Dearest Leaders,
The Peoples Republic of Robithia urge you to allow these people to establish their own communist nation, free to make thier own choices. We would glady provide financial aid as well as advisors, showing these people how to run a successful communist nation. To allow a government which favors the bourgeoisie and the upper class would be a grave mistake and in turn ensure the downfall of this weak nation. By allowing the proletarian to strive, a productive and happy nation will emerge. We hope you consider our request.
Sincerly,
Chairman Kalashov
Meanwhile a team of four RIA agents made their way into the heart of Manchurian. Mr. Gladamin watched the road ahead behind his aviators, whistling a tune of no relevance to any song but instead just something he continued to make up as he whistled along. Pausing for a moment, he peered out the front mirror and muttered to the women in the passenger seat "How far are we from the safe house Ms. Chlakov?" Chewing on a pen camp, her index finger traced the road they were traveling on to the area of their soon to be home for several months, or until the job was done "Not far, a few miles perhaps. Depends on if you can stop driving like a woman and actually speed up a bit." A chuckle escaped from Mr. Gladamin as he shaked his head, never letting his eyes leave the road "Oh dear, you make me the happiest husband in the world." She grinned slightly and looked at her fake wedding ring, knowing this was necessary to pose as a family of four but still finding it strange.
The four agents arrived at their house at last which was just outside the capital city of Manchurian. The old station wagon came to a halt just outside the home, boxes packed in the back with a few objects strapped to the top. Mr. Gladamin fixed his collar on his shirt and sighed, finding civilian clothes a bit uncomfortable for him. The two young agents, a boy and a girl around the ages of 18 and 16 groaned as they got out of the car and began to carry the boxes in the house. They were about a year from completing their training but this was a new method the agency was testing out. Only time would tell if this mission would be successful.

Re: Views of the future of the State of Manchuria
Every nation has the right to be whatever it wants to be and free from any outside interventions. The Leaders of Hayaba has no right to administer Manchuria much as well as to rule their own nation through sheer ignorance. It is much plausible if Hayaba would become a Quendi Colony and let the Manchurians rule themselves rather that the other way around.

Have no worries. President Li is in no position to increase his power. While Manchuria is still a very unstable region the forces of the Quendisphere is the only power of significance in the region. Besides there is no reason to assume that Li is a bad guy. The true enemy is most likely the hayaban president. Joseph Jackson is a known anti-communist, not that I blame him, and will not like the current support for communists. If the Republic of Manchuria looses its leader then I fear that chaos will be the result. While to little is known of Li the II have currently not found any reason to believe that he isn't fit to rule his nation. It is however another question if Joseph Jackson is fit to rule Hayaba. A question that is currently being debated at the highest level of government. It goes without saying that this letter is of course strictly confidential, especially the parts about Jackson, and should not be reported to anyone but the most trusted ministers of Reformed Britannia.Sincerely

Re: Views of the future of the dependency of Manchuria
You appear to have been misinformed minister. I can assure you that Hayaba excerts no influence over the Republic of Manchuria. Manchuria is currently held together by the Quendi lead forces in the region. I furthermore would like to redirect your attention to the referendum. As you can see there is no option allowing Hayaba to rule Manchuria. I would furthermore like to point out that many ethnic minorities disapprove of the establishment of an independent manchurian state and prefers other options.
Sincerely
