers that Cavour had been writing on, and lifted them to his face, the taste of the cigar smoke still in his mouth.

He began to read them, to see what they said...

There was three papers really. All of them had something to do concerning the Coalition. The first paper was the Conferences Law, which said that the SEC conference should be held in a different member nation each time. Each member nation hosting the conference would wield absolute authority over the delegates attending, and they would be subject to their laws. The second paper described a application process, by which a applicant would be admitted into the alliance only after a vote of at least one-third of all SEC members. The third paper was the beginnings to a constitution of the coalition, but was not finished.

James looked over the papers intently, before throwing them back on the table.
"Well, his mannerisms may have been poor, but he had some good ideas. We ought to read these, particularly the second page. That one, I believe, is the most important one of the whole lot."
The Britannian wandered over to his vacant seat, and eased himself down, visibly exhausted.
"In the meantime, esteemed delegates, I'd say our recess has lasted long enough."
Putting on a relatively charming-if somewhat tired-smile, he motioned for the delegates to sit down.
"Shall we?"

John had relaxed on his handgun and rebuttoned his jacket. He reached into the inside pocket and pulled out a pipe and filled it with tobacco and then looked up at everyone " Anyone mind?" before taking a match and lighting the pipe before sticking it in his mouth

BRIGADIER GENERAL EDWARD RENATA, RED ZONE 1 REPRESENTATIVE

Well, that's not exactly a nice thing to say... Brigadier General Edward Renata observed silently, still keeping a low profile but eyes and ears opened wide. He managed to overheard a few phrases spoken by the delegates which seems to be in some kind of argument or sort. However, the remarks passed from the Cathalonian had offended the Osthian - Renata didn't know who these people are actually, but he recognized the Osthian. Not wanting to get into trouble with any of these head of states Renata decided to remain still. Gosh, I hate this job. He thought. Wondering when the conference will be resume again. He has so much to inquire about the so called Project-A.. Which he expect to hear more on the third day of the conference. Having nothing else that interested him, he retire to the wash room... again, trying to separate himself from all this politics...

[Osthia]

Cavour finally said "All right. I am going to calm down." He then snarled at the Osthian delegate and said "Alright then. But one more thing." Cavour took a glass cup he found on the table and threw it right at the Osthian, aimed at his eyes meant for revenge for his caning by that Osthian. It would surely blind him. The guards of Cavour said "Sir, that was not needed. Come with us sir."

The first glass hit Sforka on the top of his head, drawing blood, and the second glass hit his eye. If the glass had hit any younger person on the head, the impact would merely have drawn blood. Do that to a seventy year old, however, and the reaction was horrifying. The old count fell to the floor, rivers of blood streaming down his head. The Osthian guards, horrified, rushed to their charge. "Bring in EMTs immediately! He needs medical attention NOW!" One of the guards ripped off part of his uniform and used it as a makeshift bandage to try to stem the bloodflow.

[Ulthrani]

"Sir, with all due respect, you are not following the guidelines set to you by our holy emperor, may I remind you that you are a Paladin-Governor and you are to show some diplomatic edict" his administrative servant said with his head down not to offend. He swearled his glass of Bladian whiskey and said calmly

"Brutus, my son has been killed in battle, I am in no mood for fucking political edict" He swirled his glass and hearing the commotion below, he got up and told his servant "Sound the guard!" he rushed down with his Gladius and his pistol and saw the things that had occured, the Osthian delegate had been glassed, their had been an exchange of weapons, which were strictly prohibited in the city, let alone his home.

"Captain Paulinus, get a medic in here, take him to the guest lounge" he said, he called for the Royal Cathalonian to come back and had the ODSF agents disarm his entourage who had arrested him. Instead replacing them were four black-cladded ODSF operators. "On your knees...NOW!" he kicked them in and he fell to the floor infront of him

"Now may I remind you where are you are you slimey scumling" his grip on his face ever more powerful "You are nothing here and you are nothing anywhere." He talked to the Sergeant that was lead of the man "Take the Royal Cathalonian back to their residence. You will keep him under house arrest until the lockdown is over and I expect this swine out of my country the second CAP disarm."

The soldier's saluted and along with the Royal Cathalonian guards, escorted the count back to the communal area. Aurelius turned around and resumed his place at the table, he then had his advisor shout "The Conference has been resumed, the Osthian has been taken into the guest room by the ODSF operators and the medic, he will rejoin us at any time" The advisor saw the distress on the Governor's face and out of sheer frustration said

"If any of you have firearms, please give them to the ODSF soldiers please, strictly ceremonial weapons on my property!"

Felicia had not heard the argument, but she had noticed the shouting when the serious fighting commenced. When she saw Cavour being dragged away, she shook her head. She could understand the arrest, though. The Calathonian had physically attacked a follow delegate, and heavily injured him. After the chaos had been ordered again, their host announced that the conference would resume as soon as everybody returned to their places, so she went back to her seat, and waited for the debating to start again.

"Your highness, may I tell you something" The Governor referred to the Empress "I have been told by an observer that you request that your husband come into Greater Opus Dei, is this not the case?" He paused firmly and drank from his coffee mug looking the royal down.

OOC: Guys, the count has already been arrested and sent back to Royal Calathonia by orders of my Empress. She learned of the events, was naturally pissed off, and issued orders for Cavour's arrest "for disrupting a diplomatic conference"> She had also issued a formal apology, and is sending another, more proper delegate to the conference, if possible. So please edit your posts Aquilina and Ulthrani. And Osthia, please edit yours as well.

