We understand that this may be a strain on your nations economy and as such would like to offer you 50 billion USD in economic assistance. These funds are a grant from our nation to yours but we ask they are used in the following ways:

1. To purchase and provide compensation for freeing of persons.
2. To provide counseling programs that address the disparities in these individuals treatment and histories and aim to integrate them fully into your society.
3. To provide education and tutoring programs to raise the level of education and provide college opportunities to these newly freed individuals.
4. To create jobs for the newly freed individuals.

As you are now a newly freed country we hope our two nations can establish mutually beneficial relations by exchanging ambassadors and embassies.

The Federal Republic of Hellestia and its people commends the actions undertaken by the administrative government of the Federal Republic of Großrheinland Reich in reciprocation to the civil liberties of the Negro population in the nation.

Though we are not able to submit a reasonable amount of Euros as a formal donation to your government due to withheld governmental reasons, we submit a gesture of respect conveyed in this formal letter.
