The final draft of the proposed Constitution of the Hellenic Republic of Lyscania has been submitted to the voters of said country.

This new supreme law is one of the most comprehensive, exhaustive, and specific ever designed or considered for national ratification. It leaves little if anything to guesswork, interpretation, or loopholes. Secession, for example, is explicitly banned, as is provincial nullification. The country is to be a unitary, secular, democratic republic based upon representative government and the rule of law. The bill of rights is one of the longest lists of guaranteed civil liberties ever devised.

The franchise is given to all citizens who attained the age of 16, regardless of sex or race, and the right to seek and hold public office is given to all citizens who have attained the age of 20, regardless of sex or race. All persons born or naturalized are deemed to be citizens, regardless of sex or race, and all immigrants of Greek descent are automatically granted citizenship. Three unusual provisions are: the creation of a council of ephors instead of a president, prime minister, or cabinet; the selection of the upper house by lottery instead of election (whereas the lower house will be elected by proportional representation); and an explicit ban on both conscription and the possession, production, and use of nuclear weapons in Lyscania.

If approved, elections for the required offices will be held as soon as possible to fill the offices in question, with a month of transition before inauguration.