Felicia nodded. "Indeed. I'd like to have Ulrich here to support me. He served as a General in the Bladian army before we married, so he knows more about military matters than I do. He will also bring me some news from the Imperial Senate. I wanted to inform you earlier, but that little business involving the Calathonian delegate and a few other gentlemen distracted me. Sorry I forgot. I hope that it is alright with you that I called for Lord Aquilaine. He will arrive in Ulthrani in a few hours, but if you are not going to let him in, I will have his plane turn around." Or land anyway, to take me and my delegation home, she thought. But she wasn't going to tell the governor that, of course.

Aleera looked around at the bizare tableau. A clearly furious catalonian delegate was being dragged away by his own guards who was being arrested by the ulthranis. And old man lied in a pool of his own blood and several delegates looked like they and their guards where about to open fire at any minute. And they think I spell trouble she thought offended. I would never have done something like this.

"Well this is. Interesting." She commented to those standing closest. Shrugging she turned to the jbeili delegate. "I see. Well if you ever need anything just ask. Our War Bond Crisis in 1496 nearly cripled the entire country and if we hadn't had large stores of money saved we would still be in an economic crisis."

"Lucky you." Edward commented on the Quendian delegate's comment. "The Mediterranean is still running a deficit, 30 years after our last revolt there. It seems we should've copied your example." He wouldn't mention the current trouble in Crellos. "Although, thanks to reforms by my father, revenues are up, and costs are down."

As Sforka was carried to the hospital, his son, forty-eight year old Philip Sforka took his place. Philip knew that there would be serious consequenceas for Royal Calathonia and Cavour, but for now, Philip decided to do what his father was about to do. He had heard that the SEC was going to consider a proposal to share intelligence agencies, and it appeared that perhaps they should move back to business, if the SEC were to continue. "Fellow delegates, I am Philip Sforka, son of Count Harold Sforka III, and I believe that we should get back to business if we are going to accomplish anything. I believe that the respected delegate of Reformed Britannia had introduced an idea to share intelligence agencies. Sir, if you would?"

Aleera noded in agreement. She just wanted the entire farce to end as soon as possible. "Mr. Sforka speaks sense." She said with a nod to the man. "We should resume the conference. I am sure I am not the only one who have things to do. As for the shared inteligence proposal the Imperial House of Alcedina will support a limited sharing of information. We can even agree to joint investigations should a reason for such ever occur. I have contacted Lady Sable of the Shandorei and she has consented to act as a contact officer between the Imperial Inquisition and the foreign inteligence agencies of the rest of the SEC."

James nodded in Philip's direction, before clearing his throat and looking around at the other delegates.
"Yes; rather, I was promoting the idea of further cooperation between our existing intelligence agencies. A joint SEC intelligence unit wouldn't be a very good idea; in the event that this alliance was ever compromised, that would leave us vulnerable and potentially with moles in our agencies. I believe that our intelligence agencies should maintain a certain distance between each other, but that intelligence relevant to the SEC as a whole should be actively distributed within the alliance. That way we can keep our own organisations airtight, while still fostering an increased degree of cooperation."

James' hand dipped to his chest pocket, and drew out an engraved flask which was presumably filled with Bladian whiskey. After a quick swig, he set the flask down and motioned towards the dossier on the table.
"If you are interested, you may take a look at these documents. Their contents are hardly top-secret and are extremely low-level observations; we have not undertaken full espionage operations against any nations present, unless they have been at war with us at some point, and those operations would have occured during the war."

The Empress decided in the end to not send another delegate to the conference. She had secret plans of eventually withdrawing Royal Calathonia from the alliance and aligning it with another coalition. Empress Elizabeth simply believed that the SEC was not for Royal Calathonia and that Cavour's disobidence and rudeness had ruined any of Royal Calathonia's hopes of major influence in the alliance. Meanwhile, she did, however, state the empire would be following the proceedings closely.

Nothing get's in, nothing get's out, that is the purpose of lockdown, complete and utter security. This place is a holy site for our empire and also very very very important.

"Now, before we continue with this intelligence collective" he paused and looked to the Aquillian Empress "May i remind you your husband is entering an airspace that is prohibited to any air traffic, excluding Ulthranian Imperial or Military air traffic, civilian or any other lower, Ulthranian or Foreign, is not allowed in. So, may I advice your husband take a flight to Admuntus-Daracus, it's a small airfield in a massive plain between Greater Opus Dei and Opus Dei City, a military convoy will be there to pick him up. Otherwise sadly he will enter this airspace and will be told to leave, knowing your national defiant nature, and our Air Force's blunt nature, the Opus Dei Combat Air Patrol will shoot him out of the sky" he then turned to the Britannian

"So, what are your projected goals for having a unified intelligence force, so to speak"

"Surely a compromise, considering many delegates would prefer not to have a unified security force, questions of sovereignty and all that, but instead to have an agreement to share information between security services. If this agreement had existed at the last Summit, then the tragic events there may not have occurred." He looked distant, so his cousin, the King, continued.

"The Holy Empire would be willing to declassify over 50,000 documents that it deems pertinent with regards to the pact. This includes identified dissidents known to travel widely, perhaps even in your nations."

ooc: Just realized i've got my family wrong. Prince Mathew is the cousin of the King not his uncle.

IC: The Royal Calathonian guards had Cavour with them, locked up in the house. The Imperial Government of Royal Calathonia issued a request to the Government of Ulthrani. This request asked that Cavour and the guards be allowed to return to Royal Calathonia, where Cavour would be placed on trial for disrupting a diplomatic conference.

"While a unified intelligence agency may be beneficial, just how far are we going to allow each other into our native intelligence agencies." Looking deep into the Britannians eyes, he continued."Some nations have secrets they like to suppress."

"Unfortunately, I must agree with King Gilligan. There are some countries in this alliance who will do anything for outsiders to know some dark secrets of their own. Perhaps, in order not to step into their sovereignity, we have a charter for this proposal stating on what conditions they should and not share intelligence."
