Welcome to the home of the prodigious, the dwelling of the strong, we are Judea: The Majestic Land. Here lies the grounds of the ones who are feared. Bonded together by word, unified under a common flag. We are the brotherhood of angels, drawn together by duty, for we shall rise against any threat, for we are Judea! The Protectors of Liberty!




The Judean Sanctum was formed due to the overwhelming unity and the cordial relationship between the nations residing in the Judea region. They banded together, after a history of being allied, to form this Sanctum in order to protect the sovereignty of its border, its people, and its independent nations that encompass Judea.

Judea is truly the prodigious and the strong. Judea's history was not void of conflict and war, but time and time again, Judeans and their allies have shown the world who they truly are: Extraordinary. Judea has outlasted its dying brethren, it has surpassed the trials of time. Outlasted the wars that have ravaged its lands to make Judea great! Judea is the strong, men and nations alike have tried to destroy its wondrous ways. But, Judea has grown from the depths of greatness and arisen above, to show what Judea truly is: strong.

Judea is feared, only the bravest have dared threaten the tranquility of Judea that encompasses its borders. But, they too have learned the ways of Judea. Never before has an invasion of Judea been successful, this is why we are feared, for the Judean Sanctum shall ensure this tradition lasts.

Judeans are the angels that have strived to be the protectors. Judea has bravely fought against tyranny, and ensured the survival of nations whom foes bent their misdirected wrath against. They have made it their mission to protect the liberty, the sovereignty, of both their domestic nations and nations in the international community. Judea has defended, strived, and achieved the liberties of all nations that call Judea home.

The following are all the alphabetical signatories of the Constitution and currently residing in Judea and therefore humbly pronounced a Judean Sanctum member. The Current Prime Minister is Solm and the current Premier is Hobit. Inactive Nations are dulled. All the following are Convocation members:

The Judean Sanctum's Constitution
Official Constitution of the Judean Sanctum


The Constitution is the acting Charter of the Judean Sanctum and pertains to all Judeans. The articles contained within this Constitution shall henceforth be established with firm resolve and great sacrifice as the governing principles by which the Sanctum shall conduct itself. May this great Constitution last forever in the great history of mankind, and become the beacon of light which we have sought to be.


Preamble

We herein form the Judean Sanctum in order to protect the sovereignty of its border, its people, and its independent nations that encompass its populace.


Article I

Section I
All legislative powers herein granted concerning regional matters of Judea shall be vested within the central, unicameral Congress of Judea, which shall be compromised of one representative from each individual member-state. Criteria of electing or appointing such representative to the Convocation are left up to the individual member-state. Such representatives shall be called Councilors. Councilors from Judean observer states and colonial possessions of member-states are allowed to lobby and produce speeches on the Convocation, but have no voting privileges. The Congress of Judea and its forum shall be cited as the Convocation.

Section II
At the first session of the Convocation, the Councilors shall conduct a vote to elect a leading Prime Minister. Such officer shall serve as the leader of the Judean Sanctum. The Prime Minister will act has the head of all forums that the Convocation may conduct, will conduct all foreign relations that the Convocation as deemed acceptable, and will appoint positions that the representative sees fit to do so. The Prime Minister has powers not listed thereof and such extra powers delegated to the Prime Minister may be revoked or added by majority Convocation approval. The Prime Minister may be in their position of power until such time as they chose to resign from office, leave the residences of the Judean Sanctum, or is voted out of power by two-thirds vote of the Convocation.

Section III
The Councilors shall elect a Premier, whose duties shall reside solely within the Convocation. The election of such position shall take place every four months and be decided upon by majority approval and the Premier may not be voted out of power. The Premier has the authority to veto any legislation, treaty, or measure that the Convocation may ratify if it violates the Constitution of Judea. After such veto is taken, the measure may only be enacted if two-thirds of the current sitting Convocation approves such measure with approval by the Prime Minister as well.

