Aliens have come into contact with The Republic of Louis Van Boxel Woolf, they are addicted to children, they use them like drugs. Just using the power of their minds, the aliens have managed to kill 40 people in 4 minutes! No one in the world can fight them. They say we must give them 1 billion children in 1 week or they will end the world.
They gave us a child they hve already "used,"

We are giving them kids, what else can we do? But we don't have enough, we are giving them our countries severly disabled children and dumb ones, this is only around 40,000 kids, send us more please! We said they are going to be given a Swine Flu Vaccine.

Please! Please! They have killed 10 more of our staff, they crave kids, they are addicted to them, we alone can't satisfy their needs, send children, NOW! The aliens seem to speaking through the kids. Please, if we don't give them kids they will plunge the whole world into Anarchy! Torchwood is our body set up to fight alien forces...

Rather large infringment of liberty, even if they are the scum on the pond. However, you can buy our poor and disabled off us for a reasonable price...
