~~~~[Rhodmhire & Neo-Ixania Diplomatic Relations Treaty]~~~~
From the Political Heads of the Rhodmhire Parliament, and the RMC
On this day--July 10, 2009--Rhodmhire has deeply considered, and wishes to enact this Treaty as valid and truthful.
On this day, we wish to extend our first act of diplomacy to a nation outside of our neighboring bounds. We wish to enact diplomatic peace, with the nation of Neo-Ixania.
This Treaty will declare that Neo-Ixania and Rhodmhire are to be, do, and react in a specific manner to the following:
WAR ALLIES: If war is ever declared against or within either nation, they are not to support the opposition, and are under high recommendation, if not total obligation, to aid each other. Only under extreme economic turmoil, or other major complications in either nation's military, economic foundation, and so forth should keep one nation from aiding the other. In light of this, war may not be declared against the two nations unless multiple instances of avoiding the restrictions and bounds set in this Treaty are made by the opposing nation, or if one nation decides this Treaty to be null.
NULLIFICATION: Either nation has the right to make the treay and its bounds null, but the Treaty itself must be made entirely null. For example, one nation may not make political and war allied guidelines null, but keep trading and law guidelines present. Nullfication results in the entire Treaty being null, not just specific parts or sections. A national consensus of a majority vote in the government's form of voting, whether by the people, Parliament, Congress, or so forth--must be made, as well as a majority support from the people, and support of the leader(s). The opposing nation cannot stop the other nation's nullfication process or final decision in any way, shape, or form. It is up to the one nation's decisions/processes.
TRADING: Trade between these two nations may be set up. However, specific trading documents must be made in corralation to each nation's economic platform and current standing. Trade must be balanced, one nation cannot be stocked with trade from the other without in turn exporting various resources or other exports in return.
POLITICAL: These two nations need not to follow the same political platform, debate and disagreements are open and acceptable. However, Rhodmhire is obligated to stray away from Dictatorships, for it was in the late 1800s that Dictorial nations and Dictatorships nearly destroyed our Republic. If Neo-Ixania wishes, it may be a Dictatorship, but it is not embedded in this Treaty that Rhodmhire has no right to make the treay itself null in corralation to our own laws and restrictions.
LAWS: Laws are to be unique and differing in each individual nation. However, laws regarding trade, allied wars, and other allied actions must be followed by the opposing nation. For example, if one nation wishes to launch a test missile, and the other nation wishes to partake in its design/development--the other nation is obligated to follow the home nation's rules, laws, and restrictions. If not, the home nation has the right to take diplomatic action against the opposing nation.
WEAPONRY: Rhodmhire has a rising Weapons/Space Industry. Nuclear weapons haven't yet been built in the nation as of this date. Neo-Ixania appears very capeable of producing nuclear weaponry and other weapons. Neo-Ixania may trade nuclear weaponry with Rhodmhrie if desired, but it is not advised--however not prohibited. Amounts in corralation to Rhodmhire's population and economic stability will be bases of how many weapons may be exported. In return, Rhodmhire must distribute some form of exports into the Neo-Ixanian economy to provide for the plausible economic losses. These weapons of any kind are not to be used against Neo-Ixania, the Nullification Section doesn't apply to the restriction of traded weapons being used against Neo-Ixania.
CONTACT: Each nation is obligated to give occasional reports to each other on major instances, incidents, and so forth. This isn't to be done daily, but on a weekly, or bi-weekly basis. Each nation's political leader(s) are also required to meet every so often to discuss past, present, or future matters.
OTHER NATIONS: Other nations aside from Rhodmhire and Neo-Ixania do not apply to this treaty. Partnered, Allied, or Enemy nations are to consider this treaty non-existant to them. It only applys to The People's Republic of Rhodmhire, and The National Monarchist Empire of Neo-Ixania.
OTHER: Other arguments, incidents, and plausible sections to be added to the Treaty must be debated and discussed by the political leader(s) of each nation. A consensus of a 3/4 majority in EACH nation's populus, and government determines if any more restrictions, or guidelines are to be added. The political leader(s) must also agree.
UNIONIZING: This Treaty is also not a unionizing Treaty. Rhodmhire and Neo-Ixania are to always be considered as seperate nations, bridged by this Treaty. Rhodmhire's/Neo-Ixania's military, economy, government, and so forth are not to be, nor will they ever be one. Entire nation Unions are banned by this Treaty, national sovereignty is required in Rhodmhire's own Constitution.
CONSTITUTION: If either nation has a Constitution, LAW restrictions and guidelines apply still apply, and Constitutional rights, laws, guidelines, and so forth are to merely be added into the LAW restrictions section.
By signing this historic treaty, Rhodmhire will make its first Treaty to a nation outside of close-proximity regional relations, and will establish a secured peace.