Section IV
The Convocation of the Judean Sanctum has the power to negotiate inter-regional trade and to establish treaties between independent nations or separate regions. The Convocation has the authority to intervene, with three-forth approval, in member-state nations if such member-state is deemed corrupted by the standards put forth by the Judean Sanctum. The Convocation has the power to form a regional military in order to secure the defense of all member-states and regional possessions, it also has the authority to appoint Generals and conduct all recruitment necessary in order to form such defense. The Convocation has the ability to dictate law, in which clauses and articles pertain to regional issues, and not interfere with the sovereignty of member-states. The Convocation has the ability to form regional borders and purchase or claim joint-regional land. The Convocation has the authority to make all laws that are proper and necessary for the execution of foregoing powers, or abilities vested within the Convocation by member-states of the Sanctum.

Section V
The Convocation shall keep a public record of all of its proceedings, however, if times that secrecy is required as defined by the Convocation then the records may be declared sealed and not public knowledge. The yeas and nays of all councilors shall be included in the public record, unless one fifth of those present decree that such voting records be sealed from the public. The Convocation must enable all laws ratified to be announced publicly and be placed in the Judean Public Records which shall be a collection of this constitution and all documents ratified by the Sanctum and administered by an appointed councilor by majority Convocation approval.

Section VI
Member-States in correspondence with the Sanctum shall, in full respect, assist each other in carrying out tasks that are prescribed or generated by this Constitution. Member-states shall fulfill the obligations arising from this Constitution or the result of any act of institutions of this Sanctum. Member-states shall refrain from tasks that may interfere with principles outlines in this Constitution or principles created or established by the Convocation.

Section VII
The Judean Sanctum may bar nations from residing in Judea by majority approval by the Convocation. The foreign nation may not appeal the result until a period of one-month has passed. If the Sanctum wishes to expel a nation from its borders and the nation has not committed infractions against pre-existing laws of the Sanctum, the latter would result in immediate expulsion pending Convocation trial. If they did not, the Convocation will conduct a referendum and two-thirds approval will be required to expel the nation from the Judean Sanctum for a given time decided upon with both Premier, unless the Premier is the nation in question, and Convocation approval.

Section VIII
To be able to send a representative to the Convocation, one must gather the support for approval from one-third of the current Convocation member-base. In addition, the nation must have the support of either the Prime Minister or the objective Premier. Once one of them have declared their support in addition of one-third support of the current member-base the nation is now considered a member-state of the Convocation and may send a representative to the Convocation. If two-thirds of the current Convocation member-base agree with the approval of the nation in question, then the foreign nation may disregard the opinions of both the Prime Minister and Premier, and shall be regarded as a member-state of the Convocation.


Article II

Section I
A free-trade policy between member-states shall be in effect at all times while the nation is a resident of the Judean Sanctum. Such policy includes that member-states shall be a preferred, but not mandatory, trading partners of other member-states. Member-states may not embargo another member-state without popular approval of the Convocation. No tariffs shall be placed on any member-state by another member-state, unless special approval is approved by the Convocation.

Section II
In the industries of pharmaceuticals, poultry and/or other food-related industries, or any other high-care industries, or military grade industries, member-states may elect to bar other member-states from trade of such industrial products due to individual safety concerns, thus Judea shall not interfere with the industries thereof. As well as no monetary fund may be extracted from a member-state and be forcefully given to a foreign state outside of the Judean Sanctum, nor a state within the Judean Sanctum.

Section III
Land, aerial, and naval trade routes between member-states will be defended by Judean Military Institutions in correspondence with individual nations active military personnel. All protection of such trade is voluntary, if a member-state wishes to be excluded from protection or for a certain transaction then the Judean Sanctum shall oblige. Protection within the exclusive economic zone shall be guaranteed as well as protection of private vehicles outside of such, all attacks on such shall be deemed a declaration of war.

Section IV
In the event of economic recessions or depressions within nations residing in Judea the Convocation may dictate loans to individual member-states, with majority approval. The Convocation may also assist member-states if asked for in all ways possible to ensure total and complete economic revival of their state. Loans may not exceed individual national budget totals as an effort to keep loans fair and even throughout Judea, and to ensure that unusual loans are not given. If a nation's poverty level rises above 20% and the individual member-state requests intervention, then such shall be given immediately. Such levels are classified as inhospitable nations and emergency funds are deemed acceptable to be given out to the nation's economic regulators under regulation by the Convocation.

Section V
Nations are encouraged, not forced, to conduct their economic policies with a view to contributing to the achievement of the objectives of the entire community. The residents are encouraged to act in accordance with the principle of an open market economy with free competition, favoring an efficient allocation of resources. However, all thereof is suggestion and not enforced by the Judean Sanctum.

Section VI
The Judean Sanctum hereby claims an exclusive economic zone stemming from the outskirts of its farthest member-states seven-hundred and thirty-two kilometer outwards. In the exclusive conomic zone, Judea reserves sovereign rights for the purpose of exploring, exploiting, conserving, and managing natural resources, both living and nonliving, of the seabed, subsoil, and the subjacent waters and, with regard to other activities, for the economic exploitation and exploration of the zone. Within the exclusive economic zone, Judea has jurisdiction with regard to establishing and using artificial islands, installations, and structures having economic or military purposes as well as for marine scientific research and the protection and preservation of the marine environment. Other states may, however, exercise traditional high seas freedoms of navigation, overflight, and related freedoms. Other states, however, do not have the right to have military vessels within the exclusive economic zone.

Section VII
Judea reserves the right to bar foreign nations from conducting trade or other activities within the exclusive economic zone of Judea or its territorial waters, if the Convocation gives majority approval. The Prime Minister can issue a temporary writ of prohibition to bar a foreign nation from entering Judean waters and may force a foreign nation to leave if the Prime Minister believes that the foreign nation causes a security risk. As soon as possible, the Convocation shall assemble and conduct a vote in which a majority is required to ratify the writ of prohibition, if failed, then the foreign nation shall be allowed back into Judean waters with an official apology by the Prime Minister.


Article III

Section I
The Judean Sanctum shall respect the equality, independence, and sovereignty of Member-States including their national identities, inherent in their fundamental structures, political and constitutional, inclusive of regional and local self-government. The Convocation shall respect individual essential State functions, including ensuring the territorial integrity of the State.

Section II
Member-states have the right to declare war against foreign nations without Convocation approval, they have the right to organize their foreign relations to their liking. Member-states may wage armed conflict against foreign nations, the Convocation is prohibited from intervening if the member-state so desires.

Section III
Member-states may resign from the Judean Sanctum and leave without prior notice as they wish. They have the right to leave the Convocation and force all Sanctum personnel out of their nation peacefully if they choose to leave the borders of the Sanctum without notice. If so, they relinquish all rights and responsibilities that have been bestowed upon them by the Sanctum and must follow all guidelines of foreign nations in Judea


Article IV

Section I
The Convocation, whenever two thirds of all representatives shall deem it necessary, shall propose Amendments to this Constitution. The Convocation then must gain the approval of both the Prime Minister and the objective Premier. If both agree to the amendment, then the amendment shall be defined as a ratified amendment and be deemed law. The Convocation may bypass the approval of either the Prime Minister or Premier if they have a unanimous decision otherwise, if so, then the amendment shall be ratified.

I believe that we will conduct a vote regarding those two positions soon. Since we need those two positions to completely finish the Sanctum and get it fully implemented. That is the last step in this long, yet needed process. So, all in all, an election will be held. A swift election, hopefully, I, personally, think that it should start with others nominating candidates. Then, a vote be held based off of those candidates. What does everyone think?

I think it a good plan, though what if everyone nominates everyone else? A 19-way election run?

I am guessing we debate here. I will begin then I guess, I think that Rashuta's amount of revolutions is a little alarming. Also, two of his three posts were just him and one nation who didn't respond :blink: Is there some sort of prospect type thing like in NEMAX? Or at least a monitered status?

NEMA-X and NEMAX are kind of interchangeable, it's whatever way you prefer really.

But I like the idea of a prospect type thing for Judea. Perhaps we should begin talking about a Prospect system that could fit Judea's needs. I really like the idea of it.

My vote goes Prospect.

I think Prospects should mean we just watch them and their roleplays until we see that they're not n00bs. So, basically "observer" stats.
